A migration resources portal migration.enbek.kz has been launched in Kazakhstan that combines centralized information management tools about arriving foreign citizens as well as it will enable to improve the quality of public migration services provided.

The Migration Portal is an innovative platform designed through business processes’ re-engineering and development of interaction of public migration bodies’ information systems.

Foreign citizens’ information centralization and unification will enable synchronization of various migration process stages through more efficient data management, thus reducing their processing time and costs.

The portal provides a wide range of public migration services, such as "Kandas" status designation, a regional quota inclusion of migrants and “Kandas”, "Ata zholy” card designation etc.

  1. Enter the migration.enbek.kz into the address bar of your web browser and click on the "Login" button in the upper right corner of the main web page.
  2. In the authorization window, click on the “Register”.
  3. Select the user category.
  4. Fill in the required data (depending on the selected user category).
  5. Check the box "I agree to the terms of the user agreement".
  6. Click on the "Register" button.
  7. Confirm the e-mail address.

The one needs to go to the authorization web page via the "Login" button, fill in the email and password, and then click on the "Login" button.

Foreign labor force

Foreign workers being hired by employers to do works, including seasonal foreign workers, as well as within intra-corporate transfers.

Labor immigrant

An immigrant being hired by the employer to do works for an individual in the territory of the Republic of Kazakhstan.

Asylum seeker (AS)

A foreign citizen or stateless person who has expressed a desire to apply for asylum in the Republic of Kazakhstan before the authorized body makes a final decision on his application for “Refugee” status designation.

Services

A business immigrant is an immigrant who arrived for the purpose of carrying out entrepreneurial activity in accordance with laws of the Republic of Kazakhstan.

A C5 visa is a visa type to do works for business immigrants. The service of receiving a letter -application for C5 visa extension for business immigrants shall be reviewed at entrepreneurship and industry divisions of the regions and cities of a selected region stated in the application.

The visa can be extended for up to 2 years.

The Required documents:

  1. A company business project
  2. Bank statement showing the availability of funds in the company's account
  3. Purchase and sale agreement (if any)
  4. Lease agreement with the owner (if any)
  5. A copy of identity card of a foreign worker
  6. Documents confirming a company registration and contribution of authorized capital

Statutory Legal enactments

A list of required documents

To issue a certificate:

  1. An application for an issue of a certificate in an approved form in the language of application, with translation into Kazakh or Russian
  2. A copy of identity card of a foreign citizen
  3. A copy of document confirming employment, certified by a notary, as well as its translation into Kazakh or Russian

To extend the validity of the certificate:

  1. An application for an extension of the certificate in an approved form in the language of application, stating information about the employer, including the name, business identification number or individual identification number of the employer
  2. A certificate previously issued by an authorized body
  3. A copy of employment agreement

To re-issue a certificate:

(in the case of change of surname, first name, patronymic (if any), document number and series)

  1. An application in any form for re-issuing a certificate
  2. A copy of the document, with changes to the last name, first name, patronymic, number and series of the document certifying the identity of a foreign citizen or stateless persons

An asylum seeker is a foreign citizen or a stateless person who has expressed a desire to apply for asylum in the Republic of Kazakhstan before the authorized body makes a final decision on his application for “Refugee” status designation.

For foreign citizens

Foreign labor force foreign workers hired by employers to do works, including seasonal foreign workers, as well as within intra-corporate transfers.

The procedure for hiring foreign workers is regulated by the Law "On Migration of Population" and Rules and Conditions for issuing or extending permits to employers to hire foreign labor as well as for intra-corporate transfers (Order of Deputy Prime Minister - Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated June 30, 2023 No. 279).

In accordance with paragraph 6 of Article 37-1 of the Law, the number of foreign workers hired by the employer under permits shall match to the percentage ratio to the number of Kazakhstani personnel.

In accordance with paragraph 19 of the Rules, the issuance of permits by the local executive body is carried out subject to the following conditions:

1) the number of citizens of the Republic of Kazakhstan is not less than 70% of the list of employees belonging to the first and second categories (category 1 - managers and their deputies, category 2 - heads of structural divisions) ;

2) the number of citizens of the Republic of Kazakhstan is not less than 90% of the total number of employees belonging to the third and fourth categories (category 3 - qualified specialists, category 4 - qualified workers).

