  • stay calm and strictly do the tasks assigned.

Prior to the flood (well in advance)

1. Information provision:

  • Find out whether your district (city, settlement) is in the flood risk zone.
  • Follow the weather forecasts and warnings from the local authorities.
  • In the rural areas, it is required to create a single WhatsApp messenger group for prompt information provision.
  • Pay attention to warnings: Stay informed about information provided by the local authorities and media. Pay close attention to the hydrological forecasts and flood warnings.
  • Teach the children the required actions and explain where the one should go if the child is outside home during the emergency.

2. Prepare household:

  • Check the condition of the roof, walls, windows and doors.
  • Move the valuables, appliances and documents to the upper floors or shelves.

During the flood

  1. Listen to the official notifications:
    • Use the radio, television or Internet, social networks to get information.
  2. If it is accessible to evacuate:
    • Abandon a danger zone immediately, following the rescuers’ instructions.
    • Close the windows, doors, turn off the gas, water and electricity.
    • Extinguish the heating stoves that are on.
    • Warn your neighbors and help the children, elderly, and disabled.
    • Follow the requirements of the Ministry of Emergency Situations and the Ministry of Internal Affairs when evacuating.
    • Turn off the gas supply.
    • Before evacuating a private residential premise, unchain the pets.
  3. If you have stayed at home:
    • Move to the upper floors or roof.
    • Do not approach the windows or go outside unless there is need.
    • You need to take measures to enable rescuers to find you in a timely manner: during daylight hours, hang a white or colored cloth in a high, visible place; at night, give light signals.
  4. Be careful on the street:
    • Do not cross the flood waters: the water depths of 15–20 cm may knock a person off their feet.
    • Avoid using your car: the water can hide the road damages.
    • Avoid crossing the bridges and footbridges as they may be destroyed or flooded.
    • Avoid walking on the flooded streets as the water may hide dangerous objects (debris, holes, etc.).
    • If the car dies out in the water, leave it immediately.

After the flood

  1. Returning home:
    • Do not enter premises if there is a risk of its collapse.
    • Check your home for damage to gas pipes, electrical systems, and structures.
  2. Disinfection:
    • Clear your house of dirt and debris.
    • Disinfect everything that was exposed to the floodwater.
  3. Beware of dangers:
    • Do not use water from wells or taps until officially permitted.
    • Be careful with electrical appliances - make sure they are dry.
    • If there is an outbreak of infections in your area, follow health service recommendations for vaccination or preventive measures.
  4. Get assisted:
    • Contact your local authorities for information about compensation or assistance.
    • Please, report any infrastructure or security issues.

What the suffered from the flood should do?

Algorithm

  1. Those suffered who have had material damage within thirty (30) calendar days from the emergency date shall submit an application for compensation of material damage to the local executive body (“akimat” mayor office).
  2. The following should be attached to the application for compensation of damage: a copy of identity document of the suffered; a list of lost or damaged property that was damaged from the moment of the occurrence of a natural emergency or during the period of liquidation of the emergency.
  3. The applications and documents shall be registered by the local executive body (“akimat” mayor office) in the register of applications for compensation of material damage, with the issuance of a receipt to the suffered certifying the documents receipt.
  4. The application for compensation of material damage will be reviewed within fifteen (15) business days from the documents receipt date by the local executive body (“akimat” mayor office).
  5. The local executive body (“akimat” mayor office) within ten (10) business days from the application registration date shall arrange a damage assessment by an assessor. The suffered shall determine the time and place of the assessment, after which the suffered shall be familiarized with the assessment report.
  6. Once the assessor has issued a conclusion, within three (3) business days the local executive body (“akimat” mayor office) shall take a decision on funds disbursement agreed upon with the authority on budget execution of the region, city of republican significance, capital, district and city of regional significance.
  7. The payment shall be proceeded to the suffered within thirty (30) calendar days once the appropriate decision is made.
