Within the framework of the Main directions indicated in the annual Address of the Head of State Kassym-Jomart Tokayev, relevant work is being carried out to promote indicators of economic development and welfare of the population of the district.
The main goal of the projects being implemented in the district is to improve the quality of life of the population, develop infrastructure in settlements, create new jobs, attract investment, develop entrepreneurship and effectively solve accumulated issues in the social sphere.
Aksuatsky district belongs to the agrarian region of the region. Of these, the main focus is animal husbandry. The district occupies a leading position in the region in the number of cattle and sheep. For 9 months of this year, $ 26 billion. 102.5 million tenge of agricultural products were produced, the growth rate compared to the corresponding period last year was 119.8%.
The number of livestock in the area has been growing over the years. 139.4 thousand heads of cattle, sheep and goats – 225.4 thousand heads, horses – 27.8 thousand heads were delivered, respectively, the increase compared to last year was 120% of cattle, sheep and goats-112%, horses - 111%.
In 2022, 559 peasant farms were registered in the IAS program, a breed transformation was carried out with the inclusion of 1313 heads of breeding Kazakh white-headed bulls of meat direction for 32,826 heads of breeding stock of 60,797 cattle. That is, 54% of the total breeding stock of cattle in the district participated in the transformation.
In addition, 45 breeding farms for breeding livestock are registered in the district.
In total, there are 11 feedlots in the district with the fattening of bulls from 50 heads to 4000 heads. In addition, on the basis of the peasant farm "Zhansaya" of the Ekpinsky rural district, work was carried out on the construction of a feedlot for 1,000 heads of bull fattening. The cost of the project is 350.0 million tenge. The capacity of the annual volume of meat production is 300.0 tons or 660.0 million tenge. Another 15 jobs are expected to be created. In 2022, the peasant farms of the district managed to receive a subsidy in the amount of 1 billion 140.0 million tenge for the purchase of breeding cattle and participation in the breed transformation for 9 months. Compared to last year, the growth was 105%. The sown area for steppe farming in the district is 8422 hectares.
On the basis of the farm " Ykybai ", work is underway to launch a sprinkler machine using water-saving technologies for the development of irrigated acreage. The project cost is 1.2 billion tenge. When the project is fully launched, the area of additional irrigated crops will be increased by 754 hectares, including alfalfa by 500 hectares, corn by 250 hectares, potatoes by 4 hectares, vegetable crops. Animal feed from it is 7,500 tons. In addition, it is planned to create 25 jobs. In particular, within the framework of the program "Development of the agro-industrial complex for 2017-2021", 907.4 million rubles were allocated to the agricultural sector of the Aksubayevsky district for 9 months of 2022 for 51 projects. For this purpose, the farms of the district purchased 1200 heads of cattle, 2500 heads of sheep, 300 heads of horses and 11 units of tractors and 19 units of auxiliary equipment of agricultural machinery.
The area of agricultural land in the Aksuat district is 1,357,290 hectares .
Also, the reserved area of land for grazing livestock of the rural population, harvesting of harsh winter fodder - 45,500 hectares (3.4%) (Aksuat - 1200, Ekpin - 6000, Zhantikey - 5000, kokzhyra – 2000, Kumkol – 400, Kyzyl Kesik-10200, pupki-2200, Oishilik-12700, Satpayev-5800 ga). In this area, on the basis of the "national project for the development of entrepreneurship for 2021-2025", $ 185.8 million was implemented through Damu JSC and second-tier banks. 36 projects were financed in tenge, 14 projects for 64.7 million tenge were financed through the microfinance organization Atameken-Ust-Kamenogorsk, a total of 50 projects for 250.5 million tenge. As a result, livestock for 103.6 million tenge, agricultural machinery for 67.6 million tenge and goods in the field of entrepreneurship for 79.3 million tenge were purchased.
The district center regularly hosts fairs of producers of locally produced goods every Saturday.
In particular, 32 agricultural fairs were held in 10 months of this year, which amounted to $ 123.4 million. agricultural products of tenge were traded at low prices.
The volume of industrial production for 9 months amounted to 499.3 million tenge. The growth rate compared to the reporting period last year was 98.3%, the physical volume index was 63.5%.
The volume of investments in fixed assets amounted to $ 3 billion. $802.2 million. The growth rate was 70%, the physical volume index was 68%. In order to fulfill the set plan (9.0 billion tenge), an inventory of investments attracted to the district from all financial sources is being carried out. The volume of construction works amounted to $ 2 billion 971.2 million tenge, the growth rate was 70.1%, the index of physical volume - 67.4%.
By the end of the year, this planned task (3.5 billion tenge) will be fully fulfilled.
According to the indicator of housing commissioning, 49 houses were built in the district, 4852 square meters of living space were commissioned. The growth rate compared to the reporting period last year is 76.3%.
The task plan (6390 sq. m.) issued at the end of the year will be fully implemented.
The volume of retail turnover amounted to $ 4 billion 889.4 million, the growth rate was 123%, the physical volume index was 114.1%.
The number of operating small and medium-sized businesses has increased by 105% compared to the corresponding period last year and has been brought to 2,073 units.
The volume of own revenues to the local budget for 9 months was fulfilled by 651.4 million tenge, the growth rate was 133.6%.

