On September 17, 2026, the Kazakhstan Insurance Forum 2026 took place in Almaty, bringing together representatives from the insurance, financial, and pension sectors to discuss key issues regarding the industry's development. The forum featured a panel discussion titled "Life Not According to Plan: Why Are We Afraid to Insure Our Future?", where participants explored the development of life insurance, long-term financial planning, and new opportunities for citizens to secure future income.
The discussion was moderated by insurance market expert and Centras Group founder Eldar Abdrazakov. Participants included Zhanat Kurmanov, Chairman of the Executive Board of UAPF JSC; Adil Mukhamedzhanov, Chairman of the Board of KASE; Gulzhan Zhaksymbetova, Chair of the Board of BCC Life JSC; Anastasia Ovsyannikova, Vice President of Bank CenterCredit; Gaukhar Buribayeva, Chair of the Board of Halyk-Life JSC; and Murat Kylyshbay, founder of the Islamic fintech company AJR Finance Ltd.
One of the discussion topics focused on the development of pension annuities as a tool for providing retirement income to citizens. Zhanat Kurmanov, Chairman of the Executive Board of UAPF JSC, outlined the prospects for this sector. He noted that Kazakhstan’s insurance market is growing rapidly and holds significant potential for further expansion. However, in his view, the scale of the insurance industry does not yet fully align with the pace of economic development.
"The pension annuity market is emerging as a key driver for the growth of the life insurance sector. The option to use pension savings to purchase a pension annuity was originally built into the pension system as a way to provide citizens with income during retirement. Today, Kazakhstanis with pension savings in the UAPF can choose from various payout methods: scheduled payments from the UAPF until funds are exhausted, lifetime payments via an insurance company, or a combination of these options."
The life insurance market is deeply integrated with the investment market. Beyond traditional products—such as immediate, deferred, and joint retirement annuities—new opportunities linked to the investment component are emerging. This is a natural progression, given that life insurance is closely tied to the investment market globally and insurance companies act as major institutional investors.
"It is therefore important that retirement annuities are not viewed through a 'buy-and-forget' lens. Citizens need to understand the additional benefits this financial instrument offers, particularly regarding long-term financial planning and the investment component. Further market development could lead to the emergence of new products—including hybrid ones—that combine insurance protection, regular dividends, and investment opportunities," commented Zhanat Kurmanov.
Zhanat Kurmanov also emphasized the need to further foster a culture of long-term financial planning among the population. This is particularly relevant for young people, who—as noted during the discussion—often focus primarily on short-term financial goals.
What types of pension annuities are available to Kazakhstanis?
As a reminder, a pension annuity is a contract between an individual and a life insurance company under which the insurer commits to paying a monthly pension for life or until a specified age. Various types of pension annuities are available on the Kazakhstani life insurance market.
An immediate pension annuity provides for benefits to begin after the contract is concluded, in accordance with its terms.
A deferred pension annuity entails benefits commencing after a specific period stipulated in the contract. During the deferral period, funds may be invested according to the contract terms, which affects the amount of future benefits.
A joint (spousal) pension annuity allows two individuals to pool their pension savings to receive lifetime benefits under the contract terms. Upon the death of one participant, payments continue for the benefit of the other.
Thus, the development of the pension annuity market expands opportunities for individuals to build long-term retirement income and offers additional options for managing pension savings. Ultimately, the choice between receiving pension payments from the Unified Accumulative Pension Fund (UAPF) and purchasing a pension annuity is an individual financial decision that depends on the person's life circumstances, the size of their savings, and their retirement planning goals.
UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The Fund also carries out accounting of target assets and target requirements, accounting and crediting of target savings (TS) to target savings accounts, payments of TS to their recipients in bank accounts, accounting for returns of TS in the manner determined by the Government of the Republic of Kazakhstan within the framework of the National Fund for Children program (More details at www.enpf.kz)
On September 7, 2026, amendments to the Social Code of the Republic of Kazakhstan came into force, expanding the options for contributors to manage their pension savings[1]. According to these amendments, the amount of pension savings transferred to a private investment portfolio manager (IPM) for trust management can now be up to 100% of the funds available in the contributor's (beneficiary's) individual pension savings account, including compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC).
At this, CPC and VPC contributors, as well as individuals for whom COPC and VPC contributions are transferred, can independently determine the amount of their savings transferred to trust management, select one or more IPMs, and one or more investment portfolios in accordance with their financial goals.
Pursuant to with the law, IPMs can create up to three investment portfolios: conservative, moderate, and high-risk. These portfolios vary in risk level, expected return, and investment terms. The ability to choose different investment portfolios is enshrined in Article 37-1 of the Social Code of the Republic of Kazakhstan. Requirements for their formation are determined by the authorized body for regulation, control, and supervision of the financial market and financial organizations.
