⚡️ An investigation has been completed against the chairman of the State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture

As part of the implementation of the instruction of the Head of State to ensure law and order, the Anti-Corruption Service carries out systematic work to prevent corruption, including among high-ranking officials.

Thus, the Agency has completed a pre-trial investigation against the Chairman of the State Inspection Committee in the agro-industrial complex of the Ministry of Agriculture.

He is accused of receiving a bribe from a business entity of KZT 4.4 mln, i.e. 5% of the value of the contract for public procurement of services for the supply of pesticides against locusts.

With the approval of the court, the official and the entrepreneur were placed under house arrest.

On October 31 of this year, the accused were put on trial by the Prosecutor General’s Office.

According to Article 201 of the Code of Criminal Procedure, other information in the interests of the investigation is not subject to disclosure.

In line with subparagraph 1 of paragraph 3 of Article 77 of the Constitution and part 1 of Article 19 of the Code of Criminal Procedure, everyone is considered innocent until his guilt in committing a criminal offense is established by a court verdict that has entered into force.

⚡️ The Deputy General Director of Almaty General Plan LLP was convicted

The court of the Medeu district of Almaty convicted the Deputy Director General of Almaty General Plan LLP S. Omiraliuly.

He was found guilty of fraud and incitement of a local entrepreneur to bribe officials of the city Department of Land Relations of KZT 9.6 mln for changing the purpose of the land plot.

The court sentenced him to 3 years and 6 months of imprisonment and banned from holding positions in public service and in quasi-public sector entities for life.

The court's verdict has not entered into force.

In accordance with subparagraph 1 of paragraph 3 of Article 77 of the Constitution and part 1 of Article 19 of the Code of Criminal Procedure, everyone is considered innocent until his guilt in committing a criminal offense is established by a court verdict that has entered into force.

⚡️ The chairman of the Committee of the Fire Service of the Ministry of Emergency Situations of the Republic of Kazakhstan was convicted

By the verdict of the Military Court of Akmola garrison, the chairman of the Committee of the Fire Service of the Ministry of Emergency Situations of the Republic of Kazakhstan N. Derbisov and the head of the Emergency Department of Shymkent M. Zhaksibayev were sentenced to 5 years of imprisonment, as well as the head of the Emergency Department of Zhetisu region B. Izbasarov to 9 years of imprisonment.

They were found guilty of accepting bribes of KZT 39.7 mln from a business representative for patronizing his entrepreneurial activities.

B. Izbasarov was also convicted of abuse of power, expressed in the illegal accrual of lifting fees of KZT 1.7 mln.

These persons are also banned from holding positions in the civil service and in quasi-public sector entities.

The court's verdict has not entered into force.

In accordance with subparagraph 1 of paragraph 3 of Article 77 of the Constitution and part 1 of Article 19 of the Code of Criminal Procedure, everyone is considered innocent until his guilt in committing a criminal offense is established by a court verdict that has entered into force.

Central Asian Countries Strengthen Cooperation in Combating Corruption

From October 30 to 31, an international conference was held in Astana, dedicated to the accelerated implementation of the UN Convention Against Corruption in Central Asia and the 10th anniversary of the Anti-Corruption Service.

The event was organized by the UN Office on Drugs and Crime (UNODC) in cooperation with the Anti-Corruption Agency of the Republic of Kazakhstan.

The conference was attended by the heads of anti-corruption agencies from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, members of Parliament, representatives from the Presidential Administration, diplomatic missions, international and public organizations, and government agencies. At the invitation of Kazakhstan, the Commissioner of the Independent Commission Against Corruption of Hong Kong also participated in the event.

The welcoming speech from the Head of the Presidential Administration A. Dadebay was delivered by Deputy Head of the Law Enforcement System Department A. Duisembekov.

Other greetings were given by the UNODC Regional Representative for Afghanistan, Central Asia, Iran, and Pakistan, Oliver Stölpe; the Commissioner of the Independent Commission Against Corruption of Hong Kong D. Woo; the Director of the Anti-Corruption and State Financial Monitoring Agency of Tajikistan S. Sultonzoda; the Director of the Anti-Corruption Agency of Uzbekistan A. Burkhanov; the Deputy Prosecutor General of Turkmenistan A. Nyazlyev; and the Deputy Prosecutor General of Kyrgyzstan N. Kaimov.

