What changed in 2026?
Topical Questions about the UAPF
The amount of pension benefits from the UAPF to pensioners who retired early, before 2026, increased by 5% effective January 1.
As a reminder, benefits from the UAPF are paid in accordance with the Methodology for Calculating Pension Benefits, approved by the Decree of the Government of the Republic of Kazakhstan dated June 30, 2023. According to this method, payments to citizens retiring are calculated as follows: in the first year of receiving benefits, the amount of pension savings is multiplied by the pension savings payment rate of 6.5% and divided by 12. In subsequent years, the monthly pension benefit is increased by the pension payment indexation rate of 5%. Moreover, the monthly pension benefit from the UAPF is made in an amount of at least 70% of the subsistence minimum (hereinafter referred to as the SM), established for the corresponding financial year by the law on the republican budget (in 2025, the SM is 50,851 tenge).
For beneficiaries of certain categories: individuals with permanent disability groups 1 or 2, as well as those who worked in hazardous and dangerous industries, whose savings were formed through compulsory occupational pension contributions for at least sixty months, the Methodology provides for adjustment factors that increase the monthly pension benefit amount. For individuals who meet more than one of the above conditions, the adjustment factor with the highest value is applied.
Pension benefits from the UAPF are paid until the pension savings in the individual pension savings account are depleted.
Effective January 1, 2026, the employer's compulsory pension contribution rate (ECPC) increased to 3.5% of employee income (the ECPC rate increases annually in stages: 1.5% in 2024, 2.5% in 2025, 3.5% in 2026, 4.5% in 2027, and 5% in 2028).
As a reminder, effective January 1, 2024, Kazakhstan's funded pension system was supplemented with a new component: employer's compulsory pension contributions (ECPC). According to the adopted amendments, each employer is required to transfer to the UAPF, in addition to the compulsory 10% contribution of employee income, additional contributions from their own funds for the benefit of their employees born after January 1, 1975.
The amount from which the ECPC is calculated cannot be less than the minimum wage (MW) or exceed 50 times the MW established for the relevant year. Persons of retirement age, those with permanent disabilities of groups 1 and 2, military personnel, and persons born before January 1, 1975, are exempt from paying the ECPC.
Effective January 1, 2026, in connection with the entry into force of the new Tax Code of the Republic of Kazakhstan and amendments to the Social Code of the Republic of Kazakhstan, updated special tax regimes (STRs) were introduced in Kazakhstan: STRs for the self-employed, STRs based on a simplified tax return, and STRs for peasant or farm households (PFHs). These regimes regulate not only the payment of taxes by self-employed citizens but also compulsory pension contributions.
The implementation of the STR for the self-employed, the STR based on a simplified tax return, and the STR for peasant farms aims to:
These innovations will enable the accumulation of pension savings, ensure social security for working citizens, and create incentives for them to come out of the shadow economy.
5) What types of “special tax regimes” have been introduced?
The STR for the self-employed, which will be implemented starting in 2026, is intended for individuals (Kazakhstan citizens, qandas) who are not individual entrepreneurs (IEs) and do not employ employees. The STR for the self-employed applies to a limited list of activities approved by the Government of the Republic of Kazakhstan.
The income limit for self-employed individuals applying the STR for a calendar month must not exceed 300 times the monthly calculation index (MCI) in effect as of January 1 of the relevant financial year (3,600 MCI per year).
Self-employed individuals applying this STR independently pay mandatory pension contributions (CPC) and employer mandatory pension contributions (ECPC) on their income.
The STR pension contribution rates for the self-employed are:
Self-employed individuals will apply this STR using a dedicated mobile app, based on their receipts and other information on income received from other sources. Income recording in areas without a public telecommunications network under the STR for self-employed individuals is maintained using a simple form developed independently by the individual, indicating the date, transaction type, amounts received for each transaction, and the total amount for each day and month.
For self-employed individuals applying STR and operating through internet platforms and/or mobile apps for platform employment, the internet platform operator will withhold and transfer CPC and ECPC.
Individual entrepreneurs and legal entities resident in the Republic of Kazakhstan may use the STR based on a simplified tax return, with the exception of taxpayers specified in paragraph 2 of Article 723 of the Tax Code of the Republic of Kazakhstan (legal entities in which the shareholding of other legal entities exceeds 25 percent, non-profit organizations, participants in special economic and industrial zones, etc.).