Full information on the procedure for transferring pension savings to investment portfolio trust managers and investment opportunities is available on the UAPF website and on the invest.enpf.kz platform.
Thus, the pension system is gradually transforming from a model where contributors play a passive role to one that assumes conscious participation in managing their own long-term retirement savings. The consistent expansion of investment strategy options and the increased availability of information on pension asset management are creating conditions for more active participation by contributors in decisions related to the formation of their future retirement income.

[1] Law of the Republic of Kazakhstan dated July 7, 2026 No. 334-VIII "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Improving Social Legislation"
The UAPF reminds that individuals with pension savings in the UAPF, formed through compulsory pension contributions and/or compulsory occupational pension contributions, who have reached the generally established retirement age, as well as individuals with disabilities of the first and second groups, if the disability is permanent, are entitled to receive pension benefits from the UAPF according to the established schedule.
As a reminder, the old-age pension is available to individuals who have reached the generally established retirement age: men upon reaching 63 years of age, and women upon reaching 61 years of age in 2026.
Pension benefits from the UAPF are paid until the pension savings are depleted.
To receive pension benefits from the UAPF upon reaching retirement age, beneficiaries must promptly contact the local Public Service Center (PSC) at their place of residence. Documents and applications can be submitted to the PSC 10 days before the beneficiary reaches retirement age. We strongly recommend adhering to this deadline, as it is especially important for receiving a state pension, which requires verification of work experience based on the documents submitted.
The pension is assigned from the date of application. It is important to note that if an application for pension payments is submitted before reaching retirement age, the date of application is considered the date of reaching retirement age. If an application is submitted after reaching retirement age, the date of application is considered the date of registration of the application with the Government for Citizens State Corporation.
In addition, please note that future pensioners (potential beneficiaries) whose phone numbers are registered in the egov mobile citizen database will receive an SMS notification from number 1414 two months before reaching retirement age, informing them of the opportunity to contact the nearest branch of the State Corporation in a timely manner to receive pension payment services, with a link to the list of documents on the egov.kz website. This means that government agencies are sending out the relevant notifications to ensure pension benefits are processed within the prescribed timeframe, as benefits are not assigned for the missed period.
Meanwhile, for individuals who have reached retirement age and who have pension savings in the UAPF but have not applied for their benefit, the UAPF conducts an annual verification, jointly with the State Corporation, to determine whether these citizens have assigned old-age pension benefits and the state basic pension benefit from budgetary funds. Based on the results of this verification, the UAPF makes payments proactively, i.e., without an application.
Furthermore, starting in March 2026, a similar, non-application pension benefit paymentt procedure has been introduced through voluntary pension contributions (VPC) for individuals who have reached retirement age and who have pension savings in the UAPF through VPC, but who have not previously applied to the UAPF for payment due to reaching the age of fifty or disability.
The non-application pension benefit payment procedure through VPC (if any) provides for:
To receive a disability payment upon reaching age 50 through the VPC, please contact UAPF offices or through your personal account on the UAPF website (enpf.kz) or the UAPF mobile app using an electronic digital signature.
Please note that UAPF offers on-site services for individuals with disabilities. A preliminary consultation is provided, including verification of eligibility for services remotely, without an on-site visit.
The enpf.kz website provides a list of required documents depending on the type of pension benefit, the method of submission, document requirements, application forms and sample forms, and a sample power of attorney. In the "Electronic Services" section, you can pre-screen documents submitted for pension benefits from UAPF.

With aim to optimize the processes and facilitate the procedure for obtaining, storing and using DS keys, the National Certification Authority has moved from the current process of issuing and using two DS keys to using only one key, i.e. individuals and legal entities will get only one key based on the GOST algorithm, which will be used for both authorization and signing.
«One of the options to get public services is to use digital signature keys. With introduction of new digital technologies, it is necessary to ensure security in the current realities and use the latest versions of cryptographic standards. This standard has doubled the length of the DS key compared to the previous standard,» said Dmitry Mun, Acting Chairman of the Board, National Information Technologies JSC.
Key changes include:
- One registration certificate: instead of two registration certificates intended for authorization and signature, only one will now be issued, which facilitates the process of managing digital keys.
- Validity of previously issued DS: all the previously issued digital signatures prior to transfer to the GOST 2015 algorithm will be supported until their expiration date.
- Update simplicity: in order to use the new GOST 2015 standard you just need to update the eGov Mobile application.
How to use the new DS in the eGov Mobile app:
Also, the following unpopular templates available for legal entities are excluded:
- «Employee with the right to sign financial documents»
- «Employee of HR Department».

