Cooperation between the Republic of Kazakhstan and the Kingdom of Morocco

 

Diplomatic relations were established on 26 May 1992.

         In April 2016, the Embassy of Morocco in Kazakhstan was opened.

         On 30 December 2020, the Embassy of the Republic of Kazakhstan in Morocco was opened.

         Since 3 March 2021, Ambassador of the Republic of Kazakhstan to the Kingdom of Morocco:  S. Sailaukyzy.

         Since December 2021, Ambassador of the Kingdom of Morocco to the Republic of Kazakhstan: Mohammed Rachid Maaninou.

 

Political Cooperation

High-level contacts

On 22–23 April 2014, the Speaker of the House of Councillors of the Parliament of Morocco, Mohammed Al-Sheikh Biyadilla, visited Astana on a first-ever visit, and on 10–12 November 2014, the Chairman of the Senate of the Parliament of the Republic of Kazakhstan K. Tokayev paid a reciprocal first visit to Rabat.

On 23–25 November 2025, the first official visit of the Speaker of the Majilis of the Parliament of the Republic of Kazakhstan Y.Koshanov to Morocco took place.

On 21–22 August 2006, during the working visit of the Special Representative of the King of Morocco, Minister M. Laenser, to Astana, a message from King Mohammed VI was delivered to the President of the Republic of Kazakhstan.

In 2010–2011, the Minister of Foreign Affairs of the Kingdom of Morocco L. Akharbach arrived in Astana to participate in the OSCE Summit (December 2010) and the 38th Session of the OIC Council of Foreign Ministers (June 2011), while the current Foreign Minister of the Kingdom of Morocco N. Bourita visited Astana to participate in the 1st OIC Summit on Science and Technology (September 2017).

On 11–14 December 2024, a working visit of a delegation of the Republic of Kazakhstan headed by Prosecutor General B. Assylov to Morocco took place.

On 27 February – 1 March 2025, the first official visit of the Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan M. Nurtleu to Morocco took place.

The Foreign Ministers of the Republic of Kazakhstan and the Kingdom of Morocco held telephone talks (April 2021) and met at various international venues (September 2018, New York; February 2024, Geneva; September 2024, New York).

Contacts at the level of Ministries of Foreign Affairs

Inter-ministerial consultations have been held regularly since 2011. The 5th round of political consultations took place on 8 November 2024 in an online format (at the level of Deputy Foreign Ministers A. Bakayev and F. Yazukh).

On 29 May 2017, during the visit of Deputy Foreign Minister of the Republic of Kazakhstan A. Kamaldanov to Rabat, he met with the Foreign Minister of the Kingdom of Morocco N. Bourita, to whom an invitation was conveyed to King Mohammed VI for the 1st OIC Summit on Science and Technology.

Inter-Parliamentary Cooperation

Friendship groups have been established in both the upper and lower chambers of the parliaments. On 14 December 2023, the 1st meeting of the lower chamber friendship group took place in an online format, and on 22–25 September 2025, during the visit of a delegation of the House of Representatives of the Kingdom of Morocco to Astana, the 2nd meeting of the friendship group was held. On 6–7 December 2018, Senator of the Republic of Kazakhstan N. Toregaliev participated in the Inter-Parliamentary Union conference in Rabat. On 4–6 October 2019, Senators of the Republic of Kazakhstan T. Mukashev and G. Duisembayev participated in the autumn session of the OSCE Parliamentary Assembly in Marrakech. On 13–15 June 2023, Deputy of the Majilis of the Republic of Kazakhstan N. Sarsengaliev participated in the parliamentary conference on inter-faith dialogue in Marrakech.

 

Trade and Economic Cooperation

In 2025, trade turnover between the Republic of Kazakhstan and Morocco increased by 68% and amounted to 461.5 million dollars (exports — $434 million, imports — $27.5 million).

For reference: 2024 — $274.4 million; 2023 — $167.3 million; 2022 — $387.4 million; 2021 — $129 million; 2020 — $70.6 million.

Kazakhstani exports consist of sulphur (90.5% of exports), wheat, sulphates, coal, linseed and leguminous crops.

Imports from Morocco include clothing and footwear (75.9% of imports), citrus fruits, frozen fish and passenger cars.

On 28 September 2017, the Governor of the Astana International Financial Centre (AIFC) K. Kelimbetov participated in the 1st Forum of International Financial Centres on Sustainable Development in Casablanca, during which a Memorandum was signed between the AIFC and the Casablanca Finance City.

In 2021 and 2023, two business forums “Republic of Kazakhstan–Morocco” were held in Casablanca, with the participation of over 30 companies from both countries.

On 9–15 October 2023, the Minister of National Economy of the Republic of Kazakhstan A. Kuantyrov, the Chairman of the National Bank T. Suleimenov, the Head of the Agency for Regulation and Development of Financial Markets                      M. Abylkassymova and others participated in the annual World Bank and IMF meetings in Marrakech.

