Due to the need to develop a new detailed planning project for the Smart City administrative and business center, as well as the implementation of an action plan for the preparation and updating of existing detailed planning projects for the construction of social, cultural and unique facilities, the Department of Architecture and Urban Planning of the city of Semey concluded an agreement to adjust the General Plan of the city of Semey. The project developer is Grad Project KZ LLP.
Proposals from individuals and legal entities were accepted until the end of April this year.
After conducting public discussions, passing state expertise and subsequent approval of the master plan, a resolution of the Government of the Republic of Kazakhstan provides for the further development of new detailed planning projects.
The Architecture Department provides 7 public services on an ongoing basis. In 6 months of 2026, 7,324 services were provided.
In the reporting year, the construction project of the Pana Complex Semey hotel complex was completed, with the transition to 2026, the Semey Mall complex will be built, a draft design for an observation deck along the Semey-Pavlodar highway has been developed, as well as a landscaping project for the Yunost district along Volgogradskaya Street. Construction is underway to install the Ramizder Alany stele on the island of Beibitshilik.
A detailed planning project for the Karagaily residential area is being actively implemented, with an area of 295.2 hectares, a housing stock of 1 million 188 thousand square meters, a population of 35.6 thousand people, and a number of multi-storey residential buildings of 227. The area is provided with main water supply, sanitation, telecommunications, heat and electricity supply networks.
At the initiative of the akim of the region, it is planned to build a new administrative center "Smart City" with an area of more than 1,000 hectares, the location is determined in the northern part of the city, near the state nature reserve "Semey Ormany". The concept of the district is based on the principles of "Smart City" - with the priority of environmental friendliness, digitalization and a comfortable urban environment. The project provides for the construction of residential buildings for 75,000 people, more than 40 different facilities, including schools, kindergartens, medical institutions, a philharmonic hall, a media center, a House of Scientists, a House of Friendship, an exhibition center, an ethnopark, a Congress hall, a Youth Palace, a Martial Arts Palace, a sports stadium, an aquapark, and park areas.
Many of these facilities will be implemented with the support of the country's regions as part of the republican campaign "Abayga Kurmet", dedicated to the 180th anniversary of the birth of Abai.
Construction of a Drama Theater with 1,000 seats and a Martial Arts Palace is planned in the left-bank part of the city.
