How to enter the Academy of Public Administration under the President of the Republic of Kazakhstan

Master's degree educational programs:

With a training period of 1 year on the job:

For the Master's degree program "Public Administration – Master of Public Administration" with a period of study of one year on the job:

 - according to the state educational order, persons who are political employees, civil servants of the "A" corps and civil servants of the "B" corps at the time of submitting documents are allowed (group of categories "A" – A-1, A-2, A-3, group of categories "B" – B-1, B-2, B-3, category group "C" – C-1, C-2, C-3), employees of interregional and regional divisions of central state bodies and their departments, divisions of central state bodies in cities of republican significance, the capital (C-O-1, C-O-2, C-O-3), regional executive bodies, executive bodies of cities of republican significance, capitals financed from the local budget (group of categories "D" – D-1, D-2, D-3, D-O-1, D-O-2, group of categories "E" – E-1, E-2), civil servants holding senior positions of law enforcement or special state bodies of the central or regional levels, or not lower than the operational and tactical level of the military management body of the Armed Forces or military educational institutions, and having at least two years of experience in a senior position in the civil service or at least three years on senior positions in subjects of medium-sized, large enterprises, quasi-public sector, international, foreign, transnational organizations or foreign government agencies;

 - at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least two years of senior position experience at the time of filing documents are allowed.

For the Master's degree program "International Relations – Master of International Relations" with a study period of one and a half years on the job:

- according to the state educational order, persons who, at the time of submitting documents, are civil servants of the Ministry of Foreign Affairs of the Republic of Kazakhstan, or structural divisions of central state bodies and their territorial divisions, local state bodies of the Republic of Kazakhstan dealing with issues of international cooperation with at least two years of public service experience in this Ministry or the specified structural divisions are allowed;

 - at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least two years of general experience at the time of filing documents are allowed.

For the Master's degree programs "Human Resource Management – Master of Human Resource Management" and "Regional Development – Master of Regional Development" with a one-year study period on the job:

- according to the state educational order, persons who, at the time of filing documents, are civil servants with at least two years of public service experience are allowed;

 - at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least two years of general experience at the time of filing documents are allowed.

For the Master's degree programs "Public Policy – Master of Public Policy" and "Economics – Master of Economics" with a study period of one and a half years on the job:

- according to the state educational order, persons who, at the time of submitting documents, are civil servants with at least two years of public service experience are allowed;

- at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least two years of general experience at the time of filing documents are allowed.

For the Master's degree program "Executive MPA – Executive Master of Public Administration – Public Administration" with a period of study of one year on the principle of modular training for persons who are not civil servants:

- at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons who have at least two years of experience in a managerial position at the time of submitting documents are allowed.

For the Master's degree program "Regional Development – Master of Regional Development" with a one-year study period based on the principle of modular training for persons who are not government employees:

- at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least two years of general experience at the time of filing documents are allowed.

 For the doctoral degree programs "Public Administration – Doctor of Public Administration", "International Relations – Doctor of International Relations" and "Economics – Doctor of Economics" with a three-year study period on the job:

- according to the state educational order, persons who have at least five years of public service experience at the time of submitting documents are allowed;

- at the expense of other sources of financing not prohibited by the legislation of the Republic of Kazakhstan, persons with at least five years of general experience at the time of filing documents are allowed.

Persons who have mastered professional training programs of higher education are accepted to the Master's program.

Persons who have mastered the professional training programs of the master's degree are accepted to the doctoral program.

Acceptance of documents for training in master's and doctoral programs is carried out through the information system of the Academy. List of documents required for admission to the Academy:

1. scanned version of the direction of the state body. Are not provided by persons applying for tuition on a paid basis.
2. scanned version of the identity document;
3. scanned version of the document on higher education with an appendix (for admission to master's degree) or a copy of the document on postgraduate education with an appendix (for admission to doctoral studies);
4. QAZAQ RESMI TEST Certificate (https://www.qrt.kz/ru) or KAZTEST (http://kazakhtest.kz), confirming the level of proficiency in the state language not lower than level B1, with the exception of foreign citizens;
5. for applicants for doctoral and Master's degree programs "International Relations – Master of International Relations" one of the international certificates confirming the level of foreign language proficiency in accordance with the pan-European competencies (standards) of English language proficiency with the results:
6. for civil servants of the Republic of Kazakhstan – a track record certified by the personnel service at the place of work; for other applicants – a document confirming employment;
7. for applicants for doctoral programs – a draft research proposal (hereinafter referred to as the draft research plan);
8. electronic application signed with an electronic digital signature.

• to the Master's degree - IELTS not less than 4.0 points, TOEFL IBT not less than 32 or TOEFL ITP not less than 343 points, TOEIC not less than 405 points, Duolingo English Test not less than 65 points;
• for doctoral studies - IELTS at least 5.5 points, TOEFL IBT at least 46 points, TOEFL ITP at least 460 points or TOEIC at least 550 points, Duolingo English Test at least 95 points.
  

If YOU are NOT a CIVIL SERVANT, but you want to get an education in the field of public administration, then you have a chance to study at the Academy on a paid basis, having 2 years of general experience for a master's degree, at least 5 years of general experience for doctoral studies.
