CONFIDENCE AND CONTINUITY
It is well-known that exactly two years ago H.E. Mr. Kassym-Jomart K. Tokayev, the President of the Republic of Kazakhstan, was sworn in and took the highest political office of our state.
Then, vowing to promote trust and confidence about the future, President Tokayev, in accordance with the Kazakhstani people’s hopes and aspirations, announced a Programme entitled “Continuity. Progress. Justice” that will be a solid basis for the gradual formation of a new, intelligible identity of the nation.
It is on the basis of this noble ideal that we can assess and analyse the significant achievements of our country over the past two years. In fact, time has shown that H.E. Mr. Nur-Sultan Nazarbayev, the First President of the Republic of Kazakhstan, the Leader of the Nation (Elbasy) has chosen a noble person who is able to overcome any unexpected challenges for our country, and that His Excellency is fully justified the high confidence in him by the people of Kazakhstan.
Of course, the last two years have not been easy for our country. We experienced some tragic events in Arys, Qordai and Maktaaral, as well as the worldwide pandemic of SOVID-19, which resulted in economic crisis. However, despite such a difficult period, the President has calmly implemented His Excellency’s important initiatives. The National Council of Public Trust was established, topical acute and pressing issues for our country were addressed, the Presidential Personnel Reserve was formed, and measures were taken to improve the plight of teachers and healthcare workers. The President’s personnel decisions and solutions became a shining example of the principle of meritocracy. A number of amendments and additions were made to the Law of the Republic aimed at accelerating the development of democratic processes and reforming the political system of Kazakhstan. At the same time, the fateful laws that put an end to the controversy over elections and land require a special commendation. Hence, the concept of a “State that listens to the voice of the people” (“Listening State”) began to be realized.
In the midst of a real pandemic, despite the crisis, His Excellency President ensured the construction of new hospitals. The governmental measures to support low-income groups were taken immediately after the instruction by the President, thus showing that our state does not leave its citizens in trouble. The decision to allow Kazakhstani citizens to use their pension savings to buy real estate or pay for medical treatment was also a clear demonstration of our state’s concern for the well-being of its people and shown a desire of the leadership of the Republic to alleviate the effects of the crisis for the population. The current situation in the world is well known, and nowadays we have many good achievement comparing to the rest of the globe.
Important initiatives by President Tokayev in the humanitarian sphere have also been successfully implemented. We celebrated the 750th Anniversary of the Golden Horde (self-designated as Ulyq Ulys, lit. ‘Great State’ in Turkic), the 175th birth anniversary of Abai, as well as the 1150th birth anniversary of Al-Farabi. These significant commemoratory events were organized to form a new identity of our nation to become spiritually mature, as well as to revive our values. However, while celebrating these jubilees, we tried to avoid needless large expenditures and unnecessary noise. On the other hand, our country’s authorities have implemented the above initiatives despite the difficult economic situation. In general, it should be noted that President Tokayev pays special attention to the development of literature, art, creativity and culture, because spiritual development of our nation is impossible without them.
At the same time, despite the various forecasts and speculations, the continuity of multivectorness, which was founded by the Leader of the Nation (Elbasy), has been preserved by President Tokayev in the foreign policy. Kazakhstan continues to develop constructive cooperation with its strategic partners, considering, above all, its national interests. Kazakhstan’s international prestige, reputation and authority are constantly growing. In this regard, it is worthy to note the Summit of Heads of State of the Turkic Council, which took place on 31 March 2021 in Kazakhstan. The designation of the historic city of Turkestan as the spiritual capital of the Turkic world at the initiative of the Leader of the Nation (Elbasy) was another important step aimed at further strengthening the international prestige of our country. On the other hand, President Tokayev’s recent address to the leaders of the Eurasian Economic Union (EAEU) countries defined the main directions of the Eurasian cooperation for the next five years.
We believe that preserving the unity of our country and giving impetus to virtue, perfection, goodness and spiritual harmony is the main achievement of the two years of Kassym-Jomart Tokayev’s presidency. It is obvious that the President, who from the very beginning walked the path within His Excellency’s new highest offices “clearly and confidently without undue hurry”. He boldly and courageously, without being deterred by any threat and challenge, led our country for the great future. Hence, His Excellency continued the path of the Leader of the Nation (Elbasy), successfully gracing the “Kazakhstani model of political modernization”, ensuring the duly interlinkages and connectivity. The recent transfer of the powers of the Chairman of the Assembly of the People of Kazakhstan to H.E. Mr. Kassym-Jomart Tokayev by H.E. Mr. Nursultan Nazarbayev, our First President and Elbasy, is the best example of this harmony, cohesion and accord. Therefore, this great path that unites our nation shall be considered as the triumph of continuity that increases our country’s confidence in its bright future.