The conference discussed pressing issues such as asset recovery, corruption prevention, digitalization, the involvement of civil society in preventing corruption, and strengthening cooperation.

In his speech, the Chairman of the Anti-Corruption Agency Askhat Jumagali emphasized the importance of international cooperation, particularly in Central Asia.

He highlighted that “The advanced standards outlined in the UN Convention Against Corruption serve as a key benchmark for implementing anti-corruption reforms in Kazakhstan. Joint efforts are vital for regional development, especially considering the transnational nature of corruption. Cooperation with other anti-corruption agencies abroad is also important.”

Jumagali expressed gratitude to UNODC for their support and noted that the establishment of the Regional Platform would contribute to the development of new anti-corruption measures and strengthen cooperation between the countries.

Oliver Stölpe, in turn, stated that “The Regional Platform for the accelerated implementation of the UN Convention Against Corruption is an essential tool that allows Central Asian countries to combine efforts in the prevention of corruption and strengthen the rule of law. Thanks to the partnership between anti-corruption agencies, we are creating conditions for exchanging knowledge and best global practices, which will enhance partnerships and coordination efforts for effective anti-corruption actions in Central Asia.”

The conference reaffirmed the commitment of Central Asian countries to strengthening international ties on legal assistance, extradition, and asset recovery.

As part of the forum, the International Anti-Corruption Academy (Hong Kong) conducted training sessions on effective prevention methods, asset recovery, and financial investigation tactics.

The implementation of the UN Convention Against Corruption will continue within the framework of the Regional Platform, with Kazakhstan and other regional countries advancing common principles of transparency, accountability, and integrity in society.

⚡️The III Republican hand-to-hand combat tournament for the Cup of the Chairman of the Anti-Corruption Agency was held in Astana

As part of the events dedicated to the 10th anniversary of the Anti-Corruption Service, on October 29, the III Republican hand-to-hand combat tournament for the Cup of the Chairman of the Anti-Corruption Agency was held.

The purpose of this event is to promote a healthy lifestyle, increase the level of special physical training of employees, military personnel of law enforcement agencies and special structures of the Republic of Kazakhstan, improve sports skills and qualifications of participants.

The tournament was attended by representatives of the Anti-Corruption Service, the Financial Monitoring Agency, the National Security Committee, the Ministries of Emergency Situations, Internal Affairs, Defense, as well as the State Security Service.

The first heads of law enforcement, special government authorities and the Armed Forces, statesmen, as well as Olympic boxing champion Serik Sapiev and Olympic silver medalist Vasily Levit were invited as guests of honor.

The tournament was held according to the Olympic system in 8 weight categories (57, 62, 67, 73, 80, 88, 97 and 97+ kg) only in the individual competition.

⚡️ The Anti-Corruption Service awarded its employees on the Republic Day

October 25 – Republic Day is a holiday that lifts the spirit of our people, strengthens statehood, unity and cohesion of our nation.

On the initiative of President Kassym-Jomart Kemelevich Tokayev, the Republic Day was given the status of a National holiday.

A solemn event was held at the Anti-Corruption Agency with the participation of personnel, at which the head of the agency Askhat Zhumagali congratulated the staff on this significant event.


“The Anti-Corruption Service plays a special role in ensuring law and order in the country.
All efforts are aimed at fulfilling the instructions of the Head of State on building a strong rule of law, forming a society free of corruption,” Askhat Zhumagali said.

At the event, a solemn ceremony was held to award the Agency’s employees for their exemplary work and achievement of high results in their activities.

10 officers of the Anti-Corruption Service were awarded state awards by Presidential Decree, 62 Agency employees were awarded various types of incentives.

The event concluded with a festive concert.

⚡️The Anti-Corruption Agency takes systematic measures to prevent corruption risks in education

The Anti-Corruption Agency continues systematic work to prevent corruption risks in education.

In 2023-2024, 24 heads of kindergartens were convicted of committing criminal offenses related to the misuse of budgetary funds, which caused damage KZT 171.4 mln to the state.

In order to suppress corruption risks in this area, the Anti-Corruption Service, jointly with Governor’s Office, is implementing projects to introduce information systems in preschool institutions.

For example, in the Almaty and Kyzylorda regions, mechanisms of biometric identification and QR codes are used to automate the processes of tracking children's attendance, resulting in the formation of an electronic attendance sheet that facilitates per capita funding.