The following entities may use the STR based on a simplified tax return under certain conditions:
- whose maximum income for the calendar year does not exceed 600,000 times the minimum calculation index (MCI) in effect as of January 1 of the relevant financial year;
- those engaged in activities not included in the list established by the Government of the Republic of Kazakhstan for which the use of the STR based on a simplified tax return is prohibited.
The standard contribution rates for STRs based on the simplified declaration are:
Peasant farm enterprises (PFEs) may apply the STR for peasant farm enterprises (PFEs) if they own and/or use land plots in Kazakhstan (including secondary land use rights).
The selected STR for a PFE is not subject to change during the calendar year, except in cases where the PFE's activities no longer meet the conditions for its application.
The STR pension contribution rates for PFEs are:
Payment of CPC, ECPC under the STR for the self-employed, STR based on a simplified declaration, and STR for PFEs is due no later than the 25th day of the month following the month in which income is received.

ANNOUNCEMENT |
From January 1, 2026, pension benefits from UAPF are exempt from IITs
Effective January 1, 2026, according to the new Tax Code, income in the form of pension benefits and lump sum pension benefit payments for housing/medical expenses (LSPBP) from the UAPF is exempt from individual income tax (IIT), with the exception of pension benefits made to non-residents of the Republic of Kazakhstan.
How was it?
Previously, all pension benefits, including LSPBP from the UAPF, were considered income subject to IIT at a 10% withholding rate. Pension contributions were transferred to individual pension savings accounts before tax, and IIT was withheld upon payment. Adjustments and tax deductions were taken into account.
When using lump sum pension benefit payments for housing/medical expenses, IIT was also withheld. There were two options for withholding: immediately upon receipt of the LSPBP or deferred until scheduled payments were made.
How will this be implemented starting January 1, 2026?
IIT is not withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will not be withheld from the LSPBP.
The changes also include the cancellation of accrued IIT obligations from the LSPBP for housing/medical expenses deferred until retirement, effective January 1, 2026, but do not provide for a refund of previously paid taxes.
Individuals belonging to socially vulnerable groups are entitled to tax deductions up to 882 times the monthly calculated indicator in effect as of January 1 of the relevant financial year for taxable income in the form of lump-sum pension benefit payments. These include individuals with disabilities of the first, second, or third groups; one parent or guardian of a child with a disability; one adoptive parent or foster parent of orphans; combat veterans; and other categories. A full list of eligible individuals is available in Article 404 of the Tax Code of the Republic of Kazakhstan. If recipients in this category paid the IIT immediately when using the LSPBP, they can submit a corresponding application and supporting documents to the UAPF for recalculation and reimbursement of the IIT in accordance with the new Tax Code within three years from the date of receipt of the LSPBP.
What else will change?
The changes also include the abolition, effective January 1, 2026, of tax deductions on voluntary pension contributions made to one's own account, which are applied to income subject to withholding tax at source in the amounts established by the Tax Code.
However, the provision that voluntary pension contributions transferred by a tax agent to the UAPF for an employee are not considered personal income (and therefore not subject to IIT) remains in place, while such expenses are deductible for employers when calculating corporate income tax. This means that in this case, both the employee and the employer receive tax benefits.

ANNOUNCEMENT
Category: Changes 2026
Kazakhstan has increased the size of employer’s compulsory pension contributions.
Effective January 1, 2026, the employer's compulsory pension contribution (ECPC) rate increased to 3.5% of employee income (the ECPC rate increases annually in stages: 1.5% in 2024, 2.5% in 2025, 3.5% in 2026, 4.5% in 2027, and 5% in 2028).
As a reminder, effective January 1, 2024, all employers began participating in pension savings and transferring employer's compulsory pension contributions (ECPC) to the UAPF for the benefit of their employees. Thus, Kazakhstan's funded system was supplemented with a new component involving employer participation, in line with international practice.
The introduction of the ECPC is aimed at providing pension coverage to employees born in 1975 and later, given their lack of or insufficient work experience prior to 1998 to qualify for a solidarity pension. In the future, their combined pension will consist of three components: a basic pension from the state, a funded pension from compulsory pension contributions (CPC), and a notional funded pension (NFC) from employer's compulsory pension contributions (ECPC) from the Unified Accumulative Pension Fund (UAPF).
