Countering corruption in Kazakhstan

Corruption is one of the most serious threats to the stability and development of the state. In Kazakhstan, the fight against this phenomenon is of particular importance, given its scale and impact on the economy, legal system and social relations. In recent years, Kazakhstan has taken a number of steps to improve the effectiveness of anti-corruption measures, but this process remains complex and multifaceted.

1. Corruption in Kazakhstan: problems and challenges

Corruption in Kazakhstan is one of the main problems facing the state system. One of the main reasons is the lack of proper control and the weakness of the institutional mechanisms that should ensure transparency and accountability of the authorities. Corruption schemes impede the development of the private sector, hinder the attraction of foreign investment and undermine citizens' confidence in state institutions.

2. Regulatory frameworks and institutions to combat corruption

In order to combat corruption in Kazakhstan, a whole system of regulatory acts was developed and implemented and specialized bodies were established. An important step was the adoption of the Law of the Republic of Kazakhstan "On Combating Corruption," which was signed in 2015. The law clearly defines key anti-corruption principles, such as zero tolerance for corruption offenses, increased transparency, and consideration of public opinion.

One of the key anti-corruption bodies is the Anti-Corruption Agency of the Republic of Kazakhstan. This agency was created in 2015 with the aim of improving the effectiveness of state control and combating corruption at all levels of government.

3. Transparency and accountability measures

An important area of anti-corruption is to increase the transparency of state processes. For this, e-government projects are being implemented in Kazakhstan. Systems such as electronic tenders, automation of public services and public reporting of authorities make it possible to reduce the number of "gray" schemes and minimize opportunities for corruption.

In addition, in order to increase the personal responsibility of civil servants in Kazakhstan, various mechanisms are being actively introduced, including anti-corruption trainings, mandatory declaration of income and property, as well as increased punishment for corruption crimes.

4. Education and education

Another important element in the fight against corruption is public relations. Kazakhstan is actively conducting campaigns aimed at raising awareness of citizens about the negative consequences of corruption. Anti-corruption education programs cover schoolchildren, students, as well as employees of government agencies.

Particular attention is paid to the formation of "non-corrupt" values among young people and the whole society, as well as support for those citizens who are actively fighting corruption and reporting offenses.

5. Successes and results achieved

Over the past few years, Kazakhstan has achieved some success in the fight against corruption. Among them are reducing the level of corruption in a number of state structures, strengthening anti-corruption legislation and improving the country's position in international anti-corruption ratings.

In 2021, Kazakhstan improved its position in the Transparency International Corruption Perception Index (CPI), which indicates a positive change in the perception of the fight against corruption in the international arena.

6. Remaining issues and challenges

However, despite the achievements, the situation with corruption in Kazakhstan remains difficult. Among the remaining problems are insufficient independence of the judicial system, the presence of old corruption schemes, as well as the lack of effective mechanisms to protect those who fight corruption. The fight against corruption is expected to continue through improved coordination between various government agencies and institutions, as well as increased control over corruption risks.

7. Prospects for fighting corruption in Kazakhstan

In the future, Kazakhstan will have to solve several key tasks for a more effective fight against corruption. First, it is necessary to continue to strengthen the independence of the judiciary and create conditions for honest and objective consideration of cases related to corruption crimes. Secondly, it is important to continue to strengthen public control and develop institutional mechanisms to protect the rights of citizens fighting corruption.

In addition, it is important to continue to work on improving the reporting system of civil servants and increasing the level of public confidence in state bodies.

Conclusion

Countering corruption in Kazakhstan is a complex and multifaceted process that requires complex efforts at all levels of government and society. Although some successes have already been achieved, the fight against corruption remains one of the key tasks for the country. Only by continuing to develop effective mechanisms, improve legislation and work to strengthen the confidence of citizens, it is possible to achieve significant results in this area and create conditions for sustainable and equitable development of Kazakhstan.
