On the portal you can get the service in several ways:

Using EDS:

3. Fill all sections of e-request

4. Sign a request with digital signature 

5. In personal account ("History of obtained services") familiarize with notification on your request processing status, which will be sent within the stated period.

Public Corporation:
Individuals

Documents required for submission to "Government for Citizens" Public Corporation":

  1. Information about a recipient's bank account number opened in second-tier banks or organizations engaged in certain types of banking operations.

The Public Corporation employee receives a written consent of a service recipient to use the information constituting a legally protected secret contained in information systems when providing public services, unless otherwise provided by the laws of the Republic of Kazakhstan

When a service recipient applies to the Public Corporation or to a service provider through a third party or legal representative, in addition to the above documents, a third party or legal representative should submit the following:

  1. A copy of an ID document of a third party or legal representative and an original copy for verification.
  2. An original copy of power of attorney or its notarized copy, or a document confirming a legal representative status.

A copy of an ID document of a service recipient is also notarized (provided that notarization is carried out in the state of residence).

Service recipients who in accordance with the tax legislation of the Republic of Kazakhstan have:

  1. The right to apply a tax deduction to income in the form of pension payments from the Unified Pension Savings Fund and provide relevant supporting documents when applying to the Public Corporation.
  2. The right to apply income adjustments or tax deductions to income in the form of pension payments and in addition to the list of documents specified in this appendix, provide an application in the form approved by a service provider, as well as relevant supporting documents when contacting a service provider.

If there is information in the information systems of the government agencies of the Republic of Kazakhstan received by the Public Corporation and a service provider confirming the right of a service recipient to apply income adjustments or tax deductions to income in the form of pension payments, provision of the above relevant supporting documents is not required.

When a service recipient applies to a service provider by means of postal communication, a service recipient` ID document as well as a service recipient`s signature in an application are notarized (provided that notarization is carried out in the state of residence).

Service Provider
Individuals

Documents required for submission to State agency:

  1. Information about a recipient's bank account number opened in second-tier banks or organizations engaged in certain types of banking operations.

The Public Corporation employee receives a written consent of a service recipient to use the information constituting a legally protected secret contained in information systems when providing public services, unless otherwise provided by the laws of the Republic of Kazakhstan

A service recipient having a disability of the first and second groups established indefinitely, should submit the following when contacting a service provider:

  1. Information about a recipient's bank account number opened in second-tier banks or organizations engaged in certain types of banking operations.

A service recipient, who is a foreigner or a stateless person who has left for permanent residence outside the Republic of Kazakhstan, should submit the following when contacting a service provider:

  1. An application.
  2. A copy of foreign passport and an original copy for verification, unless otherwise provided by international treaties ratified by the Republic of Kazakhstan.
  3. Information about a service recipient's bank account.

A service recipient, who is a family member of a deceased person with pension savings or a person who carried out the burial, should submit the following when contacting a service provider:

  1. An application.
  2. A copy of death certificate of a person with pension savings and an original copy for verification.
  3. Information about a bank account of a family member of a deceased person having pension savings or a person who carried out the burial.

A service recipient, who is a heir to pension savings of a deceased person, should submit the following when contacting a service provider:

  1. An application.
  2. A notarized copy of death certificate of a deceased person having pension savings.
  3. An original copy or a notarized copy of certificate of inheritance or an original copy or a notarized copy of agreement on division of inherited property/a court decision that has entered into legal force.
  4. Information about a service recipient's bank account.

Service recipients who in accordance with the tax legislation of the Republic of Kazakhstan have:

  1. The right to apply a tax deduction to income in the form of pension payments from the Unified Pension Savings Fund and provide relevant supporting documents when applying to the Public Corporation.
  2. The right to apply income adjustments or tax deductions to income in the form of pension payments and in addition to the list of documents specified in this appendix, provide an application in the form approved by a service provider, as well as relevant supporting documents when contacting a service provider.

If there is information in the information systems of the government agencies of the Republic of Kazakhstan received by the Public Corporation and a service provider confirming the right of a service recipient to apply income adjustments or tax deductions to income in the form of pension payments, provision of the above relevant supporting documents is not required.

The following documents are to be submitted to a service provider by a service recipient (individual or legal entity) determined by a judicial act that has entered into legal force, in order to receive pension savings of a person who has pension savings in the Unified Pension Savings Fund:

  1. A judicial act that has entered into legal force.
  2. Information about a recipient's bank account (an individual or a legal entity determined by a judicial act).

As to applications registered at the Public Corporation, the Public Corporation informs an applicant about making a pension payment in connection with reaching retirement age by sending an SMS notification to a mobile phone number of a service recipient specified in an application (if any) no later than one business day following the day of transfer of pension payment to a recipient's bank account.