The measures taken have helped prevent the creation of fictitious kindergartens, registration of children who do not actually attend preschool institutions, and have already saved approximately KZT 3.8 bln in budget funds.

In addition, the Ministry of Education is implementing a pilot project for voucher financing of preschool institutions in the cities of Shymkent, Taraz and Turkestan.

In Taraz, this project has automated the process of enrolling children in kindergartens, reduced the waiting list for vouchers to nearly zero, identified around 9,000 children who do not actually attend kindergartens, and saved KZT 600 mln in budget funds over two months.

On October 21, during an operational meeting, the Chairman of the Agency instructed to scale up the work in this direction, including overseeing the pilot project being carried out by the Ministry of Education.

Systemic corruption risks in highways have been identified

On October 23, an interdepartmental meeting on the prevention of corruption risks in the road sector was held under the leadership of the Chairman of the Agency A.Zh. Zhumagali.

The Minister of Transport M.K. Karabaev, representatives of the Supreme Audit Chamber, agencies for strategic planning, protection and development of competition, Ministries of Finance, Industry and digitalization, the National Chamber of Entrepreneurs Atameken, as well as local executive authorities took part in the event.

The meeting discussed the outcomes of an external analysis of corruption risks conducted by the Agency jointly with the Ministry of Transport on behalf of the Head of State.

So, over the past 5 years, over KZT 6 trln has been spent on the road industry, but the condition of the road network has raised concerns among the public.

In 2023-2024, government agencies received over 20 thsd complaints from people about the poor quality of highways. The public associates this with corruption.

Since the beginning of this year alone, the Agency has registered 24 criminal cases in this industry.

An external analysis showed the presence of systemic corruption risks at all stages of road construction and repair, from planning to control and maintenance.

Already at the initial stage, problem areas are incorrectly identified, roads where work has recently been carried out are being repaired.

When designing, the estimate is artificially inflated due to excessive amounts of work and materials.

Contracts are often awarded to contractors without experience or resources, from a single source, or under cartel conditions. The engagement of subcontracting organizations is not monitored by anyone.

The multi-tiered control system has proven inadequate.

The conclusions of the National Center for Quality of Road Assets regarding identified defects are not mandatory for implementation, and technical supervision is carried out formally.

The potential of the Kazakhstan Road Research Institute for industry development is not fully utilized. Instead of conducting applied research and implementing innovations, the institute focuses on developing regulatory documentation.

The lack of control over the implementation of new technologies, the shortage of qualified personnel, and the complex regulatory framework also impact the quality of roads.

Insufficient digitalization exacerbates the problem. Over the past 10 years, KZT 16 bln budgetary funds have been spent on the development of information systems. However, a Digital road Map has not yet been developed.

Based on the results of the analysis, the Agency has prepared over 90 recommendations to prevent corruption risks in this area.

Measures have been proposed to revise the functions of project expertise and the technical supervision institute, to reorient the Kazakhstan Road Research Institute towards the development of in-demand innovative technologies, to provide scientific and technical support for major road projects, to enhance the powers of the National Center for Quality of Road Assets, and to create a digital road map.

A number of recommendations are already being tested.

For example, in Atyrau region, it is planned to track allocated funds through the Digital Tenge project during the average repair of one of the roads.

Work on suppressing corruption risks in the road sector and implementing the recommendations is ongoing.

⚡️ The first deputy director of the Kyzylorda gas pipelines department of Intergas Central Asia JSC was convicted

The Kyzylorda city Court announced the verdict against the first deputy director of the Kyzylorda gas pipelines department of Intergas Central Asia JSC N. Nurbolatuly.

He was found guilty of causing property damage to Orda Glass Ltd LLP of KZT 60.1 mln by overstating the estimated cost and signing fictitious acts of completed work on the “Construction of a backup gas supply pipeline for a Glass factory” object.

Additionally, he was convicted of intentionally damaging state property by mechanically cutting off a section of a local highway during the construction of an object.

The verdict of the N. Nurbolatuly court imposed a punishment of 2 years and 6 months Pfizer imprisonment and banned from holding positions in quasi-public sector entities for a period of 3 years.

The court’s verdict has not entered into force.

In accordance with subparagraph 1 of paragraph 3 of Article 77 of the Constitution and part 1 of Article 19 of the Code of Criminal Procedure, everyone is considered innocent until his guilt in committing a criminal offense is established by a court verdict that has entered into force.