In addition, in accordance with paragraph 27 of the Rules, a permit to hire foreign labor is not issued in the cases where the employer fails to comply with the terms & conditions for local personnel content.

It should be noted that the above point does not apply to:

1) small business entities;

2) government agencies and enterprises;

3) a foreign worker who arrived for self-employment in the Republic of Kazakhstan in accordance with subparagraph 14-5) of Article 11 of the Law of the Republic of Kazakhstan “On Migration of Population”;

4) permits issued within quotas for countries of origin, in the presence of international agreements on cooperation in the field of labor migration and social protection of migrant workers ratified by the Republic of Kazakhstan;

5) representative offices and branches of foreign legal entities with no more than 10 employees.

To obtain permits for the employment of foreign workers, the employer shall submit an application to the local executive body at the place of employment of foreign workers through the web portal of the “e-government” www.egov.kz, www.elicense (the documents required for submitting an application are listed in the appendices).

This application is considered by the local executive body within the time period established by these Rules. Upon the review, the local executive bodies shall forward the application for review to the Committee for issuing Permits for hiring foreign workforce that makes a final decision.

In addition, for the issuance or extension of a permit, the employers are charged a tax fee in accordance with the fee rates for the issuance or extension of a permit to hire foreign workers to the Republic of Kazakhstan approved by the Resolution of the Government of the Republic of Kazakhstan dated April 3, 2018 No. 157 "On establishing fee rates for the issuance or extension of a permit to hire foreign workers to the Republic of Kazakhstan".

To date, the quota for hiring foreign workers has been approved at 0.2% of the workforce and is distributed among the regions, cities of national significance and capital city in the amount of 16.5 thousand units.

On July 1, 2025, 14.8 thousand foreign citizens have worked under permits from the Ministry of Internal Affairs (taking into account previously issued permits) including 8,025 workers under permits issued since the beginning of 2025.

An immigrant hired by an employer to do works for an individual in the territory of the Republic of Kazakhstan.

The procedure for hiring labor immigrants is regulated by Law "On Migration of Population" and Rules for issuing, extending and revoking a permit for a labor immigrant (Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan "On approval of the Rules for issuing, extending and revoking a permit for a labor immigrant" dated April 15, 2022 No. 123).

Labor immigrants are immigrants who arrived in the Republic of Kazakhstan as domestic workers for doing works (services provision) for the employers - individuals in the household based on a labor immigrant permit.

To obtain the permits for the services provision, the labor immigrant shall submit an application jointly with an employer individual (natural person) for the issuance/extension of a permit for a labor immigrant in person at the non-profit joint-stock company "State Corporation "Government for Citizens" or through the web portal of "e-government" www.egov.kz, www.elicense (the required documents for submitting an application are listed in the appendices).

Upon the acceptance, the Service Provider makes shall take the decision on the issue or extension of a permit to a labor immigrant upon the agreement with the territorial internal affairs bodies.

In addition, in accordance with paragraph 2 of Article 360 or paragraph 5 of Article 658 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget", the non-resident labor immigrants shall pay an advance payment of individual income tax on the income received (to be received) during the tax period under the employment agreements concluded in accordance with labor legislation of the Republic of Kazakhstan on the basis of a permit for a labor immigrant.

The advance payment of individual income tax is calculated in the amount of 2 times monthly calculation index (MCI) established in the law on republican budget and effective on January 1 of the corresponding financial year, for each month of the performance of works, services provision of the corresponding period indicated by the non-resident labor immigrant in the application for obtaining (extending) a permit for a labor immigrant.

A quota for hiring labor immigrants for 2025 has been approved at 3% of the workforce and distributed among the regions, cities of republican significance and capital city in the amount of 217.2 thousand units.

In 2025, 6,755 ethnic Kazakhs had returned to their historical homeland and received a “kandas status. In total, 1 million 1,54.8 thousand ethnic Kazakhs have returned to the republic since 1991.

