4. Question:

Is there a guarantee that the obligations of a government institution will be fully fulfilled after a contract has been concluded?

Answer:
In accordance with the budget legislation of the Republic of Kazakhstan, civil law transactions of government institutions enter into force only after their mandatory registration with the State Treasury authorities, except for transactions that are not subject to registration. Such registration is carried out in accordance with the financing plan for obligations for the relevant fiscal year.

The obligation of a government institution to make payment under a civil law contract for the procurement of goods, works, or services arises after an authorized representative of the institution signs the relevant document (delivery note, certificate of completion of works, or certificate of services rendered) established by the legislation of the Republic of Kazakhstan and confirming the actual delivery of goods, performance of works, or provision of services.

Based on the above, government institutions assume and fulfill their obligations in accordance with the budget legislation of the Republic of Kazakhstan.
