Who is eligible for a “military product” mortgage loan

Military personnel in the Republic of Kazakhstan receive housing payments from the state, which are used to cover rental housing expenses. The Ministry of Defense of the Republic of Kazakhstan, together with Otbasy Bank JSC, reached an agreement to relaunch the “Әскери баспана” mortgage program with preferential lending terms for military personnel.

The housing programs for lending to military personnel — “Әскери баспана” and “Наурыз Әскери” — were launched in November 2025.

In this article, we will explain who is eligible to apply for a military mortgage.

Military mortgage terms

  1. “Әскери баспана” Program:
  1. Purpose of the loan – purchase of secondary (resale) housing;
  2. Down payment – from 20% to 50% of the loan amount;
  3. Interest rate – 18% per annum;
  4. Maximum loan amount – up to KZT 50,000,000;
  5. Loan term – up to 19 years.
  1. “Наурыз Әскери” Subprogram:
  1. Purpose – purchase of primary housing that has been commissioned;
  2. Down payment – from 0% to 50% of the loan amount;
  3. Maximum loan amount:
  • With a down payment from 0% to 20%:
    • up to KZT 36,000,000 for the cities of Astana and Almaty;
    • up to KZT 30,000,000 for other regions;
  • With a down payment from 20% to 50% – up to KZT 80,000,000;
  1. Interest rate – 9% per annum;
  2. Loan term – up to 19 years.

Reference Information:

Under the “Наурыз Әскери” subprogram of the “Наурыз” program, there is a requirement that recipients of housing payments and their family members (spouse and minor children) must not own residential property within the territory of the Republic of Kazakhstan. In addition, there must be no cases of disposal (sale or transfer) of residential property by the recipient or their family members within the last five (5) years.

This requirement is обусловлено тем, что the “Наурыз” program is a state-subsidized social housing program aimed at improving housing conditions for families for whom the purchased dwelling will be their first home.

Who can count on getting a military mortgage

State housing payments are provided to employees of eight government agencies:

  1. National Security Committee of the Republic of Kazakhstan;
  2. Ministry of Defense of the Republic of Kazakhstan;
  3. National Guard of the Republic of Kazakhstan;
  4. State Guard Service of the Republic of Kazakhstan;
  5. Ministry of Internal Affairs of the Republic of Kazakhstan (not the entire personnel);
  6. Prosecutor General’s Office of the Republic of Kazakhstan, including the Military Prosecutor’s Office;
  7. Ministry of Emergency Situations of the Republic of Kazakhstan;
  8. Agency for Financial Monitoring of the Republic of Kazakhstan.

Payments go to special accounts of employees. Most of them are open in the Otbasy bank.

The account holder independently disposes of payments:

  • can collect money on a deposit in Otbasy bank in order to get a loan in the future;
  • can transfer the entire amount or partially to pay for rental housing;
  • can use payments to pay off a mortgage loan.

Recipients of housing payments will be able to purchase their own housing through participation in the system of housing construction savings.

In order to become a member of the housing savings system, you need to open a special deposit in Otbasy Bank and after a certain period receive a loan at a rate from 0% to 18% per annum.

Housing can be bought in any city in the country.

Housing benefits can only be used to purchase a home once.

Housing payments can be directed to both rental housing and savings in Otbasy bank at the same time.

Housing payments:

  • Not subject to withdrawal to the budget;
  • Cannot be pledge, except for preliminary / interim loans of Otbasy bank;
  • They cannot be seized for other obligations of the owner of this account;
  • Another second-tier bank cannot make payment claims for this money to pay off overdue debts on loans issued.

In order to use housing payments as savings and receive bank remuneration and state premiums on them, it is necessary to open a special deposit to which housing payments or part of them will be transferred from a personal special account.

To open a personal special account and deposit you need:

  • Identity card;
  • Certificate of the recipient of housing payments (issued by the Housing Commission at the place of service);
  • Tripartite housing benefit agreement (issued by the employer).

The recipient of housing payments, when opening a personal special account and deposit, must have a mobile phone with him in order to receive an OTP-code (one-time password).