Employers are exempt from paying NFC for the following employees: those born before January 1, 1975, individuals of retirement age, individuals with permanent disabilities of groups 1 and 2, military personnel, and equivalent individuals. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan is responsible for monitoring the timeliness and completeness of ECPC payments by employers.
It is worth noting that NFC pension benefit payments will be made for life, but they will cease if the beneficiary relocates permanently to another country or changes citizenship. Moreover, if a citizen leaves the country, they will only be able to withdraw the savings stored in their individual account, while the funds paid under the ECPC will remain in the UAPF, as they are not the property of the contributor and are credited to notional pension savings accounts. Accordingly, savings accumulated through the ECPC cannot be inherited by employees, and they are intended for the payment of pensions on a solidarity (distributive) basis. Therefore, ECPCs previously paid for individuals who subsequently lost their Kazakh citizenship or died will be distributed among the remaining participants.
As a reminder, experts previously proposed transferring savings through the ECPC to contributors' personal accounts in the UAPF, and also, to ensure equal access to pension savings, making the ECPC available to all employees, regardless of age. These expert proposals are currently under discussion.
UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Category: Changes 2026
Pension benefits from the UAPF will increase by 5 percent.
Pension benefits from the UAPF will increase by 5 percent for pensioners who have already been receiving benefits for several years, effective January 1, 2026.
As a reminder, UAPF benefits are calculated in accordance with the Methodology for Calculating Pension Benefits, approved by the Decree of the Government of the Republic of Kazakhstan dated June 30, 2023. According to this method, monthly payments to citizens retiring are calculated as follows: in the first year of receiving benefits, the amount of pension savings is multiplied by the pension savings payment rate of 6.5% and divided by 12. In subsequent years, the monthly payment amount is increased by the pension payment indexation rate of 5%.
The minimum monthly UAPF benefit is at least 70% of the subsistence minimum (hereinafter referred to as the SM), established for the corresponding financial year by the law on the republican budget (in 2026, the SM is 50,851 tenge). The maximum monthly pension benefit from the UAPF is unlimited and depends on the beneficiary's pension savings.
The methodology provides for increasing adjustment factors used to calculate the pension benefit amount for the following categories of citizens: individuals with permanent disability groups 1 or 2, as well as individuals who have reached retirement age and for whom compulsory occupational pension contributions have been paid for at least 60 months. For individuals who meet both of the above conditions, the adjustment factor with the highest value is applied.
Thus, pension benefits directly depend on the size of pension savings, which are formed through regular pension contributions and accumulated investment income. Payments from the UAPF are made until the savings in the individual pension savings account are depleted. Since individual pension savings are the property of the contributor, they are also inherited in accordance with the general procedure established by civil law.
UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. ANNOUNCEMENT
UAPF presents the results of a sociological study conducted in 2025
Kazakhstanis' financial literacy regarding pensions continues to grow: more and more citizens understand how the pension system works and the opportunities it offers. This is confirmed by the results of an annual independent sociological survey conducted in 2025. The survey aimed to determine the level of financial literacy of the population of Kazakhstan regarding pensions, the degree of trust in the pension system, and assess citizens' engagement in the funded model.
The assessment of the level of financial literacy of the population of Kazakhstan regarding pensions was conducted taking into account the gender, age, geographic location, and social status characteristics of the respondents.
The study was conducted using a nationally representative survey. The sample included 3,000 respondents from all regions of Kazakhstan, including 17 oblasts and three cities of national significance (Astana, Almaty, and Shymkent). The survey was conducted among adults (18+) living in rural and urban areas. A total of 1,473 men and 1,527 women were surveyed. The distribution by social status is as follows: 2,031 employees (67.70%), self-employed – 831 (27.70%), and unemployed – 138 (4.60%).
The main part of the survey questionnaire consists of 26 questions aimed at assessing the financial literacy of the population of Kazakhstan in the area of pension provision, as well as determining the level of trust in the pension system of Kazakhstan and UAPF JSC (UAPF, the Fund), and identifying the level of accessibility, awareness, and perception of information about the Fund's activities.
