Vice Minister of Agriculture of Kazakhstan, Yermek Kenzhekhanuly, held a meeting with Liu Huanxin, Head of China’s National Food and Strategic Reserves Administration (NAFRA).
During the talks, the parties discussed the current state and future prospects of bilateral cooperation, the expansion of agricultural trade, the implementation of investment projects, and the strengthening of food security.
Yermek Kenzhekhanuly emphasized that China remains one of Kazakhstan’s key strategic partners in the agricultural sector.
At the end of 2025, bilateral agricultural trade between the two countries increased by 36.8% and reached USD 1.97 billion. In January–March 2026, the figure grew by 61.7%, reaching USD 697 million.
Kazakhstan’s agricultural exports to China increased by 35.3% in 2025, totaling USD 1.43 billion. The main export items included animal feed, vegetable oils, flax and sunflower seeds, and rapeseed oil. During the first three months of the current year, exports rose by 82.4%, reaching USD 550 million.
Currently, Kazakhstan and China have signed protocols covering the export of 34 types of agricultural products, including 21 categories of crop products and 13 categories of livestock products. A total of 3,601 enterprises have been included in the register of companies authorized to export to China.
For his part, Liu Huanxin highlighted the strong potential for agricultural cooperation between the two countries and confirmed China’s interest in stable supplies of high-quality products.
“Your country is an important partner for China in ensuring food security and developing sustainable agricultural supply chains. We are ready to further strengthen practical cooperation, expand trade, and support joint projects in grain trade, logistics, and processing,” the head of NAFRA emphasized.
Particular attention during the meeting was given to the prospects of concluding long-term contracts for the supply of grain and oilseed crops, creating logistics hubs and dry ports, as well as exchanging technologies for the storage and processing of agricultural products.
Another topic of discussion was the development of digital tools for grain trading. The Kazakh side expressed interest in studying China’s experience in implementing a digital grain trading platform.
Following the meeting, the parties agreed to establish a joint Chinese-Kazakh grain trading platform. The project is being implemented in accordance with the China–Central Asia Action Plan under the Belt and Road Initiative (BRI).
The platform will be created on the basis of China’s existing National Internet Grain Trading Platform and will allow businesses from both countries to conduct transactions through competitive bidding and direct negotiations.
The platform’s main product range will focus on soybeans and other oilseed crops.
In addition, a Memorandum of Understanding was signed between the Ministry of Agriculture of Kazakhstan and NAFRA, along with a cooperation agreement between Food Contract Corporation JSC and the Grain Trade Coordination Center under NAFRA.
From May 13 to 15, 2026, the International Exhibition Center IEC EXPO will host the 26th Kazakhstan International Exhibition “Food, Beverages, Ingredients, Packaging and Equipment for the Food Industry” — InterFood Astana 2026.
The exhibition traditionally serves as one of Kazakhstan's key industry platforms, bringing together food producers, equipment suppliers, representatives of the processing industry, retailers, and government agencies. Around 80 companies from 12 countries—Austria, Belarus, Vietnam, Germany, Georgia, Kazakhstan, China, Malaysia, the UAE, Russia, Thailand, and Ukraine—will participate in the event.

On August 11, Aidarbek Saparov held negotiations with Turkish businesses interested in developing projects in Kazakhstan for processing grain and legumes, cattle hides, ice cream production, and localizing the production of agricultural equipment.
Companies involved in the deep processing of grain legumes noted the great potential of Kazakhstan in the production of products with high added value, such as amino acids, including lysine, gluten and other products that are in high demand in the market.
Ice cream producers are interested in nearby markets, such as Russia and China, where Kazakh producers have the opportunity to supply. At the same time, the production of ice cream requires high-quality milk with a high lactose content. The minister said that a program for the development of dairy farms is being implemented in Kazakhstan and 65 modern MTFs will be built, which will be able to become suppliers of raw materials for processing.
Skin processing companies note the favorable market position of Kazakhstan, both in terms of the availability of raw materials and resources for production, and in terms of access to markets. The product will be gelatin and raw hides.
«Processing of hides is an extremely pressing issue for Kazakhstan; today, 17% of the 3.5 million hides produced are processed and exported, the rest is not needed by anyone. Therefore, we are focused on the speedy implementation of the gelatin production project,» the Minister of Agriculture of the Republic of Kazakhstan expressed readiness for cooperation.
Aidarbek Saparov noted that Kazakhstan has created attractive conditions for investors, including rules for reimbursement of investment costs, as well as tax incentives and other instruments. Turkish businessmen emphasized the importance of subsidizing logistics to expand the geography of exports of agricultural products.