The half of ethnic Kazakhs “Kandas” (45.1 %) who have arrived in Kazakhstan since the beginning of this year are from China, 41.8 % are from Uzbekistan, 5.4% are from Turkmenistan, 2.4 % are from Russia, 2.8 % are from Mongolia and 2.5% are from other countries.

As of July 1, 2025, the number of ethnic migrants of working age is 59.9%, minors 30.9% and pensioners 9.2%.

Of the working-age candidates, 16% have higher education, 27.1% have secondary specialized education, 54.6% have general secondary education, and 2.3 % have no education.

The arriving ethnic Kazakhs settled in various regions of the republic.

At the same time, for the ethnic Kazakhs “Kandas” resettlement the following regions with labor shortages have been identified: Akmola, Abai, Kostanay, Pavlodar, Atyrau, West, East and North Kazakhstan regions.

The ethnic Kazakh “Kandas” admission quota in the resettlement regions for 2025 is 2,309 people. As of July 1, 2025, there have been 1,092 ethnic Kazakhs “Kandas” resettled to the resettlement regions.

The ethnic Kazakhs “Kandas” resettling in the above-mentioned regions are provided with state support measures in the form of a relocation subsidy - a one-time payment of 70 times MCI (275.2 thousand tenge) for a family head and each family member; a monthly subsidy within a 12 month period in amounts from 15 to 30 MCI (from 58.9 to 117.9 thousand tenge) will be allocated for housing lease and utilities pay-off.

Since the beginning of the year, various support measures have been provided to 494 ethnic Kazakhs “kandas”. In particular, 188 people have been permanently employed.

At the same time, in order to increase the effectiveness of voluntary resettlement, institutional measures have been taken to support employers involved in the resettlement of citizens to the northern regions. An economic mobility certificate has been introduced for the purchase, construction of housing or to cover part of the down payment on mortgage housing loans at one time on a gratuitous and non-refundable basis in the amount of 50% of the cost of housing or up to 4.56 million tenge per family.

In accordance with paragraph 1 of Article 112 of the Social Code, job seekers and/or unemployed persons, candidates, and employers have the right to participate in measures to facilitate voluntary resettlement to increase labor mobility.

According to paragraph 3 of Article 112 of the Code, labor mobility centers assist in the voluntary relocation of individuals to a new place of residence to ensure employment:

1) within one region – from rural settlements with low economic capacity to the rural settlements, single-industry towns, cities of district (regional) significance with high economic development capacity;

2) to the regions determined by the Government of the Republic of Kazakhstan, within regional quotas for the admission of migrants and ethnic Kazakhs “kandas” in accordance with legislation of the Republic of Kazakhstan in the field of migration, that provide for voluntary resettlement.

Also, according to paragraph 4 of Article 112 of the Code, state support for voluntarily resettling persons includes:

1) provision of financial aid to individuals and members of their families in the form of relocation subsidies of 70 times MCI (275.2 thousand tenge) for family head and each family member, housing lease cost reimbursement, as well as subsidies for utilities pay-off from 15 to 30 times MCI (from 59 to 118 thousand tenge), as well as economic mobility certificates of no more than 1,160 times MCI per family, when the employee’s relocation is carried out at the employer’s expense;

2) provision of company-owned housing or rooms in dormitories, excluding the cases where the employer provides the employee with corporate own residential premises;

3) vocational training if there is a need from the employer;

4) assistance in employment and entrepreneurial initiative in the new place of residence.

5) assistance in finding employment with employers participating in voluntary resettlement measures to increase labor mobility, with the provision of employment subsidies.

A voluntary resettlement is proceeded within a quota established by Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan for 2025, and it is set for 9,653 people including 2,309 ethnic Kazakhs “Kandas” and 7,344 re-settlers.

The Government of the Republic of Kazakhstan has designated the following regions for migrants’ resettlement: Karaganda, Akmola, Abai, Kostanay, Pavlodar, Ulytau, East Kazakhstan and North Kazakhstan regions.

To be included into the regional quota and receive subsidy, the applicants shall submit an application electronically through the portal www.migration.enbek.kz.
