Documents required for submission to "Government for Citizens" Public Corporation":

A service recipient (or his/her representative based on a power of attorney)

  1. When applying for the public service obtainment, an application is submitted in accordance with Appendix 1.

  2. When applying for the assignment of pension payments from the Unified Pension Savings Fund, basic pension and old-age pension, an application is submitted in accordance with Appendix 2.

  3. An identity document (passport of a citizen of the Republic of Kazakhstan, national ID of a citizen of the Republic of Kazakhstan, certificate of a stateless person, residence permit of a foreigner, kandas certificate issued prior to provision of citizenship of the Republic of Kazakhstan) (for identification).

  4. Certificate of income paid in the currency of the Russian Federation to persons who worked in Russian organizations of the Baikonur complex (if any).

  5. A branch of the Public Corporation gets information on the official exchange rate of the national currency of the Republic of Kazakhstan to foreign currencies established by the National Bank of the Republic of Kazakhstan on the day of application submission for assignment of old-age pension from the official website of the National Bank of the Republic of Kazakhstan.

  6. Certificate of income for the period of labor, entrepreneurial activity, private practice by type of activity, to which, by decision of the Government of the Republic of Kazakhstan, the correction coefficient "0" was applied to the rates of mandatory pension contributions, mandatory occupational pension contributions, as well as for periods of activity, income from which is excluded from the income of an individual subject to taxation, in accordance with Clause 3 of Article 210 of the Social Code of the Republic of Kazakhstan pursuant to Appendix 3.

  7. Documents confirming an applicant's track record:

  • an employment record;
  • certificates issued by archives, electronic copies of archival documents certified by a digital signature of an authorized employee of the state archive or departmental archive or from the place of work in the absence of an employment record or its being damaged, absence of relevant entries in an employment record, presence of corrections, inaccuracies, discrepancies.
  • An academic certificate.
  • Military ID card or certificate issued by the Defense Affairs Department.
  • Birth certificates for children (an extract from a vital record on birth or a certificate of registration of an act of civil status issued by the civil registration authorities).
  • Certificate of rehabilitation issued by the prosecution authorities in accordance with Article 10 of the Law of the Republic of Kazakhstan "On Rehabilitation of Victims of Mass Political Repressions".
  • Certificate on participation in military actions issued by the military commissariat.
  • A court decision confirming the fact and the period of care after a disabled person of first group, a single disabled person of the second group and an elderly pensioner in need of outside help, an elderly person who has reached the age of eighty, a disabled child under the age of eighteen.
  • A document confirming that a spouse of an employee of former Soviet institutions, institutions of the Republic of Kazakhstan, an international organization resides abroad.
  • A document confirming the residence of a spouse of a military serviceman, an employee of a special government agency in areas where there was no possibility of employment in the specialty.
  • A document confirming employment in the country of departure of ethnic Kazakhs who arrived to the Republic of Kazakhstan for permanent residence in their historical homeland.
  • ID documents for children.
  • A marriage certificate (certificate of civil status registration) or a divorce certificate or an extract from vital record about marriage (in case of change of surname) of children.
  • Secondary school certificate for children.
  • A diploma of graduation from a secondary special or higher educational institution or a certificate from an educational institution confirming the education of children.
  • A certificate or notification on death of children (or a vital record of death or a certificate of registration of civil status issued by the civil registration authorities).
  • A document confirming undergoing of military service for children.
  1. A marriage certificate (certificate of civil status registration) or a divorce certificate or an extract from vital record about marriage (if a surname of a parent/guardian changes).

  2. When assigning old-age pensions to women who have given birth (adopted) 5 or more children and raised them up to the age of eight, children's birth certificates (or a birth certificate, or a certificate of registration of civil status issued by the civil registration authorities) and documents confirming the fact of raising children are additionally submitted up to the age of eight.

  1. ID documents for children.

  2. A marriage certificate (certificate of civil status registration) or a divorce certificate or an extract from vital record about marriage (in case of change of surname) of children.

  3. A document confirming training of children in an educational institution.

  4. A certificate or notification on death of children (extract from a vital record of death or a certificate of registration of civil status issued by the civil registration authorities).

  5. Military ID card.

  6. A court decision establishing the fact of upbringing, adoption of a child (children).

  1. When applying for an old-age pension to a person who lived in the zones of extreme and maximum radiation risk, an additional document is submitted confirming the fact of living in the zones of extreme and maximum radiation risk from August 29, 1949 to July 5, 1963 for 5 years.
  2. When establishing guardianship (custodianship), a document confirming the establishment of guardianship (custodianship) is submitted.

When submitting documents drawn up in a foreign language, a notary attests the correctness of the translation of a document into Kazakh or Russian in accordance with subclause 9) of clause 1 of Article 34, Article 80 of the Law of the Republic of Kazakhstan "On Notary".