As part of the Kazakh delegation, representatives of business associations and agricultural companies - producers of meat and dairy products - came to Turkey. Let us recall that in June 2024, temporary restrictions on foot and mouth disease, nodular dermatitis and avian influenza were lifted, some of which were introduced almost 20 years ago. Currently, Kazakhstan and Turkey are at the stage of organizing and conducting inspections of supplier enterprises that will be allowed to import products to Turkey.
Based on the results of the negotiations, the parties exchanged contacts, and a road map will be drawn up to attract interested investors to Kazakhstan.

The President was informed about the main indicators of the agricultural sector of Kazakhstan for 10 months of this year.
The Head of State was informed about the fulfillment of the tasks set out in the Concept of the Development of the agro-industrial complex until 2030, and plans for further improvement of the industry were presented.
Aidarbek Saparov told Kassym-Jomart Tokayev about the results of the harvesting campaign, the difficult working conditions of domestic farmers this year and the support measures taken by the Government.
Following the meeting, the President set specific tasks for the Minister to bring the industry to a new milestone of development within 5 years, including increasing the volume of gross agricultural output by 2 times. To do this, it is necessary to carry out structural and institutional reforms in the industry aimed at improving the system of state support, providing farmers with preferential financing and subsidies, diversifying acreage and developing agricultural science.
Minister of Agriculture Aidarbek Saparov spoke at the XIX Forum of Interregional Cooperation of Kazakhstan and Russia "Agriculture is the basis of a strong economy". The Head of the Ministry of Agriculture stressed the importance and timeliness of the forum, which will expand the borders and build the right interstate cooperation in the field of agriculture.
Aidarbek Saparov recalled that Russia is the largest trading partner of Kazakhstan and accounts for more than 30% of the country's total trade turnover. To increase the volume of mutual trade, the countries plan to expand the range and volume of products supplied.
"Our country has a great potential to increase the volume of supplies of vegetables, fruits, rice, meat, cotton and others to Russia. In parallel, it is necessary to continue work on lifting trade restrictions, including veterinary and phytosanitary barriers. At the same time, it is very important for the economy of Kazakhstan and for Russia to identify and combat the so-called "gray" imports," the minister said.
He noted that in 2023 a similar situation has developed for wheat. Therefore, the ban on the import of wheat by road has been extended in the republic, and restrictions on the import by rail have also been introduced. Thanks to this, Kazakhstan will know specific recipients in the face of licensed elevators, processing and poultry enterprises. But the restrictions did not affect transit rail transportation of Russian wheat through the territory of Kazakhstan.
In addition, mutual recognition of grain receipts in the countries of the Eurasian Economic Union will be effective from June 1, 2026. At the same time, the system of circulation of electronic grain receipts has been successfully operating in Kazakhstan for many years, so the republic is ready to share its experience with Russian colleagues. In turn, Kazakh experts are studying the experience of Russia in terms of traceability of crop production.
At the plenary session, Aidarbek Saparov spoke about the importance of bilateral cooperation between the veterinary services of the Republic of Kazakhstan and the Russian Federation to ensure food security. According to the Minister, it is necessary to review the existing restrictions on Kazakh livestock products, which have been in place for a year and a half, and do not allow for the full implementation of trade and economic processes.
"There is also a great potential in the implementation of joint major investment projects. Russia and Kazakhstan are the largest producers and exporters of agricultural products in the world. The implementation of specific cooperation projects in the agro-industrial complex in order to solve import substitution issues and ensure food security of the EAEU countries and access to export markets, primarily to China, should be our joint task," the head of the Ministry of Agriculture explained.
The Minister added that one of the potential areas for investment are projects of deep processing – production with high conversion, as well as projects in the production and processing of meat and milk, vegetables, sugar beet, vegetable oil and poultry meat. In general, Kazakhstan is ready to exchange experience with leading breeders and seed growers of Russia, as well as investors who are ready to come to the republic's market for the development of domestic seed production.
"On behalf of the Head of State, the Government is taking measures to bring the level of renewal of agricultural machinery to 8-10% per year. In this regard, it is proposed to consider the possibility of funding by Russian development institutes of the national agricultural machinery leasing operator Kazagrofinance company for the purpose of preferential financing for the purchase of equipment of Russian brands produced in the territory of the Republic of Kazakhstan," Aidarbek Saparov said.
In conclusion, the Minister proposed to activate and strengthen the work of a special working group established between the Ministries of Agriculture of Kazakhstan and Russia. According to the Minister, in order to promptly resolve all emerging issues, it is necessary to reformat the work of the group to obtain the final result.
