Co-operation within the OSCE Parliamentary Assembly

Co-operation between the Parliament of Kazakhstan and the Parliamentary Assembly is developing on the basis of a constructive dialogue between the parliamentarians of Kazakhstan and members of the OSCE PA.

Delegation from the Parliament of Kazakhstan regularly participates in the Annual Sessions, Autumn and Winter Sessions, as well as in conferences and seminars of the Assembly.

An important area of parliamentary diplomacy is the participation of MPs in election observation missions. The OSCE Parliamentary Assembly has on numerous occasions sent election observation missions to Kazakhstan for the elections of members of the Parliament, as well as for the presidential elections.

In their turn, Kazakh parliamentarians as part of the OSCE PA missions participated in the observation of parliamentary elections in Albania, Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the former Yugoslav Republic of Macedonia, Moldova, Russia, Serbia, Tajikistan, Ukraine, Turkey, the United Kingdom and the United States as well as presidential elections in Azerbaijan, Russia, Ukraine and Kyrgyzstan.

A major event in the history of relations between the Parliament of Kazakhstan and the Parliamentary Assembly was the holding of the 17th Annual Session of the OSCE PA in Astana in 2008, during which the Astana Declaration was adopted, emphasising the importance of transparency in political and security matters, economic issues, science, technology and the environment, democracy, human rights and humanitarian issues.

As a result of the 17th session, attended by 600 delegates representing more than 50 European, Asian and American states, international and parliamentary organisations, Kassym-Jomart Tokayev, President of the Senate of the Parliament of Kazakhstan, was elected Vice-President of the OSCE PA.

The holding of the Parliamentary Assembly for the first time in Central Asia was an important and historic event that contributed to the further expansion of the OSCE inter-parliamentary dialogue in the region.

Over the years of co-operation between the Parliament of Kazakhstan and the OSCE PA, the Presidents of the Parliamentary Assembly as well as Vice-Presidents have paid many official visits to Astana. In turn, the leadership of the Kazakh Parliament regularly takes an active part in the annual and seasonal sessions of the OSCE PA.

In 2021, during the Annual session of the Parliamentary Assembly, Askar Shakirov, Deputy Chairman of the Senate of the Parliament of Kazakhstan - was again elected to the post of Vice-President of the OSCE PA. In addition, Shakirov has been the OSCE PA Special Representative on Sustainable Development Goals since August 2021.