The study allowed us to determine the membership of citizens in groups with basic and advanced levels of financial literacy.
Basic Level.
Basic financial literacy questions are aimed at assessing knowledge of pension responsibilities, the structure of the Kazakhstani pension system, the types, amounts, and sources of pension benefits, the functions of the Fund, and the official retirement age in the Republic of Kazakhstan. The financial literacy rate among respondents at this level was 74.2% (compared to 73.8% last year).
In the survey section on the types of pension benefits available in our country, 1,748 respondents (58.3%) were aware that there are two types of pension benefits in the country: from the state budget (basic and solidarity pensions) and pension benefit payments from the UAPF, which is funded by compulsory and voluntary contributions. This figure demonstrates a relatively high level of awareness of the key elements of the pension architecture and an understanding of the mixed nature of the pension model.
In response to the question, What does the UAPF do?, 1,491 respondents (49.7%) correctly indicated that the UAPF collects compulsory and voluntary pension contributions, maintains pension savings records, and pays pension benefits from pension savings.
Responses to the question, What types of pension contributions to the UAPF do you know? demonstrated that the population as a whole is well-versed in the main types of pension contributions (the most recognizable type was compulsory pension contributions (CPC), which 90.1% of respondents knew). 2,413 respondents (80.4%) correctly indicated the CPC amount—10% of income.
The proportion of respondents aware of the existence of the ECPC was 25.6%, while 21.2% were aware of the possibility of the COPC paid by employers for employees working in hazardous conditions. A relatively high proportion of respondents (43.2%) were aware of the possibility of the VPC, indicating a growing interest among the population in long-term financial planning and independent pension capital formation.
In response to the question, What is the retirement age in Kazakhstan? 2,523 respondents (84.1%) correctly indicated that the country has a differentiated retirement age: 63 for men and 61 in 2025 for women. This reflects a good understanding of current pension policy and the changes that have occurred in recent years regarding the retirement age for women.
It should be noted that employment status has a significant impact on the accuracy of knowledge about the retirement age in Kazakhstan. Employees are the best-informed group (84.9%). This is explained by their regular interactions with employers and accounting departments and their increased reliance on official information. The self-employed are less informed than employees but better informed than the unemployed (82.8%). This may be due to their infrequent contact with financial institutions and the lack of an employer as a source of information. The unemployed are the group with the highest number of errors: 79.7% of respondents answered correctly.
To the question: How can I find out the status of my individual pension savings account? 2,959 respondents (98.6%) answered correctly: this information can be obtained by contacting the UAPF in person, receiving a statement by mail, email, through your personal account on the UAPF website, the UAPF mobile app, the e-government portal www.egov.kz, or at a Public Service Center.
Advanced level.
To determine their advanced level of financial literacy, respondents were asked questions requiring advanced knowledge, including understanding the principles of investing pension assets, the procedure for calculating pension payments, the pension annuity mechanism, taxation in the funded pension system, and the state guarantee for the safety of pension savings. According to the survey results, the overall advanced level rate was 45.3% (45.2% last year).
To the question: Who invests pension assets to generate investment income?, 1,745 respondents (58.2%) answered correctly, indicating the National Bank of the Republic of Kazakhstan (NBRK) and/or investment portfolio managers (IPMs) of their choice. Nearly a third of respondents (34.1%) indicated the NBRK and IPMs as their trustees. This indicator demonstrates a good level of awareness, but is insufficient for a full understanding of pension fund management principles. 14.3% of respondents mentioned only the National Bank of the Republic of Kazakhstan, while 9.8% indicated only the IPM.
It's worth noting that there's a persistent misconception that pension savings are managed "by the UAPF itself"—35.6% of respondents believe this, although this is incorrect. Moreover, this gap is systemic: even among those with higher education, the proportion of incorrect answers is high (up to 40% mention the UAPF as an investor).
In response to the question, How is investment income calculated on pension savings? 750 respondents (25.0%) correctly believed that the amount of investment income varies depending on market conditions and asset prices.
Regarding the fact that pension savings are invested in various financial instruments and grow through investment income, 56.1% of respondents (1,682 people) demonstrated an understanding of this process: they are aware that pension savings are not simply stored in accounts but are invested and generate income. Furthermore, 45.6% are aware of investing, and 10.5% regularly monitor its performance.