Within the framework of the XIX Forum of Interregional Cooperation of Kazakhstan and Russia, a panel session "Ensuring food security in modern conditions" was held. It was moderated by the head of the sub-regional coordination office of the World Organization for Animal Health in Astana, Mereke Taitubayev.
He noted that the topic of food security is the cornerstone and the most important element of agriculture in Kazakhstan and Russia. According to the FAO report of 2023, the number of hungry people in the world still far exceeds the pre-pandemic level. In 2022, there were between 690 and 783 million hungry people in the world – 122 million more than before COVID-19. Nevertheless, the growth in the number of hungry people in the world has stopped, and in 2022 about 3.8 million fewer people suffered from hunger than in 2021.
"Agri-food systems remain extremely vulnerable to shocks and disruptions including climate variability and extreme weather events, as well as economic downturns. These factors, combined with growing inequality, continue to undermine the ability of agri-food systems to provide nutritious, safe and economically affordable diets for all. These main driving factors of food insecurity and malnutrition are our "new reality"," stressed Mereke Taitubayev.
Then he gave the floor to the Executive Director of the National Association of Oilseed Processors Alexander Yashkov. The speaker began with an acute issue, namely, export duties on sunflower seeds, which began to operate on February 4, 2023 and have already yielded positive results. Firstly, prices for sunflower oil have decreased - today the selling price for sunflower oil from creameries averages 450-550 tenge/liter. The price reduction has had a positive impact not only on ordinary Kazakhstanis, but also on catering, confectionery, poultry and livestock farms, paint and varnish factories and others.
Secondly, the production of sunflower oil has increased: as a result of the 2022/2023 season, the production of unrefined sunflower oil amounted to 417.6 thousand tons, which is 50% more than last season. The production of refined sunflower oil also increased and reached 145.3 thousand tons.
Thirdly, the import of bottled oil decreased by 11.3% and at the end of the season amounted to 39.7 thousand tons. Fourth, exports of finished products increased by 77%, amounting to 310.6 thousand tons. Alexander Yashkov stressed that the listed results correspond to the message of the Head of State.
"In the next 3 years, the foreign exchange earnings of Kazakh fat and oil products may exceed $ 700 million. The actual figure for 2022 is $521 million. Our products are sold both in the direction of China and in the direction of Central Asia and Europe. Uzbekistan is in second place in terms of imports of Kazakh fat and oil products, Tajikistan and Latvia are also among the top five importers," the speaker said.
Alexander Yashkov added that, unfortunately, the forecast for the gross harvest of sunflower seeds this year is disappointing. According to the Association's estimates, due to difficult weather conditions, the harvest of oilseeds may not exceed 850 thousand tons. This is 17% less than in 2022, which means that creameries will be forced to work in conditions of a shortage of raw materials.

Chairman of the Management Board of JSC NC "Food Corporation" Asylkhan Juvashev shared Kazakhstan's experience in ensuring food security. In particular, the speaker spoke about the reserve stock of food grain created by the Food Corporation, the volume of which is 500 thousand tons. This reserve is created in case of natural and man-made emergencies. To respond to the possible consequences of drought, sharp shortages and rising prices, the Food Corporation has formed a feed fund in the amount of 228 thousand tons of grain.
Good results are demonstrated by the forward purchase of agricultural products program, under which agricultural enterprises receive financing for VPR – in the person of the Food Corporation, they have a guaranteed sale of manufactured products. In 2023, 200 agricultural enterprises for 292,119 tons of grain worth 21.2 billion tenge, including 1.2 billion tenge for the purchase of 6,000 tons of rice, were financed under the forward purchase program. Also in 2023, the Food Corporation launched a pilot project in the Kyzylorda region for the forward purchase of 6 thousand tons of rice groats. Asylkhan Juvashev stressed: the project supports SHPT in the region and strengthens the role of the Food Corporation in stabilizing prices for SHPT.
In addition, in 2023, the Food Corporation introduced an additional tool to support agricultural entities – the issuance of a commodity loan to finance the VPR. Thanks to this, farmers can use the grain of the Corporation to implement their production plans without attracting funds. The issuance of a commodity loan for the implementation of the VPR, similar to the forward purchase program, is carried out under the guarantees of the SEC and the STB. As of today, the Food Corporation has issued a commodity loan to 66 SHTP in the amount of 602.8 thousand tons.
