How to be attached to the outpatient facility?

The one can be attached to the outpatient facility at the place of permanent or temporary residence, taking into account the right to freely choose PHC facility within one administrative-territorial unit (settlement, rural settlement, city, district in the city of regional significance, cities of republican significance, capital city).

The one can be attached to the outpatient online through the e-government portal. In this case, the one shall receive a notification (a slip) of attachment or a reasoned rejection in the form of an electronic document in the “Personal Account”, signed with EDS of the PHC facility.

Immigrant workers are entitled to be attached to the outpatient facility based on the voluntary health insurance or presumptive health insurance. To do that, the one needs to write an application in the outpatient facility, submit an identity card and a VHI (Voluntary health insurance) or PHI. At the same time, the outpatient facility attachment will remain effective until the expiration of the VHI (Voluntary health insurance) or IHI (imputed health insurance) agreement.

How to apply to the Social Health Insurance Fund?

Аpply to the Social Health Insurance Fund (via “E-Otinish”) with an application for eligibility for the health care in the compulsory health insurance system, submitting the following documents:

  • For foreigners who permanently reside on the territory of the Republic of Kazakhstan - permanent residence permit;
  • For immigrant workers from the EAEU countries: a copy of the employment agreement, temporary residence permit;
  • For family member of the immigrant worker from the EAEU countries: a copy of the spouse’s employment agreement, temporary residence permit, marriage certificate.

What medical services are provided to foreigners free of charge?

Ethnic Kazakhs “Kandas”, refugees, as well as foreigners and stateless persons who permanently reside on the territory of the Republic of Kazakhstan are entitled to receive a guaranteed state benefit package along with the citizens of the Republic of Kazakhstan.

Foreigners and stateless persons who temporarily stay in the Republic of Kazakhstan, asylum seekers are entitled to receive a guaranteed state benefit package in relation to diseases that pose a danger to the others.

Who can participate in the compulsory social health insurance system of the Republic of Kazakhstan?

Foreigners and stateless persons who permanently reside on the territory of the Republic of Kazakhstan, as well as ethnic Kazakhs “Kandas”, have eligibility and responsibility in the compulsory social health insurance system along with the citizens of the Republic of Kazakhstan.

Foreigners and members of their families (spouse and children) who temporarily stay on the territory of the Republic of Kazakhstan in accordance with the conditions and terms of international treaty ratified by the Republic of Kazakhstan, have eligibility and responsibility in the compulsory social health insurance system along with the citizens of the Republic of Kazakhstan, unless otherwise provided for by laws or international treaties.

Consequently, foreigners from the EAEU (Russian Federation, Republic of Belarus, Kyrgyz Republic, Republic of Armenia, Republic of Kazakhstan ) member countries who are temporarily staying on the territory of the Republic of Kazakhstan are required to pay contributions on the same basis as the resident employees of the Republic of Kazakhstan, and the employers pay contributions for such employees to the Fund.

The non-working family members of the foreign employees from the EAEU member countries that are temporarily staying in the territory of the Republic of Kazakhstan have to pay compulsory health insurance contributions as an individual payer in the amount of 5 percent of the minimum salary established for the corresponding financial year by the law on the republican budget (in 2025, 4250 tenge per month)
