Information "On the development of architecture and urban planning in the city of Semey"

In the reporting year, the activities of the Department of Architecture and Urban Planning of the city of Semey were aimed at implementing state policy in the field of architecture and urban planning, ensuring sustainable development of the urban area, creating a comfortable and safe urban environment, as well as improving the quality of the architectural appearance of the city.

Urban planning and territorial development.
In accordance with the instructions of the President of the Republic of Kazakhstan, during the year, the department carried out work on the implementation of the new General Plan of the city, approved by the Decree of the Government of the Republic of Kazakhstan dated October 7, 2024 No. 825. Updating of 22 approved detailed planning projects (hereinafter referred to as RAP) was carried out.

Special attention was paid to the integrated development of built-up and new territories, the rational use of land resources, as well as compliance with urban planning regulations during the design and construction of facilities. Of the 22 detailed planning projects in suburban areas, 10 residential areas with a total area of 4,574.2 hectares have been identified, which will amount to 17,543 plots of land for individual housing construction. The implementation period is 2026-2030.

Review of project documentation and issuance of permits.
During the reporting period, the department carried out work on issuing architectural and planning assignments, as well as coordinating draft designs for various facilities in accordance with the procedure established by law. When reviewing the projects, special attention was paid to compliance with current building regulations, safety requirements, engineering and architectural appearance of the building.

In 2025, 7 public services were provided, including:

Provision of raw materials for reconstruction (redevelopment, re-equipment) of premises (individual parts) of existing buildings and structures related to changes in load-bearing and enclosing (external) structures, engineering systems and equipment - 2581;

Approval of the sketch (draft design) - 2353;

Assignment of address / cancellation of address of real estate objects - 4706;

Issuance of a decision to carry out a complex of works on the postutilization of objects (demolition of buildings) - 855;

Issuance of a decision to change the purpose of a land plot - 164;

Acquisition of rights to a land plot within the city of republican significance, the capital, cities of regional and district significance - 1201;

Registration of commissioning certificates - 4588.

The FDP of the Karagaily residential area is being actively implemented, the construction project of the Pana Complex Semey hotel complex has been completed, the Semey Mall complex is under construction, a draft design for an observation deck along the Semey-Pavlodar highway has been developed, as well as a landscaping project for the Yunost district along Volgogradskaya Street.

The formation of the architectural appearance of the city.
One of the department's priorities was to improve the architectural appearance of the city of Semey. As part of this work, the exterior of the facades of buildings and small architectural forms was monitored. A project has been agreed to install the Ramizder Alany stele on the island of Beibitshilik.

Projects for the improvement of public spaces, courtyards, parks and squares were also coordinated. The implemented measures have contributed to the creation of a comfortable urban environment and increased the aesthetic appeal of urban development.

Plans for 2026.
In 2026, the activities of the Department of Architecture and Urban Planning of the city will be aimed at further implementing the provisions of the General Plan of the city. It is planned to introduce amendments and additions to the General Plan of the city, taking into account the updated socio -economic tasks and prospects for the development of the territory.

The key area of work will be the creation of a special economic zone (hereinafter referred to as the FEZ). It is planned to include a new administrative and business center with an area of 1.2 thousand hectares, modern residential complexes, as well as more than 40 administrative, commercial and social facilities in the FEZ. The implementation of these measures will ensure the comprehensive development of urban development, increase the investment attractiveness of the city and create conditions for sustainable socio-economic development.

It is planned to develop a RAP for the new Smart City Semey district, which provides for the introduction of modern urban planning solutions, the development of digital and engineering infrastructure, the formation of a comfortable living environment, as well as the creation of public, business and recreational spaces.

As part of the republican campaign "Abayga Kurmet", dedicated to the 180th anniversary of the birth of Abai, it is planned to implement various projects and build socially significant facilities for the city. These activities will be carried out with the support of the country's regions, taking into account the functional zoning of the territory and the prospective development of urban infrastructure.
