In legal terms disability is a degree of limitation on a person's life activities due to a health condition that results in a persistent impairment of bodily functions. To receive disability status, a person must undergo a medical examination by specialized specialists. If persistent impairments are present, medical advisory board of health facility refers the person for a medical and social examination, filling in a report on Form No. 031/у.

The basis for recognizing a person as a person with a disability is the simultaneous presence of the following mandatory conditions:

1) health problems with persistent disorders of body functions;

2) limitation of life activities (complete or partial loss of a person’s ability or opportunity to perform self-care, move independently, navigate, communicate, control one’s behavior, study or engage in work activities);

3) the need to implement social protection measures.

It is worth noting that age-related changes in the body are not grounds for establishing a disability group.

The status of a person with a disability is the basis for receiving social support measures provided by law.

Fringe benefits

Persons with disabilities are entitled to price-offs when purchasing train tickets:

  • 50% - on socially significant routes;
  • up to 70% - on commercial routes.

Benefit or free of charge travel on public transport is also provided (at the discretion of local authorities).

Persons with disabilities are exempt from public fees:

  • when applying to courts and notary offices;
  • when receiving duplicate birth certificates;
  • when preparing documents in the field of intellectual property;
  • when receiving passports, identity cards, vehicle registration plates (except for high-demand plates).

Financial payments

Persons with disabilities can receive three cash payments types:

  1. State benefits are provided to all individuals with disabilities. The amount depends on the disability category and subsistence minimum:
    • Group I — 2.20 minimum allowance;
    • Group II — 1.76 MA;
    • Group III - 1.20 MA.
  2. Payments from the State Social Insurance Fund (SSIF) are for employed citizens for whom insurance deductions were made. The amount depends on income, the degree of disability, and the length of insurance coverage.
  3. Disability insurance payments are awarded if the disability arose as a result of an injury at work or an occupational disease, provided that the employee has accident insurance coverage.

Tax benefits

According to the Tax Code, persons with disabilities of all three groups are entitled to a standard tax deduction of 882 monthly calculation indices (MCIs) per year.
If an employee is entitled to multiple deductions simultaneously, their total amount cannot exceed this limit.

Persons with disabilities of groups I and II with indefinite status are exempt from mandatory pension contributions, but can make them voluntarily by submitting a corresponding application to their employer.
Also, all persons with disabilities are exempt from paying contributions for compulsory health insurance.

Additionally, they are exempt:

  • from transport tax (for one vehicle with an engine of up to 4000 cm3, if it is not transferred for use to another person);
  • from land tax;
  • from property tax (on objects worth up to 1,500 MCI).

Social rehabilitation

Persons with disabilities can undergo sanatorium resort treatment through the social services portal under an individual habilitation and rehabilitation program (IHRP) , developed by territorial division of authorized body in the field of social protection of population, taking into account medical contraindications.

Also, persons with disabilities can receive hygiene products, prostheses, orthopedic products, mobility aids (canes, walkers , wheelchairs) and deaf-technical devices (for the hearing impaired) at the expense of the budget.

Personal assistant services are provided to individuals with first-group disabilities, who have moving difficulty or who have severe visual impairments, musculoskeletal functions, respiration or circulation, as well as after amputations in accordance with the individual habilitation and rehabilitation program for individuals with disabilities.
A sign language interpreter is available for individuals with hearing impairments.

Training and employment of persons with disabilities

Personal assistant services are available for those with severe visual, musculoskeletal, respiratory, or circulatory impairments, as well as after amputations.

In addition, persons with disabilities can undergo retraining and vocational training and participate in employment programs.
They are provided with access to infrastructure, transportation, and information, as well as priority treatment in healthcare, cultural, communications, and service institutions.

How to apply for benefits and allowances

You can receive allowances and benefits:

  • via the egov.kz portal or the eGov Mobile application;
  • in person - at the branch of state corporation "Government for Citizens" .

To go through registration you will need:

  • an application of established form;
  • an identity card;
  • extract from individual rehabilitation program;
  • disability certificate;
  • if required, a representative's document;
  • Bank account details for payments transfer.