Anna Usacheva, Logistics Director of Europac, told the session participants about the development of international agricultural products. The speaker stressed that wheat and sunflower are the basis of agricultural turnover between Russia and Kazakhstan. The share of wheat and meslin exports from Russia to Kazakhstan accounts for 11.8%, sunflower seeds and sunflower oil – 3%. Both chocolate (7.8%) and poultry meat (7.4%) are exported from Kazakhstan to the neighboring country. In physical terms, the export of agricultural products from Russia to Kazakhstan in 2023 amounted to 4.3 million tons – 24% more than in 2022 (3.5 million tons).
According to Anna Usacheva, the key logistics hubs in mutual and transit trade between Russia and Kazakhstan are Lokot, Kartaly, Orsk, Uralsk; the key ports are Aktau, Kuryk; the main Caspian port is Astrakhan.
"In our opinion, the most promising projects for the development of agricultural trade between Russia and Kazakhstan are the Silk Road land project and the Kuryk port project. Silk Road facilities will be located in Orsk and Orenburg. It will reach its design capacity in 2026. The throughput capacity is more than 15,000 TEU, the cargo turnover is 2.5 million tons per year, the capacity is about 3,000 containers in one–time storage, more than 100 thousand square meters of warehouse space," said Anna Usacheva.
According to the speaker, the Kuryk port is a new project in maritime logistics. It is planned that it will reach its design capacity by 2030, but the capacity will be introduced gradually, starting from 2024. Kuryk's throughput capacity is more than 150,000 TEU, 1.65 million tons per year of bulk and general cargo transshipment capacity, the capacity of the terminal for bulk cargo is 5.5 million tons per year.
At the end of the session, its participants exchanged experiences and discussed what advanced methods in agriculture will help ensure food security. Experts also agreed that Kazakhstan and Russia have every chance to become leaders in food security in the EAEU – for this, the countries have well-structured logistics and established trade turnover.
Digitalization in the agro-industrial complex was discussed by experts at a panel session that took place at the XIX Forum of Interregional Cooperation between Kazakhstan and Russia. The session was opened by Vice Minister of Agriculture Baglan Bekbauov, who told how Kazakhstan is introducing new technologies in the agro-industrial complex.
For example, thanks to the use of a complex of satellite and computer technologies with an average yield of 13 kg / ha, Kazakh farmers managed to get up to 25 quintals. On lands with high fertility, this indicator exceeded 40 kg/ha, reducing production costs.
Moreover, "digital" farms are being actively introduced in the republic – with the help of state support, their number has grown almost 4 times, from 40 to 150. In crop production, a digital farm uses electronic field maps, GPS navigation systems, territory control systems and access to the combine harvester, and so on. In animal husbandry – milking parlors with software, automatic systems for water supply, feed and manure removal, ultrasound machines, animal activity monitoring systems, robot milkers.
"Such results have been achieved through the modernization of industry information systems. Kazakhstan is the first EAEU country that has started using a unified system of accounting for farm animals. More than 35 million agricultural animals are registered in the system, about 4.5 thousand veterinary specialists work in it," Baglan Bekbauov said.
It is equally important that in Kazakhstan more than 90 thousand agricultural producers receive subsidies through a special electronic platform – that is, the process is fully automated. Agricultural producers and other trade participants receive electronic accompanying documents without visiting government agencies. The automated information system of the State Land Cadastre stores 6.5 million data in electronic format on land plots. The Ministry of Agriculture also plans to introduce an industry-specific traceability system for agricultural products, following the example of the Grain system in Russia.
From the speech of the Director of the Spatial Data Department of JSC NC "Kazakhstan Garysh Sapary" Daniyar Kakpenov, the participants of the session learned about the use of space monitoring to solve agricultural problems. Thus, space monitoring of pasture lands is carried out to assess the condition, degradation and productivity of pasture vegetation by seasons. And if 60 administrative districts were monitored in 2022, then from 2023 - on the entire territory of Kazakhstan. Monitoring of arable land also covers the entire country and the entire process of crop rotation. Thanks to monitoring, the acreage, the condition of crops, the degree of contamination, and harvesting of grain crops are determined.
In addition, Kazakhstan has an AGROSPACE platform for transmitting geospatial data on farmland to substantiate an application for subsidies through a Unified state Subsidy Information System. AGROSPACE has established business processes related to the confirmation of the boundaries and areas of agricultural production, as well as the introduction and correction of personal data of agricultural producers. The next speaker at the session was Shalkar Amanturov, Deputy Chairman of the Analytical Center for Economic Policy in Agriculture LLP, with a report on the traceability of animal husbandry. The speaker said that today 5 information systems are used in the agro-industrial complex of Kazakhstan: "Identification of farm animals" (ICI); "Information and analytical system of the Republican System of Animal Husbandry" (RSJ); "Automated information system of the State Land Cadastre" (GZK); "Unified automated management system of branches of the agro-industrial complex" (EASU); Unified State Information System of Subsidies" (EGISS).
