The Academy of Public Administration under the President of the Republic of Kazakhstan was established by the Decree of the President of the Republic of Kazakhstan on May 31, 2005 for the purpose of training, retraining and advanced training of civil servants.
The Academy of Public Administration under the President of the Republic of Kazakhstan is the only higher educational institution in the country that provides training, retraining and advanced training for civil servants.

Admission is granted to individuals who, at the time of application, are political servants, corps "A" civil servants, or corps "B" civil servants of at least the A-3, B-3, C-3, C-O-2, D-3, D-O-2, or E-2 categories, or civil servants holding leadership positions in law enforcement or specialized government agencies at the central or regional level, or at least at the operational-tactical level of a military command body of the Armed Forces or military educational institutions. Admission requires at least five years of public service experience, including at least three years in leadership positions, or at least three years in leadership positions in medium-sized or large businesses, the quasi-public sector, international, foreign, transnational organizations, or foreign government agencies.
- Individuals who, at the time of application, are civil servants in Corps B holding at least the A-4, B-4, C-3, C-O-4, C-R-2, D-3, D-O-3, D-R-3, E-3, ER-1 (head of department), E-R-2, or E-G-2 ranks, or civil servants holding leadership positions in law enforcement or special government agencies at the central or regional level, or at least the operational-tactical level of a military command body of the Armed Forces or military educational institutions, are eligible. Admission requires at least four years of public service experience, including at least one year in managerial positions, or at least three years in managerial positions in medium-sized and large businesses, the quasi-public sector, international, foreign, transnational organizations, or foreign government agencies.
- Applicants who have at least three years of functional experience in international cooperation within the public service system and who, at the time of application, are civil servants of the Ministry of Foreign Affairs of the Republic of Kazakhstan or central government bodies and local executive bodies responsible for the development and/or implementation of international cooperation policy, or who hold a higher education degree in International Relations, International Law, Translation Studies, or Global Economy, with at least three years of public service experience, are eligible for state educational support.
- Under a state educational order, applicants are civil servants of central and local government agencies responsible for developing and/or implementing HR policies in the civil service or the integrated HR management system of a government agency, with at least three years of civil service experience in these areas, or with a higher education degree in human resources management with at least three years of civil service experience.
- Admission under the state educational order is open to individuals who, at the time of application, are civil servants of central government agencies and local executive bodies, entrusted with the formation and/or implementation of policy in the areas of regional development and/or local self-government development, and who have at least three years of public service experience in these areas.
- Admission under the state educational order is open to individuals who, at the time of application, are civil servants of central government agencies and local executive bodies, entrusted with the formation and/or implementation of policy in economic sectors and finance, and who have at least three years of public service experience in these areas.
