After gaining independence, Kazakhstan, like all States of the former Soviet Union, found itself at the crossroads of political roads facing a difficult choice. New socio-economic realities required new approaches, restructuring of the entire management system, the entire way of life in accordance with the laws of the market economy. The first serious step of sovereign Kazakhstan towards its future was the Constitution and the adoption of the Law "on local representative and Executive bodies of the Republic of Kazakhstan". With its adoption, the representative authorities of sovereign Kazakhstan begin their history. The evolutionary movement towards a modern civil society can be traced back to the history of the creation and development of local representative bodies. The preparation and adoption of amendments to the Law is a logical consequence of the positive economic and socio-political processes taking place in our country. The first session of the first convocation of the district maslikhat, the Assembly of deputies, was held on March 30, 1994.