The speaker added that ACEP LLP has finalized the old and developed new systems that are important for Kazakhstan's animal husbandry. These are: Vetlab (veterinary laboratory tests), "RPO" (foci of particularly dangerous diseases of agricultural animals), "Processing Center" (generation and issuance of individual numbers of animals and their monitoring, "Veterinary and sanitary examination" (issuance of certificates of espertiza at slaughter points and their monitoring), Vetmobile (mobile application for veterinarians), Torttulik (mobile application for owners of agricultural animals).
From the report of the Deputy head of the Rosselkhoznadzor Svetlana Alekseeva, those present at the session learned how digital systems work in managing the safety of agricultural products. According to the speaker, the integration processes directly between the Rosselkhoznadzor and the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan have not been completed today. To ensure the food security of both countries, it is advisable to return to the integration plans that they previously jointly approved and are implementing in the field of veterinary and phytosanitary. In conclusion, Svetlana Alekseeva made a proposal to Baglan Bekbauov to exchange specialists so that they thoroughly studied the digital systems of their colleagues.
The panel session resulted in a discussion of the prospects for the development of the agro-industrial complex and the fact that without digitalization this sphere can no longer exist. Specialists of Kazakhstan and Russia agreed to exchange important developments in agriculture and jointly improve existing technologies, since the agro-industrial complex of both countries is closely interconnected.
В селе Панфилово Алматинской области прошла церемония открытия Центра консалтинговых услуг для производителей молока на базе учебного научно-производственного центра «Байсерке Агро».
Инициатор проекта — Министерство сельского хозяйства РК в рамках поручения Главы государства по развитию агропромышленного комплекса страны. Напомним, в рамках визита Президента РК Касым-Жомарта Токаева в Германию в сентябре 2023 года был подписан трехсторонний договор о создании Центра по обучению работников животноводческой отрасли в сфере молочного производства на юге Казахстана.
Проект реализован в рамках второй фазы казахстанско-германского проекта KFM в области производства молока под руководством Уве Веддиге. Центром будут заниматься GFA Consulting Group GmbH (Германия), научно-производственный центр «Байсерке Агро» и КазНИИЖиК, что благодаря получению практических навыков в молочной отрасли вырастет рентабельность хозяйств и улучшится качество продукции.
Руководитель Программы KFM в Казахстане Уве Веддиге подчеркнул, что первостепенная задача центра — подготовка достаточного количества консультантов международного уровня в Казахстане, чтобы они далее могли самостоятельно обучать специалистов. Кроме того, благодаря обучению сократится дефицит кадров, повысится квалификация персонала на новых и существующих молочных фермах, а молодежь станет чаще выбирать для места работы молочное производство.
«Подготовка тренеров международного стандарта будет проводится по всем направлениям молочного хозяйства, включая: кормление коров, обработка копыт, лечение, доение и другое», — объяснил Уве Веддиге.
Для работы Центра агрохолдинг «Байсерке Агро» предоставил инфраструктуру с готовым общежитием на 30 мест, столовую, учебные классы для прохождения теории, молочно-товарную ферму с современными типами доения для получения практических навыков. Потенциальным контингентом Центра будут выпускники и студенты аграрных университетов, а также специалисты молочных ферм и домохозяйств.
Также в центре смогут повысить свою квалификацию технический и управленческий персонал отдельных молочных ферм (пилотных), а также местные поставщики консультационных услуг и специализированных учреждений. Помимо этого, пилотные фермы получат рекомендации по планированию и реализации инвестиций для увеличения их производства в долгосрочной перспективе. Для реализации практических курсов будут привлечены лучшие иностранные и местные эксперты в молочной отрасли.
Программа KFM реализуется в рамках Совместного заявления о намерениях по реализации кооперационного проекта между МСХ РК и Федеральным министерством продовольствия и сельского хозяйства ФРГ. Заявление было подписано во время официального визита Президента РК Касым-Жомарта Токаева в Берлин в декабре 2019 года. Документ предусматривает развитие компетенций предприятий в области устойчивого производства молока.
Проект реализовали на севере Казахстана, где обучились специалисты 12 пилотных хозяйств Акмолинской, Костанайской, Павлодарской и Северо-Казахстанской областей. Всего обучение прошли больше 400 специалистов. Практическая работа направлена на повышение продуктивности коров, проведения анализа кормов, составления и соблюдения протокола работ на ферме.
