Who is entitled to a housing certificate

For families with low income, the city halls (akimats) provide a housing certificate for the purchase of housing. The certificate can be issued for the purchase of housing under the mortgage program approved by the National Bank of the Republic of Kazakhstan or the state housing construction program.

A housing certificate is provided to cover a portion of the down payment on home mortgage loans.

In what cases housing certificate is issued

A housing certificate in the form of social assistance can be issued if the income of each family member over the past 6 months does not exceed the 3,1 subsistence minimum per month.

In 2025, the subsistence minimum is 46 228 tenge.

The social assistance is provided free of charge and non-refundable.

A housing certificate in the form of a budget loan is provided if the income exceeds more than the 3,1 subsistence minimum for each family member for the last 6 months.

That is, the certificate is issued with the average income of more than 143 306,8 tenge (the subsistence minimum in 2025 is 46 228 tenge).

The social support in the form of the budget loan is provided

  • for up to 15 (fifteen) years
  • at the remuneration rate of 0.01% per annum.

Who can get a housing certificate

Local representative bodies (maslikhats) of regions, cities of republican significance, the capital, districts (cities of regional significance) determine the size and list of categories of recipients of housing certificates.

Housing certificates can be provided in the form of

  • social assistance
  • social support in the form of a budget loan.

Housing certificates are provided within the funds provided in local budgets for the corresponding financial year.

In case of insufficient funds, an announcement on the termination of the issuance of housing certificates is published.

The procedure for providing a housing certificate

The housing certificate is valid within the relevant territorial unit of the local executive body, except in cases of purchase of housing in suburban areas of Astana and Almaty.Housing can be bought on the territory of the region, which includes the akimat in which you are standing in line.

Initially, the applicant submits to the second-tier bank a written notification of the intention to obtain a housing certificate.

An application for a housing certificate is submitted

  • through the Non-profit Joint Stock Company "State Corporation Government for Citizens" (hereinafter - NJSC).

The responsible employee checks their completeness, accuracy and compliance of the applicant's status with the List. Calculates the need for financial resources within 3 (three) business days and sends the applicant the decision on approval or a reasoned refusal.

The service provider, along with a positive notification, sends an agreement on the provision of a housing certificate in the form of an electronic document to the applicant's "personal account" on the web portal, which is signed by the parties with an electronic digital signature within 3 (three) business days. In the case of providing social support in the form of a budget loan, the agreement is concluded between the applicant, the service provider and the attorney (agent) within 3 (three) business days.

During this period, the attorney (agent) concludes a loan agreement with the applicant on the web portal with an electronic digital signature for the provision of a budget loan for a period of up to 15 (fifteen) years at an interest rate of 0.01% per annum.

Additional terms for the provision, repayment and servicing of budget loans are established in the loan agreement.

The service provider concludes an agency agreement with the attorney (agent) on the web portal with an electronic digital signature. The agency agreement provides for the attorney (agent) to conclude a loan agreement with the recipient of the housing certificate, monitor its financial status, transfer the amount of the housing certificate, and maintain records of the repayment of the budget loan to the service provider's account. The attorney (agent) transfers the amount of the housing certificate to the applicant's escrow account/savings account no later than 1 (one) business day after the date of conclusion of the loan agreement. Upon receipt of the housing certificate amount, the Bank enters into a bank loan agreement and a mortgage agreement (collateral agreement) with the applicant. The applicant, within 5 (five) working days after the registration of the mortgage housing loan using the housing certificate, provides the Administrator (attorney (agent) with a copy of the bank loan agreement and the mortgage agreement (collateral agreement).
