General information
December 31, 1991 – the Federal Republic of Germany recognizes the sovereignty of the Republic of Kazakhstan.
February 11, 1992 – establishment of diplomatic relations.
December 1992 – Embassy of Germany to Kazakhstan opens in Almaty.
September 1993 – Embassy of Kazakhstan to Germany opens in Bonn, is relocated to Berlin in 1999.
Since June 2022 – Appointment of H.E. Mr. Nurlan Onzhanov as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Federal Republic of Germany.
Since August 2021 – Appointment of H.E. Ms. Monika Iwersen as Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan.
Political Cooperation
High-level contacts
The President of Kazakhstan, Kassym-Jomart Tokayev, paid an official visit to Berlin on 5-6 December 2019, and a working visit to Munich to attend the Munich Security Conference on 14-16 February 2020.
As German Federal Chancellor Angela Merkel visited Kazakhstan in July and December 2010.
Visits to Kazakhstan: German Foreign Minister Guido Westerwelle (2010, 2012) and Frank-Walter Steinmeier (November 2014).
Visits to Germany: Prime Minister Serik Akhmetov (October 2012), First Deputy Prime Minister Roman Sklyar (October 2019, January 2020, October 2021), Ministers of Foreign Affairs Kanat Saudabayev (2009), Erzhan Kazykhan (July, December 2011), Erlan Idrissov (2013, 2016), Beibut Atamkulov (August 2019), Mukhtar Tleuberdi (January 2020), Special Representative of the President of Kazakhstan for International Cooperation Erzhan Kazykhan (6-7 December 2021).
Interparliamentary relations
Interparliamentary relations are seeing dynamic development, as evidenced by reciprocal visits of the two countries’ parliamentarians. The Speakers of both chambers of Kazakhstan’s Parliament have paid visits to Germany in 2012, 2015, and 2017. In turn, Kazakhstan was visited by the President of the Bundestag Norbert Lammert (2010), Vice-President of the German Bundestag Johannes Singhammer, Honorary Chairman of the Council of Elders of the Left Party of Germany Hans Modrow (September 2015), and Vice-President of the German Bundestag Hans-Peter Friedrich (September 2019).
The parliamentary friendship groups “Kazakhstan-Germany” and “Germany-Central Asia” are standing bodies in the Kazakh Mazhilis and the German Bundestag. On 21 May 2021 Mazhilis deputies (A.Rau, A.Kuspan, and others) held an online-meeting with their German counterparts to discuss interparliamentary cooperation.
Multilateral cooperation
Kazakhstan and Germany actively cooperate within the framework of international organizations such as the UN, the UNHRC, OSCE, and others.
Moreover, in 2007 Germany initiated the development of the EU Strategy for Partnership with Central Asia, and actively participated in the development of the new EU Strategy for Central Asia “New Opportunities for a Stronger Partnership", which was adopted by the Council of the European Union on 17 June 2019.
Kazakhstan is a member of the Bonn Initiative for the Peaceful Settlement of the situation in Afghanistan, put forward by the Federal Republic of Germany in 2001 (as part of the initiative, 2 conferences were held in 2001 and 2011).
Germany was the initiator of the Central Asian Water Initiative (“Berlin Process”, 2008-2019). Germany’s new environmental initiative for the countries of Central Asia and Afghanistan – "Green Central Asia" – was officially launched in January 2020.