Documents that are issued or certified by a competent institution of a foreign state or a specially authorized person, within the competence and in an established form, sealed with the stamp of a foreign state, are accepted only after special certification (legalization or apostille) procedure in the manner provided for by the Rules for legalization of documents, unless otherwise provided by laws and international treaties approved by the Order of the Acting Minister of Foreign Affairs of the Republic of Kazakhstan as of December 06, 2017 No. 11-1-2/576 (registered in the Register of State Registration of Laws and Regulations under No. 16116).

Submission of documents is not required if they can be obtained from state information systems, including from the Digital Documents service.

Notification on assignement (refusal to assign) of old-age pension.

The public service delivery result is issued upon presentation of a national ID during a personal visit of a service recipient (or his/her representative under a power of attorney) based on a slip on receipt of the relevant documents.

Public Corporation informs a service recipient on the decision made by sending an SMS notification to a service recipient`s phone number.

Grounds for rejection to provide the public service established by the legislation of the Republic of Kazakhstan

f the service recipient provides an incomplete set of documents in accordance with the list stipulated by paragraph 8 of this list of basic requirements for public service provision and (or) documents with expiry date, as well as the ineligibility of assignment of a state basic pension payment, an employee of State Corporation shall issue a receipt of the rejection to receive an application for appointment of state basic pension payment in the form according to Annex 8 to these Rules.
Upon retrieving information from the information system confirming the fact of relevant payment assignment or submission of application for assignment of payment, an employee of State Corporation shall immediately hand over a receipt certifying the rejection to receive the application in the form according to Annex 7 to these Rules to the applicant.
The service provider rejects to provide the public services on the following grounds:
1) the set of inaccuracy of the documents submitted by the service recipient to receive the public service and (or) data (information) contained therein;
2) the non-compliance of the service recipient and/or documents, data, and information submitted during the public service provision with the requirements established by these Rules.
If the service recipient rectifies the reasons for the rejection to provide the public service, the service recipient applies again to receive the public service in the manner established by this list of basic requirements for the public service provision.

Grounds for institution of an administrative procedure
  • appeal;
  • initiative of an administrative body or official.

 General requirements for the appeal

The appeal submitted in hard copy or electronic form shall indicate:

  • Full name, IIN, postal address of a natural person, BIN of a legal entity;
  • name of administrative body, official to whom the appeal is submitted;
  • the essence of an appeal;
  • date of filing an appeal;
  • signature of the applicant or his representative;
  • other information provided for by legislation of the Republic of Kazakhstan.

If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

! It is barred to reject the receipt of an appeal.

  1. Once the appeal is submitted, the applicant is issued a receipt containing a unique number, indicating the date and time, last name and initials, and the position of the person who received the appeal.
  2. In the case of non-compliance with the requirements established by Article 63 Code, the administrative body and the official shall indicate to the applicant the requirements the appeal does not comply with, and set a reasonable time limit for bringing it into compliance with the requirements.
  3. Before a decision is made on the administrative case, the applicant may withdraw the appeal on the basis of his written application.

Referring the appeal to an authorized administrative body and official

An appeal received by an administrative body and official whose authority does not include the consideration of this appeal, within no later than 3 working days from the date of its receipt shall refer it to the authorized administrative body and official, with simultaneous notification of the participant in the administrative procedure.

  1. The timeframe of administrative procedure is 15 working days from the date of receipt of an appeal.

! The laws may set the other timeframe for consideration of appeals (For example, according to the Law “On Access to Information” a reply to a written enquiry is provided within fifteen calendar days from the date of receipt of the information by the owner).

  1. The period of administrative procedure may be extended by a reasoned decision of the head of the administrative body for not more than 2 months, consistently the participant in the administrative procedure is notified within 3 working days from the date of extension.

A participant in the administrative procedure has the right to file a complaint the administrative action (inaction) related to the adoption of an administrative act.

If an administrative body and official within the timeframe has not adopted an administrative act or committed an administrative action, then commencing from the date of expiry it is considered that the administrative body and official rejected to adopt the administrative act or commit the administrative action.

The complaint is submitted to the administrative body and official whose administrative act and administrative action (inaction) is being appealed.

An appeal to the court is allowed after a pre-trial appeal. If the law provides for the possibility of going to court without the need to appeal to a higher authority, the administrative act, administrative action (inaction) of the administrative body and official is being disputed, along with the revoke, submit to the court a reasoned position of the head of the higher administrative body and official.

! The Administrative Procedure Code not always rules the procedure of complaint; the industry laws may contain statutes indicating the appeal of the decision in the court, without pre-trial appeal.

  1. A complaint against an administrative act, administrative action (inaction) is submitted to the administrative body and official no later than 3 months from the day when the participant in the administrative procedure became aware of the adoption of the administrative act or the commitment of an administrative action (inaction).
  2. If the deadline is missed for a good reason, at the request of the participant in the administrative procedure, it may be renewed by the body considering the complaint.
  3. Missing the deadline for submitting the complaint is not a basis for rejection to receive the complaint by the body considering the complaint.

! Other laws may establish a special procedure and deadlines for appealing the decisions.

The period for consideration of the complaint is 5 working days from the date of receipt of the complaint.

! Other laws may establish a different period for appealing the decisions of administrative bodies.