Current questions about UAPF
From January 1 of this year, in Kazakhstan, on behalf of the Head of State, in order to increase the social security of citizens of the Republic of Kazakhstan, foreigners and stateless persons permanently residing in the country, employed in hazardous working conditions, a special social benefit has been introduced, which will be carried out through the State Corporation “Government for citizens."
Employers transfer compulsory occupational pension contributions for workers whose professions and activities are included in the List of industries, works, professions of workers engaged in work with hazardous working conditions and number more than 2 thousand items. Thus, special social benefits are available to workers employed in various sectors of the economy, including the mining and manufacturing industries and others. The condition for receiving special social benefits is that the employee reaches 55 years of age and has paid compulsory occupational pension contributions (hereinafter referred to as COPC) for a total of at least 84 months.
Citizens of Kazakhstan, foreigners and stateless persons permanently residing in the country, employed in production with hazardous working conditions and wishing to receive a special social benefit will be assigned when:
- reaching 55 years of age;
- confirmation of payment of compulsory occupational pension contributions for the employee for 84 months (7 years);
- termination of work in jobs with hazardous working conditions or transfer to another job that excludes exposure to harmful production factors.
To receive a special social benefit, an employee must choose one of the following activity options:
- in agreement with the employer, arrange a transfer to another job in the same enterprise, unrelated to harmful working conditions;
- independently get another job outside the enterprise, unrelated to harmful working conditions;
- do not continue working.
1) A special social benefit for persons employed (working) in jobs with hazardous working conditions consists of:
- special occupational state allowance (appointed from the republican budget in the amount of two subsistence minimums (SM) and in 2024 amounts to 86,814 tenge (2 * 43,407));
- insurance benefit under a pre-retirement annuity insurance contract (assigned by the insurance organization in the amount of 1 PM, in 2024 - 43,407 tenge at the expense of insurance premiums for compulsory insurance of employees against accidents);
- occupational benefits at the expense of the employer (assigned in the amount of 1 SM, in 2024 - 43,407 tenge by the employer with whom the employee terminated the employment contract or entered into an additional agreement to the employment contract on changing working conditions);
- pension benefits generated at the expense of COPC and (or) CPC from the UAPF, subject to the consent of the above persons to receive them (the amount of pension benefits depends on the size of pension savings in the UAPF).
The right to a special social benefit arises if the employee stops working in jobs with hazardous working conditions or is transferred to another job that excludes exposure to hazardous production factors.
2) For persons not engaged (not working) in jobs with hazardous working conditions:
- special occupational state allowance;
- pension benefit generated at the expense of COPC and (or) CPC from the Unified Accumulative Pension Fund, subject to the consent of the above persons to receive them.
At the same time, persons who are no longer employed (not working) in jobs with hazardous working conditions as of the current year 2024, who have reached the age of 55, in whose favor the COPC of a total of at least 84 months have been paid, to receive a special occupational state benefit at the expense of the republican budget and pension benefits from the Unified Accumulative Pension Fund, you must submit a corresponding application to the Public Service Center at your place of residence. In the application for receiving benefits you will need to indicate your consent to receive benefits from the Unified Accumulative Pension Fund.
To receive a special social benefit for persons employed (working) in jobs with hazardous working conditions, it is necessary to submit an application to the employer for transfer to another job that excludes exposure to harmful production factors, or for termination of the employment contract. Information about the transfer of an employee to another job that excludes exposure to harmful production factors, or about the termination of an employment contract from the employer is received in the information system of the Ministry of Labor and Social Protection of the Republic of Kazakhstan. Based on this data, a proactive service will be provided to assign all types of the above payments included in the special social benefit. In this case, consent to receive pension benefits from the UAPF at the expense of COPC and CPC or only at the expense of COPC will need to be confirmed by replying to the corresponding SMS message sent from number 1414.
Thus, the recipient of a special pension benefit, after submitting an application to the employer, does not need to contact the Public Service Center and UAPF to receive a special pension payment; it is enough to respond to an SMS message.
According to the Social Code, special social benefits for workers engaged in hazardous working conditions will be provided until retirement age and will cease after the pension is assigned.
The amounts of designated special social benefits for persons employed in production with hazardous working conditions, consisting of three sources (from budgetary funds in the form of a special occupational state allowance, insurance benefit and occupational benefit at the expense of the employer), will increase annually in proportion to the increase in the amount of subsistence minimum, and will be carried out until the generally established retirement age is reached.
The amount of monthly pension benefits from the UAPF will be calculated based on the amount of pension savings generated both from the COPC and from the CPC.
In this case, the size of the monthly pension benefit from the UAPF is determined by multiplying the amount of pension savings at the expense of COPC, CPC (if there is consent to receive them) by 6.5% and dividing by 12. Annually, pension benefits from the UAPF will be indexed by 5% and made until exhaustion of pension savings.
