During the gathering, issues of the civil defense system on the topic "Emergencies" were comprehensively considered, as well as steppe and forest fires, flood situations that occurred this year were analyzed, and the actions of specialists from local executive bodies were assessed. In addition, a fire safety training was held and a lecture on the topic "Performing Discipline" was given, during which the importance of timely and high-quality fulfillment of the assigned tasks was emphasized.
The results of work in the field of mobilization training were also considered and the state of planning documents was discussed. In connection with the sharp changes in weather conditions in the winter, a discussion was held on the issues of rescuing people caught in snow drifts due to the closure of highways, their temporary placement, providing hot meals, medical and psychological assistance. Thus, theoretical knowledge was combined with practical exercises, and special attention was paid to improving the interaction in emergency situations.
In 2025, specialists and residents of rural districts who conscientiously performed their official duties, were active in steppe and forest fires, floods and other emergencies, as well as timely and efficiently completed their tasks, were awarded letters of thanks on behalf of the department.
From November 12 to 13, 2025, an offline seminar on the reservation of military conscripts was held at the regional akimat building. The event was attended by representatives of regional departments as well as city and district akimats.

The regional akimat will continue to fulfill its obligations to ensure cleanliness. Issues that need to be resolved will be resolved in stages. This year, 400 km of roads will be repaired in the region, and 223 km will be modernized within the framework of the Auyl - El besigi program. roads. 77 thousand trees will be planted.
At the same time, it is planned to improve 22 yards in Semey: 11 on the left and 11 on the right bank. 8 public spaces will be updated.
In 2025, 210 bus stops will be installed in the regional center, and 60 new buses will be purchased. Already, contractors have purchased 10 units of special equipment for street cleaning, and in the future this fleet will be replenished.
This year, 10 streets will be lit in Semey, and about 100 in the districts. In addition, as part of the modernization of heating networks in Semey, 6 projects are being implemented that will significantly reduce the lack of heat. This will create conditions for the construction of schools, kindergartens, residential buildings, hotels and shopping centers.

This spring, a large-scale emergency prevention exercise will be held at one of the strategically important facilities in the Abai region - the Shulba reservoir.
This event is of great importance for the region, since the Shulba reservoir, which covers an area of 6 square kilometers and extends over 72 kilometers, is a strategically important facility. It performs the functions of generating electricity, regulating water resources and meeting the needs of agriculture. Therefore, it is necessary to constantly improve measures to prevent and eliminate possible emergencies.
The exercise was organized at the initiative of the Office of Mobilization Training and Civil Protection of the Abai region.
The head of the department, Akylzhan Akylbekov, emphasized the importance of this event:
"Given the experience of past years, we are strengthening prevention measures. The main purpose of the exercises is to develop the skills of prompt response of the population and responsible specialists in emergency situations. The well-coordinated work of rescue services and local authorities is one of the key factors in preventing emergencies, "he said.
During the exercises scheduled for the spring of 2025, flood countermeasures, rescue operations in case of accidents and emergency response will be practiced. They will be attended by representatives of local executive bodies and specialists from the Shulba reservoir. According to the head of the regional defense department, Colonel Ruslan Omarov, in accordance with the instructions of the department of organizational and mobilization work of the General Staff of the Armed Forces of the Republic of Kazakhstan in 2024, 1,402 orders were allocated for spring and autumn conscription. By the end of the year, 1,422 residents of the region went to the service, which amounted to the implementation of the plan by 101.4%.
"Our area has successfully completed the conscription plan and achieved high rates. This is the result of the well-coordinated work of the regional administration and responsible institutions. However, issues remain to be addressed. To eliminate them, specific measures will be taken to achieve even better results in the next campaign, "the colonel said.
During the meeting, current problems were also discussed. To solve them, it was proposed to purchase modern diagnostic equipment, optimize medical commissions and centralize their work, as well as introduce new technologies in order to save money.

On December 27, 2024, under the chairmanship of the deputy akim of the region Abai Garikov D.A., an extraordinary meeting of the regional commission for the prevention and elimination of emergency situations was held.
The meeting discussed the readiness of the forces and means of communal, road and operational services for emergency situations during the celebration of the New Year, the evacuation of the population from dangerous zones to safe areas and the readiness of places of temporary accommodation, the supply of control points and the supply of them with the necessary property. The issue of providing property to field hospitals and camps for victims was also raised.
During the meeting, measures to prepare for possible emergencies during the New Year celebration were comprehensively considered and appropriate decisions were made.
In the period from 25 to 26 December 2024, in accordance with the protocol order, a lesson was held with persons responsible for mobilization training and civil protection, during which they discussed issues of protecting the population. The results of the outgoing year were carried out and tasks for 2025 were set.
On the night of December 15-16, due to difficult weather, the emergency services of the Zharma and Ayagoz regions promptly responded and intervened in the lives of citizens.
That night, passengers of the Van Hool bus, which was moving along the Semey-Urjar route and was in a snowdrift, were accommodated in the village of Kalbatau. In total, there were 47 passengers on the bus, including 20 children born in 2011-2012. Passenger accommodation events were organized with the participation of employees of the local executive bodies of the Zharma region, the police department and the emergency department.
Also, on the territory of the Ayagoz region, due to unfavorable weather conditions, the movement of passenger buses following the route "Semey - all Arasan," "Ust - Kamenogorsk - Almaty," "Bakhty-Semey" is limited.
Through the local executive bodies and the road service, 83 passengers (68 adults and 15 children) in these buses were taken to the sports school in Ayagoz and placed at the heating point. Not all passengers needed medical attention.
All necessary measures are being taken to accommodate citizens who remained on the road on frosty days at heating points. Local executive bodies, police and emergency services work around the clock to ensure the safety of citizens. The situation is under the control of the deputy akim of the region D. Garikov.
The deputy head of the region urges citizens to monitor the weather forecast, receive information about road conditions before traveling and observe safety measures.
