Who is entitled to a housing certificate

For families with low income, the city halls (akimats) provide a housing certificate for the purchase of housing. The certificate can be issued for the purchase of housing under the mortgage program approved by the National Bank of the Republic of Kazakhstan or the state housing construction program.

A housing certificate is provided to cover a portion of the down payment on home mortgage loans.

The procedure for providing a housing certificate

The housing certificate is valid within the relevant territorial unit of the local executive body, except in cases of purchase of housing in suburban areas of Astana and Almaty.Housing can be bought on the territory of the region, which includes the akimat in which you are standing in line.

Initially, the applicant submits to the second-tier bank a written notification of the intention to obtain a housing certificate.

An application for a housing certificate is submitted

  • to the office of the administration under the Akimat in charge of employment and social security, construction, housing relations (Administrator);
  • through the Non-profit Joint Stock Company "State Corporation Government for Citizens" (hereinafter - NJSC).

In case of an application through the Administrator, the Responsible employee checks their completeness, reliability and compliance of the applicant's status with the List. Calculates the need for financial resources within 3 (three) working days and sends the applicant a decision on approval or a reasoned refusal.

In case of applying through the NJSC, the employee checks the completeness, reliability of documents, compliance of the applicant's status with the List and sends them to the Administrator - on the day of receipt. The Administrator calculates the need for financial resources within 2 (two) working days and sends the decision on approval or a reasoned refusal to the applicant through the NJSC.The Applicant applies to the Administrator to conclude an agreement on the provision of a housing certificate (hereinafter referred to as the Agreement) - within 2 (two) working days from the date of receipt of the decision.

In the case of providing social assistance, an Agreement is concluded between the applicant and the Administrator - within 2 (two) working days from the date of the applicant's application. After the date of conclusion of the agreement, the amounts of the housing certificate are transferred to the applicant's escrow account/savings account no later than 1 (one) business day.

In the case of providing social support in the form of a budget loan, an agreement is concluded between the applicant, the Administrator and the attorney (agent) - in 3 (three) working days. During this period, a loan agreement on the provision of a budget loan is concluded.

The conditions for the provision, repayment and servicing of budget loans are set out in the loan agreement. The fulfillment of obligations under a budget loan is secured by collateral, with the exception of collateral for housing purchased under the mortgage program and housing construction program, a written guarantee, surety or other method.

The administrator enters into an assignment agreement with the attorney (agent).

The contract of assignment provides for the conclusion by the attorney (agent) of a loan agreement with the recipient of the housing certificate, monitoring his financial condition, transferring the amount of the housing certificate, keeping records of the repayment of the budget loan to the account of the Administrator. The attorney (agent) transfers the amount of the housing certificate to the applicant's escrow account/savings account no later than 1 (one) business day after the day of conclusion of the loan agreement.

Upon receipt of the amount of the housing certificate, the Bank enters into a bank loan agreement with the applicant, a mortgage agreement (pledge agreement).

The applicant, within 5 (five) working days after the registration of a mortgage housing loan using a housing certificate, provides the Administrator (attorney (agent) with a copy of the bank loan agreement and mortgage agreement (pledge agreement).

In what cases housing certificate is issued

A housing certificate in the form of social assistance can be issued if the income of each family member over the past 6 months does not exceed the 3,1 subsistence minimum per month.

In 2024, the subsistence minimum is 43 407 tenge.

The social assistance is provided free of charge and non-refundable.

A housing certificate in the form of a budget loan is provided if the income exceeds more than the 3,1 subsistence minimum for each family member for the last 6 months.

That is, the certificate is issued with the average income of more than 134 561,7 tenge (the subsistence minimum in 2024 is 43 407 tenge).

The social support in the form of the budget loan is provided

  • for up to 15 (fifteen) years
  • at the remuneration rate of 0.01% per annum.

Who can get a housing certificate

Local representative bodies (maslikhats) of regions, cities of republican significance, the capital, districts (cities of regional significance) determine the size and list of categories of recipients of housing certificates.

Housing certificates can be provided in the form of

  • social assistance
  • social support in the form of a budget loan.

Housing certificates are provided within the funds provided in local budgets for the corresponding financial year.

In case of insufficient funds, an announcement on the termination of the issuance of housing certificates is published.
