How to get housing assistance

Families, citizens of Kazakhstan, who have a small income and spend a significant portion of it on utilities, are entitled to housing assistance from the state.

How to get housing assistance through the CES

In order to receive the notification on housing assistance appointment, it is necessary to come to the branch of NJSC SC "Government for Citizens" (PSC) and apply with the following documents:

  • an identity card;
  • a bank account;
  • invoices on the amount of monthly contributions for the maintenance of a residential building (residential building);
  • utility bills;
  • a receipt-an invoice for telecommunications services or a copy of a contract for the provision of communication services;
  • an invoice on the amount of rent for the use of housing rented by a local executive body in a private housing fund, presented by a local the executive body.

Term of service rendering

Once the application is submitted to the PSC, the notice of housing assistance assignment is issued within 8 working days.

Housing assistance is directed to accounts opened by recipients in second-tier banks.

Which utilities can be compensated for

Everything included in the concept of "utility services" is taken into account for compensation. This invcludes:

  • water supply,
  • sewer,
  • gas supply,
  • power supply,
  • heat supply,
  • garbage disposal,
  • elevator maintenance.

It also includes monthly contributions to the AOC and targeted house maintenance fees paid.

The difference between the current subscription fee and the  fee for a landline phone is also paid.

Families living in a private home and using central heating can count on housing assistance.

The state does not pay for Internet, mobile communication, video surveillance or intercom services.

Housing assistance is compensation for the cost of current utilities.

The aid does not apply to arrears of payment.

Responsibility for revenue information

Applicants themselves are responsible for the information provided.

If it turns out that the applicant concealed his income and received housing assistance without being entitled to it, all the amounts paid will be asked for a refund.

The electronic application has to be attached:

  • invoices on the amount of monthly contributions for the maintenance of a residential building (residential building);
  • utility bills;
  • a receipt for telecommunications services or a copy of the contract for the provision of communication services;
  • invoices on the amount of rent for the use of housing rented by a local executive body in a private housing fund, presented by a local the executive body.

The notice of housing assistance assignment is sent to the "personal account" within 8 working days.

Payment of housing assistance is made to accounts opened by recipients in second-tier banks.

Who will be denied housing assistance

Housing assistance for utilities is not provided for the following reasons:

  • 1) the presence of more than one housing unit;
  • 2) incomplete set of documents;
  • 3) lack of registered housing rights;
  • 4) no registration at the place of residence of the owner;
  • 5) no registration at the place of residence of family members;
  • 6) excess income;
  • 7) not reliable data.

How the housing allowance is calculated

Expenses for the maintenance of a residential building are reimbursed within the limits of the social norm and for the payment of current housing and communal services.

Social norms are the amount of electricity, water, or heat supply that is considered sufficient for one person in a region.

Not the entire amount of utilities is compensated, but the difference between the calculated according to the social norm in the region and the maximum allowable level of expenses in % of the total family income.

An example of a simplified calculation of the amount of housing assistance.

There are 4 people in the family: mother, father and 2 children.

The father receives 50 thousand tenge per month, the mother is a housewife.

Payment for utilities is 15,000 tenge per month, 45,000 tenge per quarter

The maximum allowable level of expenses of the service recipient, established by local representative bodies in the city, is 10%.

  • Let's calculate the total family income for the quarter: 50,000 tenge x 3 = 150,000 tenge.
  • We calculate the maximum allowable level of expenses for public services for 3 months in the amount of 10% of total income: 150,000 * 0.10 = 15,000 tenge per quarter.
  • The specialist of the Department of employment and social programs performs an automated calculation and calculates the standard calculation for utilities, taking into account the approved social norms in the city: 10,000 tenge per month, 30,000 tenge per quarter.
  • We calculate the amount of housing assistance: 30,000 tenge (the quarterly amount of the standard calculation for public services) - 15,000 tenge (the quarterly amount of the established maximum allowable level of expenses for utilities) = 15,000 tenge per quarter.

This is the amount the family will receive as compensation

What is "housing assistance"

Housing assistance is defined as the difference between the amount of payment for the management of a condominium facility and the maintenance of the common property of a condominium facility, including major repairs of the common property of a condominium facility, consumption of utilities and communication services in terms of increasing the subscription fee for a telephone connected to a telecommunications network, use of housing from the public housing stock and housing rented by a local the executive body in the private housing fund, and the maximum allowable level of expenses of the service recipient for these purposes, established by local representative bodies, no more than 10%.

Which family income is taken into account in determining the housing allowance

Any funds received from any source - salaries, pensions, alimony, allowances and income from personal subsidiary or dacha plots - are counted as income.

The exceptions are private cases and lump-sum allowances for funeral, birth-related and financial and material assistance to low-income students.

The income of all family members is recorded for the quarter preceding the quarter in which they apply for housing assistance.
