1. About religious associations in Kazakhstan

3999 religious entities representing 18 faiths are registered in the country: 2858 – Islamic, 347 – Orthodox, 91 – Catholic, 592 – Protestant, 57 – Jehovah's Witnesses, 23 – New Apostolic Church, 13 – Krishna Consciousness Society, 7 – Jewish, 6 – Bahai, 2 – Buddhism, 2 – Church of Jesus Christ of Latter-day Saints last days (Mormons), 1 – Unification Movement.

There are 3788 religious buildings in the country: 2857 – mosques, 302 – Orthodox churches and 116 – Catholic churches, 421 – Protestant prayer houses, 55 – prayer houses of Jehovah's Witnesses, 25 – prayer houses of the New Apostolic Church, 6 – synagogues, 2 – prayer houses of Bahai, 3 – prayer houses of Krishna Consciousness Society , 1 – Buddhist temple.

 

2. About missionaries in Kazakhstan

452 missionaries are officially registered in Kazakhstan: 417 are foreign citizens, 35 are citizens of Kazakhstan. (In terms of faiths: Catholics – 244, Pentecostal Church – 70, Mormons – 31, Krishna Consciousness Society – 40, Presbyterian Church 24, Orthodox – 20, Baptists – 5, New Apostolic Church – 7, Seventh-day Adventists – 3, Judaism  2, Lutheran 1Buddhism  1.)

 

3. About administrative offenses in the religious sphere

According to the results of the 4 quarter of 2024, 31 facts of administrative offenses in the sphere of religious activity were revealed, of which 10 facts were revealed by law enforcement agencies and regional Departments for Religious Affairs under articles 453, 489 of the Code of the Republic of Kazakhstan on Administrative Offenses.

To date, the activities of authorized state and law enforcement agencies are mainly focused on preventive and explanatory work with the minimization of administrative measures.

 

4. About the work of awareness-raising groups in the regions of Kazakhstan

Thе Committee coordinates awareness-raising work in the regions of the country, aimed at promoting the secular principles of the country's development, strengthening interfaith harmony, as well as preventing religious extremism.

There are 236 regional awareness-raising groups on religious issues, consisting of 2739 specialists.

In the 2024, ARG lecturers held about 65 thousand events, reaching over 2 mln 649  thousand  people.

 

5. About religious expert review in Kazakhstan

In the 4 quarter of 2024, the Committee conducted religious expert examination of 886 materials, of which negative – 233, positive – 355.

The content of 561 Internet resources was analyzed, of which 159 links were identified as containing illegal materials.

 

6. About theological educational institutions in Kazakhstan

As of the 4 quarter of 2024, there are 14 religious educational institutions in the country, in which 5617 people are currently studying.

For reference: Islamic direction – 12 (1 "Nur-Mubarak” University, 9 madrasah-colleges, 1 Islamic institute for advanced training of imams under the SAMK, Islamic Institute named after Husamuddin as-Syganak and under the Spiritual Administration of Muslims of Kazakhstan).

Christian direction – 2 (1 – Almaty Orthodox Theological Seminary and 1 – Inter-diocesan Higher Theological Seminary "Mary – Mother of the Church").

What are the conditions for inviting foreign citizens to carry out missionary activities in our country?

In accordance with the Law of the Republic of Kazakhstan "On Religious Activity and Religious Associations", before being invited to participate in the activities of religious associations, a foreign missionary must have a legalized or apostilled document certifying the official registration of a religious association, as well as a special invitation by a religious association registered in the country.

Which government agency is responsible for appointment and dismissal, punishment or transfer from region to region of imams in mosques?

In accordance with paragraph 1 of Article 3 of the Law of the Republic of Kazakhstan "On Religious Activity and Religious Associations", the state is separated from religion and religious associations. The state does not interfere in the activities of religious associations, provided that the activities of religious associations do not contradict the law.

In this regard, the issues of appointment, rotation, dismissal of mosque imams, as well as bringing them to justice for any misdemeanors are in the direct competence of the Chairman of the Religious Administration of Kazakhstan’s Muslims, the Supreme Mufti.

The issue of wearing religious clothing in schools is becoming more acute in Kazakhstan. Right now, the law prohibits wearing it, but is this not a violation of the rights of believers and will there be any concessions?

First of all, it is advisable to dwell on the country's legislative norms regarding the observance of compulsory school uniform in society. According to article 22 of the Constitution of the Republic of Kazakhstan, “everyone has the right to freedom of conscience”. At the same time, as spelled out in this article, "the exercise of the right to freedom of conscience should not condition or restrict human and civil rights and obligations to the state."

Relying on constitutional and other legislative norms, the Law "On Education" defines the appropriate legal relations in this area. In particular, Articles 47 and 49 of the Law “On Education” stipulate compulsory observance of school uniform by students and the obligation of parents to ensure compliance with school uniform.

In this regard, the Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 14, 2016 "On the requirements for compulsory school uniform in secondary educational institutions" was developed in accordance with the norms of the current legislation.

Therefore, this is not a violation of the rights of believers.