As part of a survey of respondents regarding the conditions for withdrawing pension savings, a number of common statements were offered regarding the rules for using pension savings, from which they had to choose one that was incorrect. This allowed us to assess the population's awareness of how pension benefits work and the conditions for receiving them. 1,845 respondents (61.5%) selected the statement "You can withdraw your pension savings from the UAPF at any age" as "false." This is indeed a false statement, as according to Kazakhstani law, pension savings can only be withdrawn when certain conditions are met.
To the question Who has the right to transfer pension savings to an insurance company to purchase a pension annuity? 869 respondents (29.0%) answered correctly: contributors have this right upon reaching age 45, provided their pension savings are sufficient.
To the question Are pension benefits from the UAPF subject to tax? 1,141 respondents (38.0%) answered correctly, noting that pension benefits from the UAPF are currently subject to individual income tax (IIT), but will be exempt from IIT from January 1, 2026. A total of 56% of respondents believe that payments are subject to some kind of tax, but opinions on the specific type of tax varied greatly. This disparity in perception reflects a lack of clarity regarding tax policy regarding pension benefits.
To the question: What government guarantees do you know regarding the safety of pension savings? 1,485 respondents (49.5%) answered correctly, indicating that the state guarantee applies only to compulsory pension contributions. This question allowed us to determine the extent to which the population distinguishes between compulsory and voluntary contributions and understands the mechanisms of state protection for pension savings.
Thus, in 2025, the basic and advanced levels of financial literacy of the population of Kazakhstan in the area of pension provision demonstrate a steady increase compared to the two previous years. The majority of Kazakhstani citizens in 2025 view their own pension savings in the UAPF as the main source of income in retirement. Population participation in the pension system has increased significantly: the share of citizens who have ever contributed to the UAPF increased from 42.7% in 2021 to 78.7% in 2025. This fact reflects a reduction in informal employment and increased coverage of pension programs.
Level of Trust
The level of trust in UAPF JSC, as well as the level of financial literacy, was assessed based on respondents' gender, age, place of residence, and social status.
The study demonstrated that the average level of trust in the pension system of the Republic of Kazakhstan was 5.92 points.
A survey aimed at determining the average level of trust in the UAPF revealed that it was 6.04 points.
The level of trust in the pension system and the UAPF remains moderately positive. The vast majority of citizens hold a neutral-positive or cautiously trusting position: neither expressing extreme distrust nor expressing complete confidence in pension institutions.
Availability and perception of information by the population
An assessment of the availability of information about the UAPF's activities shows that most citizens perceive the necessary information as fairly open and easily accessible. For example, 57.3% of respondents believe that basic information is freely accessible and easy to find. This indicates that official communication channels—the Fund's website, mobile app, call center, and social media—are fulfilling their intended purpose and ensuring transparency.
The general public's assessment of the understandability of UAPF materials is similar to their assessment of accessibility. Just over half of respondents (57.3%) believe that the Fund's information is presented clearly and accessibly.
The media environment through which the public receives up-to-date information is particularly important in shaping perceptions of the UAPF. The data show that the country's media profile is rapidly shifting toward digital platforms. Forty-nine percent of respondents receive news via social media, making it their primary communication channel. The most popular are Instagram (32.3%), Facebook (13.6%), WhatsApp (11.9%), and Telegram (10.9%). TikTok (9.3%) and YouTube (6%) complete the media landscape, shaping the visual field of perception. Television, while still a significant source for 29.4% of the population, is already losing influence to social media, while websites (13.7%), radio (5.6%), and newspapers (2.2%) are relegated to a peripheral position. This means that traditional pension communication formats are gradually losing their effectiveness, giving way to mobile, visual, and interactive channels.
The data obtained highlight the need to further promote pension literacy, improve the availability of information materials, and expand digital opportunities for the public.
UAPF will continue to conduct systematic outreach efforts and expand digital solutions to ensure the public has access to up-to-date, understandable, and reliable information about pension savings. The full report on the survey results is available on the UAPF website.
