He was born in 1975 in the Almaty region. He graduated from the Almaty Institute of Power Engineering and Communications, Kunayev Humanitarian University.
From 1998 to 2002, he served in the Armed Forces of the Republic of Kazakhstan as an officer.
From 2002 to 2005, he was Consultant, Head of Sector in the Office of the Prime Minister of the Republic of Kazakhstan.
From 2005 to 2011, he was Deputy Head of Department, Head of Department of the Staff of the Senate of the Parliament of the Republic of Kazakhstan.
From 2011 to 2016, he served in senior positions in the national security bodies of the Republic of Kazakhstan.
From 2016 to 2017, he was Head of the Department of the Staff of the Senate of the Parliament of the Republic of Kazakhstan.
From 2017 to 2019, he was Deputy Chief of Staff of the Senate of the Parliament of the Republic of Kazakhstan.
From 2019 to 2022, he was Head of the Department of the Staff of the Senate of the Parliament of the Republic of Kazakhstan.
From 2023 to 2025, he was Judge of the Constitutional Court of the Republic of Kazakhstan.
On 9 January 2025 he was appointed Minister of Justice of the Republic of Kazakhstan by decree of the President of the Republic of Kazakhstan.
