How to enter the Academy of Public Administration under the President of the Republic of Kazakhstan

If YOU are NOT a CIVIL SERVANT, but you want to get an education in the field of public administration, then you have a chance to study at the Academy on a paid basis, having 2 years of general experience for a master's degree, at least 5 years of general experience for doctoral studies.

6. the possibility of obtaining a 2-degree education on the basis of partner universities (USA, UAE, Finland);
7. trilingual education: Kazakh, Russian, English, including enhanced language training with the possibility of subsequent certification: Professional English for International Relations, French for a diplomat (MIR);
8. attracting leading foreign and Kazakhstani experts, practitioners of public administration and the diplomatic service to teach certain disciplines;
9. development of social and professional networking, peer learning;
10. provision of a room in the House of a young civil servant;

Persons who have mastered professional training programs of higher education are accepted to the Master's program.

Persons who have mastered the professional training programs of the master's degree are accepted to the doctoral program.

Acceptance of documents for training in master's and doctoral programs is carried out through the information system of the Academy. List of documents required for admission to the Academy:

1. scanned version of the direction of the state body. Are not provided by persons applying for tuition on a paid basis.
2. scanned version of the identity document;
3. scanned version of the document on higher education with an appendix (for admission to master's degree) or a copy of the document on postgraduate education with an appendix (for admission to doctoral studies);
4. QAZAQ RESMI TEST Certificate (https://www.qrt.kz/ru) or KAZTEST (http://kazakhtest.kz), confirming the level of proficiency in the state language not lower than level B1, with the exception of foreign citizens;
5. for applicants for doctoral and Master's degree programs "International Relations – Master of International Relations" one of the international certificates confirming the level of foreign language proficiency in accordance with the pan-European competencies (standards) of English language proficiency with the results:
6. for civil servants of the Republic of Kazakhstan – a track record certified by the personnel service at the place of work; for other applicants – a document confirming employment;
7. for applicants for doctoral programs – a draft research proposal (hereinafter referred to as the draft research plan);
8. electronic application signed with an electronic digital signature.

• to the Master's degree - IELTS not less than 4.0 points, TOEFL IBT not less than 31 or TOEFL ITP not less than 310 points, TOEIC not less than 120 points, Duolingo English Test not less than 60 points;
• for doctoral studies - IELTS at least 5.5 points, TOEFL IBT at least 46 points, TOEFL ITP at least 433 points or TOEIC at least 550 points, Duolingo English Test at least 95 points.
  

Master's degree educational programs:

With a training period of 1 year on the job:

• "Public Administration";
• "Human Resource Management";
• "Regional Development";

With a training period of 2 years on the job:

• "Public Policy ";
• "Economics";
• "International Relations".

With a training period of one year on the principle of modular training for persons who are not civil servants:

• "Public Administration";
• "Regional Development".

Educational programs of doctoral studies:

13. "Economics".

Admission of citizens of the Republic of Kazakhstan, who are civil servants, for training in postgraduate education programs is carried out on a competitive basis within the framework of the state educational order.

Those wishing to enroll in the Academy must meet the following specific requirements:

Applicants for the Master's degree program "Public Administration" with a period of study of one year on the job:

 - according to the state educational order, persons who are political employees, civil servants of the "A" corps and state employees at the time of submission of documents are allowed employees of the building "B" (group of categories "A" - A-1, A-2, A-3), (group of categories "B" - B-1, B-2, B-3), (group of categories "C" - C-1, C-2, C-3), employees of interregional and regional divisions of central state bodies and their departments, divisions of central state bodies in cities of republican significance, the capital (C-O-1, C-O-2, C-O-3), (group of categories "D" - D-1, D-2, D-3), regional executive bodies, executive bodies of cities of republican significance, capitals financed from the local budget (D-O-1, D-O-2), (group of categories "E" - E-1, E-2) and having at least two years of managerial experience;

 For the Master's degree program "International Relations" with a period of study of 2 year on the job:

- according to the state educational order, persons who, at the time of submitting documents, are civil servants with at least two years of public service experience in the Ministry of Foreign Affairs of the Republic of Kazakhstan, or central state bodies and their territorial subdivisions, local state bodies of the Republic of Kazakhstan dealing with issues of international cooperation are allowed;

For the Master's degree programs "Human Resource Management" and "Regional Development" with a training period of one year on-the-job:

- according to the state educational order, persons who are civil servants with at least two years of public service experience at the time of submission of documents are allowed;

For the Master's degree programs "Public Policy" and "Economics" with a two-year study period on the job:

- according to the state educational order, persons who are civil servants with at least two years of public service experience at the time of submission of documents are allowed;

For the educational programs of the Doctoral program "Public Administration", "International Relations" and "Economics" with a period of study of three years on the job:

- according to the state educational order, persons who have at least 5 years of public service experience at the time of submitting documents are allowed;