UAPF reminds about changes in tax legislation
Current issues
As is known, when using the lump-sum pension benefit payment (LSPBP) for housing or medical treatment, according to current tax legislation, the individual income tax (IIT) can be paid at the contributor's discretion: immediately upon receipt of the IIT or deferred until the scheduled pension payments are made. At the same time, starting January 1, 2024, individuals belonging to socially vulnerable groups are entitled to standard tax deductions (up to 882 minimum monthly calculation indices[1]) on IIT income. In this case, beneficiaries belonging to socially vulnerable groups can submit a corresponding application and supporting documents to the UAPF for recalculation and refund of the IIT withheld. Previously, the deadline for submitting such documents was three years, and some individuals withdrew their IIT in 2021-2022 and, for various reasons, did not have time to do so. On July 15, 2025, amendments and additions were made to the current Tax Code, which extended the statute of limitations established for applications from individuals of certain categories for the return of personal income tax from 3 to 5 years.
The list of individuals eligible for recalculation of taxable income and personal income tax is defined by the current Tax Code of the Republic of Kazakhstan. These include individuals with disabilities of the first, second, or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents or foster parents of orphans, combat veterans, and other categories. The full list of individuals is provided in paragraphs 2) and 3) of Article 346 of the Tax Code of the Republic of Kazakhstan.
Pension beneficiaries who were not eligible for standard tax deductions when determining their taxable income under the LSPBP must urgently – by December 31, 2025 (inclusive) – contact their nearest UAPF branch office with an application and supporting documents (if the Central Bank of Kazakhstan has information confirming the beneficiary's established disability, the provision of relevant supporting documents is not required) to apply for standard tax deductions for income recalculation and individual income tax reimbursement.
After applying the standard tax deduction, the individual tax deduction will be returned to the beneficiary's individual pension savings account if it was withheld. If the deferred individual tax deduction was chosen, then after January 1, 2026, the obligation to pay it when receiving monthly pension benefits will be cancelled.
The extension of the statute of limitations for certain categories of individuals seeking individual income tax refunds will be in effect until December 31, 2025, inclusive, as the new Tax Code of the Republic of Kazakhstan will come into effect on January 1, 2026, and the statute of limitations will again be three years.
Therefore, everyone who received the LSPBP in 2021-2022 and is eligible for standard tax deductions is advised not to delay and take advantage of this right promptly!
If you have any questions, please contact the Call Center: 1418 (toll-free within Kazakhstan), 8 (727) 356 10 60 (long-distance and international calls).
As a reminder, according to current tax legislation, when using lump sum pension benefit payments (LSPBP) to improve housing conditions or pay for medical treatment, the individual income tax (IIT) can be paid at the contributor's discretion: immediately upon receipt of the LSPBP or deferred until the pension payments are scheduled. Effective January 1, 2024, individuals in socially vulnerable categories are entitled to apply standard tax deductions to their LSPBP income.
The amount of taxable LSPBP income from the UAPF is determined as follows:
The amount of tax deductions specified in the relevant articles of the Tax Code is subtracted from the LSPBP income. The resulting balance is taxable income. For example, if a contributor's income in the form of LSPBP in 2021 was 5,000,000.00 tenge with a tax liability of 500,000.00 tenge (5,000,000.00 * 10%), then applying standard tax deductions of 882 MCI for 2021 in the amount of 2,572,794.00 tenge (882 * 2,917.00 tenge) will result in a downward adjustment of the tax liability.
Therefore, the remaining tax liability (deferred IIT) will be 242,720.60 tenge, calculated as follows:
((5,000,000.00 - 2,572,794.00) * 10%).
If you are already receiving pension benefits from the UAPF and the deferred individual income tax amount has already been fully or partially withheld and transferred to the budget, a refund will be issued based on the tax refund documents submitted to the UAPF, and the refunded personal income tax will be paid, with the remaining debt adjusted to a maximum of 882 MCI.
Remaining tax liabilities as of January 1, 2026, will be cancelled in January 2026 due to the entry into force of the new Tax Code.
Effective January 1, 2026, Tax Code of the Republic of Kazakhstan No. 214-VIII ZRK, dated July 18, 2025, will come into effect. It provides for an exemption from withholding individual income tax on income in the form of pension benefits from the UAPF and lump-sum pension benefit payments for individuals resident in the Republic of Kazakhstan.
