State Architectural and Construction Control division of mayor office of Kostanay region

PI "State architectural and construction control division of mayor office of Kostanay region" is a public body of the Republic of Kazakhstan that provides guidance in the field of state architectural and construction control and supervision.

Tasks:

• implementation of state architectural and construction control and supervision on the territory of Kostanay region;
• implementation of other tasks stipulated by the legislation of the Republic of Kazakhstan.

Functions:

• conducting inspections in accordance with the current legislation of the Republic of Kazakhstan;
• monitoring of objects and complexes under construction (planned for construction) in accordance with the procedure established by the authorized body for architecture, urban planning and construction;
• making decisions on applying to violators of the provided legislative measures in connection with violations and deviations from the norms of legislation, state regulatory requirements, conditions and restrictions established in the field of architectural, urban planning and construction activities;
• control over the safe operation of dangerous technical devices operating under a pressure of more than 0.07 megapascals or at a water heating temperature of more than 115 degrees Celsius, lifting mechanisms, escalators, cable cars, funiculars, elevators at housing and communal facilities;
• implementation of registration and deregistration of dangerous technical devices of housing and communal services;
• monitoring compliance with the requirements for safe operation of household cylinders and gas supply system facilities;
• implementation of state architectural and construction control and supervision over the quality of construction of objects, application of administrative measures established by the Code of the Republic of Kazakhstan on administrative offenses to violators of architectural and urban planning discipline at these objects;
• implementation of licensing in the field of architectural, urban planning and construction activities;
• certification of experts for the right to carry out expert work and engineering services in the field of architectural, urban planning and construction activities;
  accreditation of project management organizations in the field of architecture, urban planning and construction;
• implementation of state regulation of the activities of participants in the construction of shared-equity objects in housing construction in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;
• issuing a permit to attract money from shareholders;
• keeping records of issued permits to attract money from shareholders and agreements on shared participation in housing construction, as well as agreements on the assignment of rights to claims on them;
• implementation of state control and supervision in the sphere of equity participation in housing construction;
• implementation of other functions provided for by the current legislation of the Republic of Kazakhstan.
