Vyacheslav Yurievich was born in 1963 in Kostanay.
Vyacheslav graduated with honors from the Karaganda State Medical Institute in the specialty of general medicine in 1986. In 2010 he graduated from the Kazakh University of Economics, Finance and International Trade in the specialty of economics, in 2013 - Master of Business Administration in International Academy of Business, in 2016 Doctor of Business Administration in Russian Academy of National Economy, in 2017 Doctor of Business Administration in European University of Switzerland.
Doctor of the highest category, Doctor of Medical Sciences.
He started his career while studying at the Medical Institute, from 1983 to 1986 he worked as a nurse at the Regional Clinical Hospital of Karaganda.
From 1986 to 1987 – oncologist surgeon resident of the Surgical Department of the City Hospital of Kostanay,
From 1987 to 1997 – oncologist-surgeon of the Regional Oncological Dispensary of the city of Kostanay,
From 1997 to 2005 - Chief physician of the Regional Oncological Dispensary of the city of Kostanay,
From 2005 to 2006 – Director of the Department of Health of the city of Astana;
From 2006 to 2008 – Director of the Department of Health of the South Kazakhstan region,
