How to enter the Academy of Public Administration under the President of the Republic of Kazakhstan

at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, entities of the quasi-public sector, deputies of maslikhats who have at least two years of experience in managerial positions at the time of submitting documents.

• The educational program in the specialized direction of the master's degree "Executive MBA - Executive Master of Business Administration - Business Administration" with a duration of one year on the principle of modular training:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, entities of the quasi-public sector, deputies of maslikhats who have at least two years of experience in managerial positions at the time of submitting documents.

• Civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least three years of experience in the field of international cooperation or with a higher education in the specialties of “International Relations”, “International Law”, “Translation Studies” or “ World Economy” with a total experience of at least three years are admitted to the educational program in the scientific and pedagogical direction of the master's degree “International Relations - Master of International Relations” with a duration of study of two years with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan.

• The educational program in the specialized direction of the Master's degree "Strategic Human Resource Management - Master of Strategic Human Resource Management" with a duration of study of one and a half years with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector, who at the time of submitting documents have at least three years of experience in the field of human resources management or in the presence of higher education in the specialty in the field of human resources management with a total of at least three years of experience.

• The educational program in the specialized direction of the Master's degree "Regional Development - Master of Regional Development" with a duration of study of one and a half years with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector, who at the time of submitting documents have at least three years of experience in the field of regional development and / or local government development.

• The educational program in the scientific and pedagogical direction of the Master's degree "Economics - Master of Economics" with a duration of study of two years with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least three years of experience in the economic sectors and the financial sector, or with a higher education in the field of economics and finance with a total experience of at least three years.

• For the educational program in the specialized field Master's degree program "Digital Public Administration - Master of Digital Public Administration" with a duration of study of one year with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, are admitted to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least three years of experience in the field of digitalization, informatization, artificial intelligence or with a higher education in the field of information and communication technologies with a total experience of at least three years.

• The educational program in the specialized direction of the master's degree "Digital Analytics and Artificial Intelligence in the Public Sector - Master of Digital Analytics and Artificial Intelligence in The Public Sector program , with a one-year full-time study period:

- from other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and quasi-public sector entities with at least three years of experience in the fields of data analytics, strategic planning, monitoring and evaluation, statistics, forecasting, digitalization, preparation of analytical materials, public policy research, or application of artificial intelligence, or in the presence of a specialized higher education in the relevant areas with a total of at least three years of experience.

• The educational program in the specialized direction of the master's degree "Regional Development - Master of Regional Development" with a one-year study period on the principle of modular training:

• Civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least five years of experience in the field of international cooperation or with a higher education in the specialties of “International Relations”, “International Law”, “Translation Studies” or “ World Economy” with a total of at least five years of experience are admitted to the doctoral educational program (PhD) “International Relations – Doctor of International Relations” with a period of study of three years with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan.

• The doctoral (PhD) educational program "Doctor of Public Administration" with a three-year period of study with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least five years of total experience at the time of submitting documents.

• The doctoral (PhD) educational program "Economics - Doctor of Economics" with a three-year period of study with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, is open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least five years of experience in the sectors of the economy and the sphere of finance, or in the presence of higher education in the field of economics and finance with a total experience of at least five years.

• The doctoral (PhD) educational program "Digital Public Administration - Doctor of Digital Public Administration" with a three-year period of study with time off from work:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, are open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least five years of experience in the field of digitalization, informatization, artificial intelligence or in the presence of higher education in the field of information and communication technologies with a total of at least five years of experience.

• The doctoral (PhD) educational program "Digital Public Administration - Doctor of Digital Public Administration" with a three-year period of study on the principle of modular training:

- at the expense of other sources of funding not prohibited by the legislation of the Republic of Kazakhstan, are open to civil servants, representatives of subordinate organizations financed from the state budget, and entities of the quasi-public sector with at least five years of experience in the field of digitalization, informatization, artificial intelligence or in the presence of higher education in the field information and communication technologies with a total experience of at least five years.

• Admission to the Master of Public Administration program, a one-year full-time program, is permitted under a state educational order.

