What has to be known about public participation budget “PPB”?

What is it? PPB is public participation in the allocation of local budget funds.

Residents themselves put forward landscaping ideas, work them out to the level of projects, then select the winners by online voting. The project unites residents around a local problem, engages neighbors in discussions, allows them to figure out in detail how best to equip a yard, park or square.

In this material we will consider how to participate in the Public Participation Budget?

The Rules for developing Local Budgets outline the basic provisions for the “Public Participation Budget” implementation. The amount of funds provided for all the ideas is at least 10% of the housing and communal services budget.

However, the amount has changed annually.

The upper cost value of idea implementation (project proposal) is :

  • in the cities of republican significance (Astana, Almaty, Shymkent) - 25,000 times MCI, in 2023 is about 85 million tenge;
  • in the cities of regional significance – 15,000 times MCI, in the year of 2023 is about 50 million tenge.
  • In the cities of district significance – 1500 times MCI, in the year of 2023 is about 5 million tenge.

How to apply for a PPB project?

On the page of mayor office of the city in the “Public Participation Budget” service the following shall be provided:

  • fill out an application (project proposal name, its description, address/location);
  • attach if there is an indicative photo/sketch/diagram and cost estimate of the project proposal (approximate sketches or estimates from the Internet or any other open sources are permitted).

A well-designed and detailed project proposal indicating estimated amount/sketch/diagram shall increase the chances of the residents.

The proposal must meet the following criteria:

  1. a public use facility, with no access restrictions;
  2. the location of the facility must be on the territory of the district/city in which the implementation is planned, on the space of public use;
  3. the location must be within the competence of the mayor office;
  4. the proposal must be current for residents of the district/city.

After all the requests are received, Expert councils in each district/ city Mayor office will be created.

Information on each project is indicated in the vote access minutes and published by the district/city mayor offices on the official mayor office page www.gov.kz.

Furthermore, based on the reviewed proposals reworked by the proposal’s authors, the district mayor offices shall publish the vote access minutes on the official mayor office page www.gov.kz.

 

 

Where to go for obtaining information?

The “Public Participation Budget” service was introduced on the Unified Platform of Internet Resources of Government Bodies (www.gov.kz).

On the page of mayor offices of the cities in the “Public Participation Budget” service, everyone can track in real time the proposed “projects” of the residents, indicating the statuses, timelines, number of votes, etc.

In the case of absence of a website of the mayor office of the city of district significance, the PPB is implemented through the local community gatherings.

Almaty city has its own internet site for the PPB needs - budget.open-almaty.kz.

How do I vote for the project?

To be able to vote in the "Public Participation Budget " service, you must first log in on the website. Authorization takes place through the portal eGov.kz , i.e. you can log in via EDS, password + SMS or QR code.

How do I vote for the project?

– Go to the page of the project you like and click on the "Vote" button there.

If the vote is successful, your vote will be added to the current counter on the selected project after a short period of time.

Note that the user can only vote for one project from the entire list of PPB projects, so you need to be careful when choosing. The cast vote cannot be canceled.

The next stage is the district/ city mayor office shall generate and publish the vote results minutes on the portal. After that, budget requests for the project proposals implementation are generated in accordance with the budget legislation.

What can be offered within the PPB framework?

A PPB participant can submit a project proposal for residential improvement.

Next, the expert council considers the project proposal for practical feasibility, local residents vote for the proposed ideas on the mayor office portal, a competitive bidding is announced for the winners, the mayor office attracts a contractor and, finally, the ideas are implemented with the allocated budget funds. At the same time, the mayor offices retain the opportunity to detail all the PPB processes implementation with regard to local characteristics and realities.

Akimats publish information on the acceptance of project proposals on the official Internet resource and in the mass media until January 15.

From January 20 to March 1, project proposals are received from residents.

Expert Council is a consultative and advisory body initiated by mayor office to consider the project proposals.

Expert Council analyzes the received project proposals by April 5.

Residents are voting electronically until April 24.

Further, the expert council will make a corresponding decision no later than April 30.

The residential inhabitants can offer the ideas that relate to:

  • The landscaping of the territory;
  • The arrangement of the sidewalks;
  • The construction and repair of the sidewalks, ramps, irrigation ditches;
  • The building, repair and lighting of the public places (parks, squares, pedestrian areas and other facilities);
  • The repair of the curbs, paving stones, retaining walls;
  • The discard of the landfills;
  • The installation and repair of the gazebos, benches, trash cans, equipment and structures for children’s games and adult recreation in public areas;
  • The installation, repair and lighting of the sports (gym fields, football, basketball, volleyball fields), children's playgrounds in the courtyard areas and public areas;
  • The sanitation arrangements.