On 13–17 May 2024, Kazakh IT companies “Sergek Group” and “Parkour” visited Morocco and held meetings with representatives of the provinces of Rabat, Casablanca, and Marrakech. As a result, in the city of Berkane in northern Morocco, 4 smart parking facilities (for 800 cars) of the company “Parkour” are currently open and operational.

 

On 28 February 2025, during the visit of Foreign Minister of the Republic of Kazakhstan M. Nurtleu to Morocco, meetings were held with the President of “Zine Capital Invest” N. Zine, the General Director of “Alomra Group International” D. Benomar, the President of “CADEX Group” D. Yousefi and the President of “Anfa Realities” Y. Essassi. In the framework of the visit, an agreement was signed between “Zine Capital Invest” and JSC National company “Food Contract Corporation” on the export of 300,000 tonnes of wheat.

In May 2025, the first-ever delivery of 60,000 tonnes of Kazakhstani wheat to Morocco was carried out (via the port of Liepāja).

On 21–26 May 2025, Kazakhstani tour operators and bloggers visited the Kingdom, conducted a tourist roadshow jointly with the Moroccan National Tourism Office and held talks with Moroccan partners.

On 29–30 May 2025, the representative of the General Confederation of Enterprises of the Kingdom of Morocco, President of “Alomra International Group” D. Benomar, participated in the Astana International Forum and signed an agreement with the Foreign Trade Chamber of the Republic of Kazakhstan on the establishment of the Kazakhstan–Morocco Business Council.

On 11–13 November 2025, representatives of the Kazakhstani company “ElectroDetailDesign” visited Morocco, where meetings were held with Moroccan companies MASEN, ONEE, ANEE and NAREVA.

On April 14–16 2026, a Kazakh delegation led by S. Tompiyeva, Chairperson of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, participated in the International Civil Aviation Organization (ICAO) Global Symposium GISS-2026, held in Marrakech.

On April 20–24 2026, a Kazakh delegation consisting of experts from the Ministry of National Economy, Ministry of Industry, and Construction of the Republic of Kazakhstan, the Baiterek National Investment Holding, the Development Bank of Kazakhstan, and the Industrial Development Fund visited Morocco as part of the Islamic Development Bank program..

 

Cultural-humanitarian cooperation

On 10–13 December 2022, the Chairman of the Spiritual Administration of Muslims of Kazakhstan N. Taganuly, visited Morocco, where an agreement on Islamic cooperation was signed between the Spiritual Administration of Muslims of Kazakhstan and the Ministry of Waqf Affairs of Morocco.

On July 4 2023, the Mayor of Rabat, A. Rlalu, participated in the International Mayors' Forum in Astana, where a Memorandum establishing sister city relations between Astana and Rabat was signed.

From 2023, the young kazakhstani artists annually participate in the International Festival "Children for Peace" under the patronage of King Mohammed VI of Morocco.

On 24–26 October 2023, on the occasion of the Republic Day of Kazakhstan, artists of the Zhambyl Philharmonic and the State Academic Philharmonic named after E. Rakhmadiev jointly with the Rabat Orchestra gave concerts in Rabat and Essaouira.

On 12–17 April 2024, the Chairman of the Astana Maslikhat E. Kanalimov, visited Morocco, and an action plan for 2024-2027 was signed between the cities of Astana and Rabat.

On 5–9 October 2025, Kazakhstan participated as an honored guest in the 19th Trans-Saharan Film Festival in Zagora, during which the Day of the Republic of Kazakhstan was celebrated. The event program included screenings of 4 Kazakh films "Tulpan", "Sasyk", "Tomiris"  and "Paralympian", a concert by the Shymkent Philharmonic, and a demonstration of Kazakh national costumes.

On October 21 2025, a Memorandum of Understanding was signed in Rabat between the Golf Federation of Kazakhstan and the Royal Golf Federation of Morocco. At that time, young Kazakh golfers took part in training camps in Morocco.

In December 9 2025, an event dedicated to the Independence Day of the Republic of Kazakhstan was held at the National Library of Rabat, during which the results of the year of work of the Embassy of the Republic of Kazakhstan were summed up. The event included a concert program and a briefing on reforms and projects being implemented in Kazakhstan.

In 2025, Kazakhstan and Morocco agreed to exchange 20 educational grants. Beginning in 2025, 20 grants will be distributed annually among students from both countries for study at higher education institutions. Currently, five Kazakh citizens are studying at higher education institutions in Morocco.

On 5–7 February 2026, a painting exhibition by the Honored Worker of Kazakhstan, academician of the Kazakhstan Academy of Arts Zhanuzak Musapir, titled "Childhood and Life of Al-Farabi," was held in Salé, Morocco.

 

Regulatory-legal framework

Between the Republic of Kazakhstan and the Republic of Kazakhstan, 18 documents have been signed (3 interstate, 2 intergovernmental, 1 inter-institutional, 6 memorandums, 1 convention on postage stamps, and 1 sanitary certificate).  

Since 19 March 2025, a mutual visa-free regime of up to 30 days has been in effect for citizens of Kazakhstan and Morocco.