Admission is granted to individuals who, at the time of application, are political servants, corps "A" civil servants, or corps "B" civil servants of at least the A-3, B-3, C-3, C-O-2, D-3, D-O-2, or E-2 categories, or civil servants holding leadership positions in law enforcement or specialized government agencies at the central or regional level, or at least at the operational-tactical level of a military command body of the Armed Forces or military educational institutions. Admission requires at least five years of public service experience, including at least three years in leadership positions, or at least three years in leadership positions in medium-sized or large businesses, the quasi-public sector, international, foreign, transnational organizations, or foreign government agencies.

• Admission to the Master of Public Policy program in the scientific and pedagogical field, with a two-year full-time program, is permitted under a state educational order.

- Individuals who, at the time of application, are civil servants in Corps B holding at least the A-4, B-4, C-3, C-O-4, C-R-2, D-3, D-O-3, D-R-3, E-3, ER-1 (head of department), E-R-2, or E-G-2 ranks, or civil servants holding leadership positions in law enforcement or special government agencies at the central or regional level, or at least the operational-tactical level of a military command body of the Armed Forces or military educational institutions, are eligible. Admission requires at least four years of public service experience, including at least one year in managerial positions, or at least three years in managerial positions in medium-sized and large businesses, the quasi-public sector, international, foreign, transnational organizations, or foreign government agencies.

• Applicants for the Master of International Relations program in the scientific and pedagogical field, which requires two years of full-time study:

- Applicants who have at least three years of functional experience in international cooperation within the public service system and who, at the time of application, are civil servants of the Ministry of Foreign Affairs of the Republic of Kazakhstan or central government bodies and local executive bodies responsible for the development and/or implementation of international cooperation policy, or who hold a higher education degree in International Relations, International Law, Translation Studies, or Global Economy, with at least three years of public service experience, are eligible for state educational support.

• The Master of Strategic Human Resource Management program, which requires a full-time, one-and-a-half-year course of study, is open to:

- Under a state educational order, applicants are civil servants of central and local government agencies responsible for developing and/or implementing HR policies in the civil service or the integrated HR management system of a government agency, with at least three years of civil service experience in these areas, or with a higher education degree in human resources management with at least three years of civil service experience.

• The educational program in the specialized field of study "Regional Development - Master of Regional Development" with a duration of study of one and a half years with time off from work:

- Admission under the state educational order is open to individuals who, at the time of application, are civil servants of central government agencies and local executive bodies, entrusted with the formation and/or implementation of policy in the areas of regional development and/or local self-government development, and who have at least three years of public service experience in these areas.

• The educational program in the scientific and pedagogical field of study "Economics - Master of Economics" with a duration of study of two years with time off from work:

- Admission under the state educational order is open to individuals who, at the time of application, are civil servants of central government agencies and local executive bodies, entrusted with the formation and/or implementation of policy in economic sectors and finance, and who have at least three years of public service experience in these areas.

Acceptance of documents for master's and doctoral degree programs is carried out through the information system admission.apa.kz.

The list of documents required for admission to the Academy:

• referral from a government agency (for civil servants);
• electronic copy of an identity document;
• scanned version of a document on higher (for admission to a Master's program) or postgraduate (for admission to a Doctoral program) education with an appendix; QAZAQ RESMI TEST (https://www.qrt.kz/ru) or KAZTEST (http://kazakhtest.kz) certificate, not lower than level B1 (except for foreign citizens);
• For applicants to the MPP, MIR, DIR, DPA, DE, DDPA, DDPAm programs, one of the international certificates (IELTS, TOEFL IBT or TOEFL ITP, TOEIC) with the following results:
• MPP, MIR - IELTS no less than 4.0 points, TOEFL IBT no less than 29 points or TOEFL ITP (LEVEL 1) no less than 343 points, TOEIC no less than 405 points, Duolingo English Test no less than 60 points;
• DIR, DPA, DE, DDPA, DDPAm - IELTS no less than 5.5 points, TOEFL IBT no less than 46 points, TOEFL ITP (LEVEL 1) no less than 417 points or TOEIC no less than 550 points, Duolingo English Test no less than 95 points;
• A work record downloaded from the unified automated database (information system) on civil service personnel, or certified by the HR department at the place of work (for the civil service);
• for other applicants – a document confirming work experience;
• for applicants for educational programs requiring confirmation of functional experience, a job description and regulations on the structural unit, certified by the HR department at the place of work, are additionally required;
• a draft research proposal (for doctoral studies);
• an application signed with an an electronic digital signature.
• For foreign citizens, a scanned version of the application.
