Protection of the rights of entrepreneurs is currently relevant and one of the priorities of the state.
According to article №10 of the Civil code of the Republic of Kazakhstan, the state guarantees the freedom of entrepreneurial activity and ensures its protection and support. Entrepreneurship is the initiative activity of citizens and legal entities, regardless of the form of ownership, aimed at generating net income by meeting the demand for goods (works, services), based on the right of private ownership (private entrepreneurship) or on the right of economic management or operational management of a state enterprise (state entrepreneurship).
In 2018, design estimates were developed for the "Construction of external sewage systems in the village of Kalbatau, Zharma district of the East Kazakhstan region." Construction works on the construction of water supply networks in the village of Karatobe began on August 22, 2018. The total cost of construction under the contract is 221.658 million tenge. For 2018, 180.0 million tenge was allocated from the republican budget. For 2019, from the republican budget 19.663 million tenge, from the regional budget 21.995 million tenge. At the December 2017 session of the regional maslikhat, funds were allocated from the regional budget for the development of design estimates for the construction of water supply networks in the villages of Sulusary (10.9 million tenge) and Small Karasu (11.6 million tenge).
The customer of the development of design and estimate documentation is the Department of Energy and Housing and Communal Services of the East Kazakhstan Region. - “Construction of water supply networks in Arshaly v., Zharma district, East Kazakhstan region ”(total project cost - 307.4 million tenge);
- “Construction of water supply networks in Kapay batyr v., Zharma region, East Kazakhstan region ”(total project cost - 336.4 million tenge);
- “Construction of water supply networks in Kishi Karasu v., Zharma region, East Kazakhstan region ”(total project cost - 547.7 million tenge).
This year, contracts will be concluded, construction and installation works will begin in 2020.
For 2018, funds from the regional budget were allocated in the amount of 10.0 million tenge for the development of design estimates for the facility “Construction of treatment facilities and sewer networks in the city of Shar, Zharma district , East Kazakhstan region” and 8.0 million tenge for the development of design and estimated documentation for the object "Construction of water supply networks in the village of Kapay Batyr, Zharma district , East Kazakhstan region."
For the construction of wastewater treatment plants and sewer networks in the city of Shar, designer of the “Scientific and Production Center “Grid” LLP. For the construction of water supply networks in the village of Kapay Batyr, designer of “VOSTOKVODPROEKT” LLP. The customer of these projects is the Department of Construction, Architecture and Urban Planning of the East Kazakhstan Region. Expected total estimated cost of the construction of a Fitness center in Auezov v. is 763 796.357 thousand tenge, construction of a recreation center in the Auezov v. 692 746.310 thousand tenge. To date, projects undergo a comprehensive non-departmental examination.
"The construction of a sport complex in the city of Shar, Zharma district, East Kazakhstan region" - the total cost of 230.0 million tenge. This year, 75.0 million tenge has been allocated from the district budget, the remaining 155.0 million tenge is provided for in the 2020 budget. Based on the protocol on the results of public procurement No. 3516971-ОК1, an agreement No.105 dated September 4, 2019 on construction and installation works with “KURYLYS” LLP was concluded. To date, work is underway to obtain permission to start construction.
Also, for 2019, 5.5 million tenge was allocated from the district budget for the adjustment of design estimates “Construction of two 16-apartment 2-storey residential buildings in the village of Kalbatau, Zharma district, East Kazakhstan Region”. To date, a contract has been concluded for the adjustment of design and estimate documentation from a single source by direct conclusion on the basis of subparagraph 3 clause 3 of article 39 of the law of the Republic of Kazakhstan on public procurement with “SEMSTROYPROEKT” PROJECT DESIGN INSTITUTE” LLP. Planned date for completion of work under the contract until September 20, 2019.
In 2019, 8.6 million tenge were allocated from the district budget for the development of design estimates for the construction of a biothermal pit in the village of Zhanaozen, Zharma district of East Kazakhstan region. The agreement is concluded with “ECOSERVICE-S” LLP. The project is developed.
