On June 29, 2023, with the participation of Deputy akim of the Abai district Smagulov M.S. and objects of state audit, a regular meeting of the audit commission was held to review the results of an expert analytical event and a state audit of the effectiveness of planning, the use of budget funds and assets by individual objects of the Abai district, the impact of the activities of local executive bodies and quasi-public sector entities on the economy of the region.
The results of the audit event characterized the insufficient effectiveness of measures aimed at improving the budget process and improving financial discipline.
Of the total amount of funds covered by 1,379,068.0 thousand tenge, the following violations of the legislation of the Republic of Kazakhstan were revealed for a total amount of 1,274,899.6 thousand tenge or 92.5%:
upon receipt of 3,859.9 thousand tenge;
financial violations 1,040,151.9 thousand tenge;
inefficient budget planning 168 855.0 thousand tenge;
inefficient use of budgetary funds and assets 62,032.8 thousand tenge.
Possible losses and lost profits of 2650,9 thousand tenge, 33 procedural violations were also established.
Of the total amount of violations, 1,044,011.8 thousand tenge are subject to compensation/restoration. In the course of the audit, 1,044,011.8 thousand tenge was reimbursed/restored, and 4 officials were brought to disciplinary responsibility for the violations identified.
Following the meeting, an audit report was sent to the akim of the district for consideration and action.
The audit report was sent to the audit objects and recommendations were given to eliminate the shortcomings identified in the work.
In addition, for consideration within the competence, the audit materials were transferred to the Department of Internal State Audit in the Abai region
