
Documents required for submission to "Government for Citizens" Public Corporation":
A service recipient (or his/her representative based on a power of attorney)
When applying for the public service obtainment, an application is submitted in accordance with Appendix 1.
When applying for the assignment of pension payments from the Unified Pension Savings Fund, basic pension and old-age pension, an application is submitted in accordance with Appendix 2.
An identity document (passport of a citizen of the Republic of Kazakhstan, national ID of a citizen of the Republic of Kazakhstan, certificate of a stateless person, residence permit of a foreigner, kandas certificate issued prior to provision of citizenship of the Republic of Kazakhstan) (for identification).
Certificate of income paid in the currency of the Russian Federation to persons who worked in Russian organizations of the Baikonur complex (if any).
A branch of the Public Corporation gets information on the official exchange rate of the national currency of the Republic of Kazakhstan to foreign currencies established by the National Bank of the Republic of Kazakhstan on the day of application submission for assignment of old-age pension from the official website of the National Bank of the Republic of Kazakhstan.
Certificate of income for the period of labor, entrepreneurial activity, private practice by type of activity, to which, by decision of the Government of the Republic of Kazakhstan, the correction coefficient "0" was applied to the rates of mandatory pension contributions, mandatory occupational pension contributions, as well as for periods of activity, income from which is excluded from the income of an individual subject to taxation, in accordance with Clause 3 of Article 210 of the Social Code of the Republic of Kazakhstan pursuant to Appendix 3.
Documents confirming an applicant's track record:
A marriage certificate (certificate of civil status registration) or a divorce certificate or an extract from vital record about marriage (if a surname of a parent/guardian changes).
When assigning old-age pensions to women who have given birth (adopted) 5 or more children and raised them up to the age of eight, children's birth certificates (or a birth certificate, or a certificate of registration of civil status issued by the civil registration authorities) and documents confirming the fact of raising children are additionally submitted up to the age of eight.
When submitting documents drawn up in a foreign language, a notary attests the correctness of the translation of a document into Kazakh or Russian in accordance with subclause 9) of clause 1 of Article 34, Article 80 of the Law of the Republic of Kazakhstan "On Notary".
Documents that are issued or certified by a competent institution of a foreign state or a specially authorized person, within the competence and in an established form, sealed with the stamp of a foreign state, are accepted only after special certification (legalization or apostille) procedure in the manner provided for by the Rules for legalization of documents, unless otherwise provided by laws and international treaties approved by the Order of the Acting Minister of Foreign Affairs of the Republic of Kazakhstan as of December 06, 2017 No. 11-1-2/576 (registered in the Register of State Registration of Laws and Regulations under No. 16116).
Submission of documents is not required if they can be obtained from state information systems, including from the Digital Documents service.
Notification on assignement (refusal to assign) of old-age pension.
The public service delivery result is issued upon presentation of a national ID during a personal visit of a service recipient (or his/her representative under a power of attorney) based on a slip on receipt of the relevant documents.
Public Corporation informs a service recipient on the decision made by sending an SMS notification to a service recipient`s phone number.
f the service recipient provides an incomplete set of documents in accordance with the list stipulated by paragraph 8 of this list of basic requirements for public service provision and (or) documents with expiry date, as well as the ineligibility of assignment of a state basic pension payment, an employee of State Corporation shall issue a receipt of the rejection to receive an application for appointment of state basic pension payment in the form according to Annex 8 to these Rules.
Upon retrieving information from the information system confirming the fact of relevant payment assignment or submission of application for assignment of payment, an employee of State Corporation shall immediately hand over a receipt certifying the rejection to receive the application in the form according to Annex 7 to these Rules to the applicant.
The service provider rejects to provide the public services on the following grounds:
1) the set of inaccuracy of the documents submitted by the service recipient to receive the public service and (or) data (information) contained therein;
2) the non-compliance of the service recipient and/or documents, data, and information submitted during the public service provision with the requirements established by these Rules.
If the service recipient rectifies the reasons for the rejection to provide the public service, the service recipient applies again to receive the public service in the manner established by this list of basic requirements for the public service provision.
General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