All tax liabilities for deferred personal income tax from the LSPBP held by UAPF contributors (recipients) as of January 1, 2026, will be cancelled.
6) For which categories of individuals is the personal income tax exemption abolished starting in 2026, and for which types of pension payments? Is it possible to refund previously withheld personal income tax from the LSPBP if I am not eligible for a benefit?
Under the provisions of the new Tax Code, effective January 1, 2026, the individual income tax will not be withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will also not be withheld from the LSPBP. This means that pension benefits from the UAPF and lump-sum pension benefit payments to individuals who are residents of the Republic of Kazakhstan will not be subject to the individual income tax.
The provisions of the new Tax Code do not provide for the refund of previously withheld individual income tax, therefore, if the contributor pays the individual income tax in a lump sum, it will not be refunded.
According to the current Tax Code, standard deductions are applied in the calendar year in which the basis for applying these tax deductions arose, exists, or existed.
UAPF is not entitled to apply standard tax deductions to LSPBPs made in 2022 and 2023 because you were not considered disabled at the time you received LSPBP income.

As of October 1, 2025, the total volume of pension assets managed by the NBRK and IPM amounted to 25,716.69 billion tenge. As of this date, UAPF pension assets held in trust by the NBRK, formed through compulsory pension contributions (hereinafter referred to as CPC), compulsory occupational pension contributions (hereinafter referred to as COPC), and voluntary pension contributions (hereinafter referred to as VPC), amounted to approximately 25,047.64 billion tenge. The volume of pension assets formed through employer’s compulsory pension contributions (hereinafter referred to as ECPC), held in trust by the NBRK, amounted to 594.85 billion tenge.
Pension assets under IPM management amounted to over 74.20 billion tenge.
Investment portfolio of pension assets
managed by the National Bank of the Republic of Kazakhstan
The National Bank, as the trustee of the UAPF pension assets, pursues a balanced investment policy: investing in various types of financial instruments across currencies, countries, sectors, and issuers.
The main investment areas for pension assets formed through CPC, COPC, and VPC, as of October 1, 2025, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 42.08%, bonds of quasi-public companies - 9.33%, bonds of second-tier banks of the Republic of Kazakhstan - 2.66%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.95%, microfinance organizations - 1.23%, deposits of the National Bank of the Republic of Kazakhstan - 0.87%.
The investment portfolio broken down by currencies in which financial instruments acquired through CPC, COPC, and VPC are denominated, as of October 1, 2025, looks like this: investments in national currency – 56.75%, in US dollars – 43.25% of the pension asset portfolio.
An analysis of the income received shows that interest income on securities, including deposits and reverse repo transactions, amounted to 1,450.29 billion tenge; income from foreign currency revaluation, excluding assets under external management, amounted to 235.62 billion tenge; income from assets under external management, including exchange rate revaluation, amounted to 661.64 billion tenge; and other income amounted to 5.30 billion tenge. The market revaluation of securities was negative.
Accrued investment income for the last 12 months from October 2024 to September 2025 amounted to approximately 3.11 trillion tenge, with a return of 14.11% for this period, with inflation at 12.90%.
The ECPC's investment portfolio as of October 1, 2025, is as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan – 98.53%, cash in investment accounts – 0.86%, and deposits of the National Bank of the Republic of Kazakhstan – 0.61%.
The ECPC's investment portfolio includes only financial instruments denominated in the national currency.
As of October 1, 2025, the ECPC's return over the past 12 months was 8.44%.
As a reminder, pension savings are long-term investments. Therefore, it is advisable to analyze investment income over a period of at least one year. In certain periods, a decrease in return may be observed due to exchange rate volatility, changes in the market value of financial instruments, and the impact of inflation. Diversification of the investment portfolio, whereby income from some instruments offsets temporary losses from others, ensures the safety and sustainable return of pension savings over the long term. Thus, investment income has shown stable growth over the past three years, with pension asset returns exceeding the inflation rate.
A detailed breakdown of the investment portfolio of financial instruments managed by the National Bank of the Republic of Kazakhstan, including issuers, and an overview of investment activities are available on the official UAPF website. Information on the portfolio structure of pension assets formed through the ECPC is also available on the enpf.kz website.
