
Passing through the State Border of persons, vehicles, cargo and goods is carried out at checkpoints opened in accordance with the legislation of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan, as well as in other places where the State Border passes through, determined by the Government of the Republic of Kazakhstan.
The rules for opening (closing), functioning (exploitation), categorization, classification, arrangement, as well as requirements for the technical equipment and organization of the work of checkpoints are determined by the Government of the Republic of Kazakhstan.
The list of checkpoints is approved by the Government of the Republic of Kazakhstan.
At checkpoints, subdivisions of supervisory authorities are located, which are responsible, within their competence, for organizing border, customs, transport, sanitary and quarantine, veterinary, phytosanitary control.
When passing persons at checkpoints, as well as in other places where a pass through the State Border is carried out, the passport control line acts as the State Border.
Entry into and exit from the territory of a special economic zone, the boundaries of which fully or partially coincide with the sections of the customs border of the Eurasian Economic Union, officials of state bodies, collection service employees, operating on the territory of such a special economic zone, as well as persons visiting such a special an economic zone with a service need, are carried out in the manner determined by the National Security Committee of the Republic of Kazakhstan.
The entry and exit of special automobile transport of the collection service is carried out by means of its inspection (if necessary) without opening the sealed collection bags (sacks).
In order to ensure the safety of transported valuable goods, employees of the collection service have the right to use personal protective equipment, store and carry service weapons and cartridges for them on the territory of a special economic zone, the boundaries of which fully or partially coincide with the sections of the customs border of the Eurasian Economic Union, in accordance with the legislation of the Republic of Kazakhstan.
The passage of persons, vehicles, cargo and goods across the State Border is carried out by the Border Service of the National Security Committee of the Republic of Kazakhstan.
The admission of persons through the State Border is carried out in the presence of documents for the right to enter the Republic of Kazakhstan or leave the Republic of Kazakhstan, as well as the absence of restrictions in relation to these persons, established by the laws of the Republic of Kazakhstan.
Passage through the State Border of vehicles, goods and goods is carried out in the presence of permits marks of state revenue authorities and other regulatory bodies for the right to import vehicles, cargo and goods into the Republic of Kazakhstan or export from the Republic of Kazakhstan.
Passing through the State Border is considered completed at the end of the border control procedure and when a person, vehicle or cargo and goods are taken out of the border crossing point, as well as at another place where a pass through the State Border is carried out.
In accordance with the laws of the Republic of Kazakhstan, foreigners and stateless persons who are not allowed or restricted from entering the Republic of Kazakhstan, as well as persons in respect of whom a decision has been made to prohibit leaving the Republic of Kazakhstan, are not subject to passage through the State Border. Foreigners and stateless persons who arrived at a checkpoint or other place where a pass through the State Border is carried out and who have no grounds for passing through the State Border, in accordance with international treaties of the Republic of Kazakhstan, return to the country from which they arrived, or to the country of their citizenship.
The simplified procedure for crossing the State Border is established directly at the points of crossing the State Border, where simplified checkpoints are equipped in accordance with an international treaty ratified by the Republic of Kazakhstan.
The passage of cargo and goods at simplified border crossing points for commercial purposes is prohibited.