This year, the program "Auyl-el besigi" allocated 300.0 million tenge for the overhaul of the building of the K. Nurbayev Aksuat secondary school in the village of Aksuat, work is underway. $50.0 million was allocated from the regional budget. The roof of the secondary school named after S. Seifullin in the village of Satpayev was repaired.
The overhaul of secondary schools named after Togas Batyr and Kozhageldy Batyr was stopped due to unresolved funds. To date, the funds have been fully allocated in October. The current repair will be completed by the end of the year.

Healthcare
In the district, 1 district hospital, 9 family outpatient clinics, 12 medical centers and 1 paramedic-obstetric center serve the population. In total, 55 doctors and 175 mid-level medical workers work in them. In 2022, 3 young doctors arrived. They were paid budget loans and lifting allowances for the purchase of housing.
In addition, 1 surgeon, 1 therapist are provided with housing at the expense of the district housing fund.
This year, 290 children were born in 9 months, the number of deaths was 196 people, the natural increase was 94 people.
In 2022, 76.1 million dollars were allocated from the regional budget. major repairs of the water supply, sewer networks and external heating networks of the building of the Tengin district hospital were carried out.
In addition, in 2023, in accordance with the program of modernization of rural healthcare, the creation of a PSA for the construction of 3 medical clinics (Kindikty, Ekpin, Ushtobe) and 6 medical posts (Mursalim, Sulutal, Koktubek, Kyzyl Zhuldyz, Ainabastau, Akzhol) was started. In connection with the transition to the 2nd level in the maternity ward of the district hospital, 170 million tenge was used to purchase medical devices and 1 obstetrician-gynecologist passed 1 month of experience exchange with the State of Israel. Currently, 5 obstetricians - gynecologists, 2 non-anotologists, 3 resuscitators, 4 midwives work in our hospital. Currently, there is a full opportunity to transfer the dressing department of the hospital to the 2nd level.
On social protection and employment.
The first direction of the national entrepreneurship development project for 2021-2025, $37 million has been allocated from the regional budget for short-term training courses. 155 thousand tenge was allocated, 122 citizens received additional education in 10 specialties.
To implement business ideas in the second direction of the project, 22 citizens for a total of $ 26 million 954 thousand tenge received gratuitous grants.
The third direction of the project:

In 2022, in order to strengthen the material and technical base of cultural facilities, $ 9.8 million was allocated to the house of culture of the village of Kyzyl Kesik. 120.3 million tenge was allocated under the program " Auyl – El besigi" for the overhaul of the building of the Aksuat district House of Culture.
The sphere of sports
The number of different sports facilities served by the district is 96.
In order to develop this sphere, 71.1 million dollars have been allocated for the building of the M. Imashev Children's and Youth Sports School. capital repairs of tenge are underway.
The construction of a sports and recreation complex in the amount of 718.7 million tenge has been completed in the village of Aksuat. In the future, it will have a swimming pool, a boxing hall, game halls (football, volleyball), gyms.
The sphere of housing and communal services.
In 9 months of 2022, 49 residential buildings with an area of 4852 sq. m were built and put into operation, including: at the expense of the regional budget funds of 198.4 million, 8 2-apartment houses were built in the village of Aksuat. Of these, 3 are orphans, 2 are families where housing is recognized as emergency, 9 are socially low-income vulnerable segments of the population, 2 are public sector employees based on the decision of the housing commission.
In addition, work has begun on the construction of 13 rental houses for 2 apartments for "socially low-income families".
According to the results of 9 months of 2022, 26 or 89.6% of 29 settlements are provided with drinking water.
A PSA examination was developed and carried out for the supply of residential buildings to the red line in the villages of Koktubek, Tana, partner, where a pavilion is installed above the well. To date, these 3 projects are included in the financing plan from the republican budget in 2023.