As to applications of persons with disabilities of the first and second groups indefinitely, family members of a deceased person with pension savings, or persons who carried out the burial, foreigners, stateless persons who have left for permanent residence outside the Republic of Kazakhstan, heirs of pension savings of the deceased person registered by the service provider, a service provider informs an applicant about making a pension payment by sending an SMS notification to a mobile phone number of a service recipient specified in an application (if any).

Grounds for refusal to provide the public service established by the laws of the Republic of Kazakhstan

The service provider turns down when:

1) the service recipient provides invalid documents, the recipient does not have pension savings from the service provider, or if he is the recipient according to the established schedule;

2) establishing the unreliability of the documents submitted by the service recipient for the public service receipt and (or) the data (information) contained therein;

3) non-compliance of the service recipient and (or) the submitted materials, data and information necessary for the provision of public services with the requirements established by these Rules;

4) the absence of confirmation of information about the presence of the established disability of the first or second group in the service recipient indefinitely;

5) a negative response of the authorized public body to the request for approval, which is required for the public services provision, as well as a negative conclusion of the examination, research or verification;

6) the absence of the consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", for access to personal data of limited access, which are required for the public service provision.

When the service recipient resolves the ground for the turn-down to provide the public service, the service recipient shall re-apply to receive the public service in the manner prescribed by this Annex.

Grounds for institution of an administrative procedure
  • appeal;
  • initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

  • Full name, IIN, postal address of a natural person, BIN of a legal entity;
  • name of administrative body, official to whom the appeal is submitted;
  • the essence of an appeal;
  • date of filing an appeal;
  • signature of the applicant or his representative;
  • other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

! It is barred to reject the receipt of an appeal.

  1. Once the appeal is submitted, the applicant is issued a receipt containing a unique number, indicating the date and time, last name and initials, and the position of the person who received the appeal.
  2. In the case of non-compliance with the requirements established by Article 63 Code, the administrative body and the official shall indicate to the applicant the requirements the appeal does not comply with, and set a reasonable time limit for bringing it into compliance with the requirements.
  3. Before a decision is made on the administrative case, the applicant may withdraw the appeal on the basis of his written application.

Referring the appeal to an authorized administrative body and official

An appeal received by an administrative body and official whose authority does not include the consideration of this appeal, within no later than 3 working days from the date of its receipt shall refer it to the authorized administrative body and official, with simultaneous notification of the participant in the administrative procedure.

  1. The timeframe of administrative procedure is 15 working days from the date of receipt of an appeal.

! The laws may set the other timeframe for consideration of appeals (For example, according to the Law “On Access to Information” a reply to a written enquiry is provided within fifteen calendar days from the date of receipt of the information by the owner).

  1. The period of administrative procedure may be extended by a reasoned decision of the head of the administrative body for not more than 2 months, consistently the participant in the administrative procedure is notified within 3 working days from the date of extension.

A participant in the administrative procedure has the right to file a complaint the administrative action (inaction) related to the adoption of an administrative act.

If an administrative body and official within the timeframe has not adopted an administrative act or committed an administrative action, then commencing from the date of expiry it is considered that the administrative body and official rejected to adopt the administrative act or commit the administrative action.

The complaint is submitted to the administrative body and official whose administrative act and administrative action (inaction) is being appealed.

An appeal to the court is allowed after a pre-trial appeal. If the law provides for the possibility of going to court without the need to appeal to a higher authority, the administrative act, administrative action (inaction) of the administrative body and official is being disputed, along with the revoke, submit to the court a reasoned position of the head of the higher administrative body and official.

! The Administrative Procedure Code not always rules the procedure of complaint; the industry laws may contain statutes indicating the appeal of the decision in the court, without pre-trial appeal.

  1. A complaint against an administrative act, administrative action (inaction) is submitted to the administrative body and official no later than 3 months from the day when the participant in the administrative procedure became aware of the adoption of the administrative act or the commitment of an administrative action (inaction).
  2. If the deadline is missed for a good reason, at the request of the participant in the administrative procedure, it may be renewed by the body considering the complaint.
  3. Missing the deadline for submitting the complaint is not a basis for rejection to receive the complaint by the body considering the complaint.

! Other laws may establish a special procedure and deadlines for appealing the decisions.

The period for consideration of the complaint is 20 working days from the date of receipt of the complaint.

! Other laws may establish a different period for appealing the decisions of administrative bodies.

For individuals who have reached retirement age in accordance with Clause 1 of Article 207 of the Cod, the payments are made pursuant to the pension payment schedule approved by the Public Corporation.

For family members of a deceased person having pension savings or persons who performed the burial: within 5 working days from the date of documents receipt by a service provider.

For persons with disabilities of the first and second groups, if the disability is established indefinitely; foreigners; stateless persons who have left for permanent residence outside the Republic of Kazakhstan; heirs of pension savings of a deceased person: within 10 working days from the date of documents receipt by a service provider.
