Until sanitary situation improves, restrictions are set for crossing national borders of the Republic of Kazakhstan for foreigners and stateless individuals, except those who are:
- Diplomatic corps personnel and their family members (spouse, wife, their parents, and children);
- Members of the official foreign delegations arriving to the Republic of Kazakhstan upon invitation from the Ministry of Foreign affairs in the Republic of Kazakhstan;
- Members of international organizations, accredited in the Republic of Kazakhstan, and their family members (spouse, wife, their parents, and children);
- Ethnic Kazakhs, with a valid visa to Kazakhstan (category “C10”, “B8”), or documents, confirming their identity, that they are Kazakh nationals (passport, Kazakh ID, birth certificate etc), and their family members (spouse, wife, their parents, and children);
- Members of train and locomotive crews, crews of aircraft and ships and persons participating in railway transportation processes, operations for receiving, delivering and escorting goods, trains carrying goods in international traffic;
- Kazakh airline members, with a confirmed status, and members of their family (spouse, wife, their parents, and children);
- Service personnel of foreign cross-border facilities on the territory of the Republic of Kazakhstan and service personnel of Kazakhstan cross-border facilities on the territory of neighboring states to perform official duties - if there is a certified personal list of employees;
- Citizens of the Russian Federation who are part of military formations, subdivisions and industrial enterprises deployed in the territories leased from the Republic of Kazakhstan and their family members (spouse, wife, their parents, and children) with confirmation of belonging to a military formation (subdivision, industrial enterprise) and related contacts, as well as citizens of the Russian Federation sent to the indicated military formations, subdivisions and industrial enterprises - in the presence of travel certificates issued by authorized state bodies and organizations of the Russian Federation;
- Citizens of the Russian Federation, and their family members (spouse, wife, their parents, and children), traveling to the territory of Baikonur complex and the city of Baikonyr - upon the obligatory presentation of a document / documents confirming the validity of work / service in state bodies and other organizations operating on the complex "Baikonur", as well as those with permanent or temporary registration in the city of Baikonyr;
- Employees of the Intergovernmental Courier Communications of foreign states, upon confirmation of the status;
- Stateless individuals, documented by the Republic of Kazakhstan as stateless, who have earlier left to a foreign state territory, upon their return to Kazakhstan;
- Those who have valid written invitations from scientific organisations in the field of medicine of the Republic of Kazakhstan (according to list, approved by the Health Authority of the Republic of Kazakhstan);
- Documented by a foreign state with a certificate of a stateless person arriving in the Republic of Kazakhstan through air checkpoints for further departure or departure through automobile checkpoints to the country of citizenship, at the request of diplomatic missions and consular offices of their states, subject to their export by agreement and assistance of diplomatic missions and consular offices of these states;
- Arriving due to the death of a family member (spouse, wife, parents, step parents, children, step children, half bother/sister, brother/sister, grandparents, grandchildren) with a valid, confirming documents, and individuals who will assist to the cemetery;
- Arriving for the care of seriously ill family members (spouse, wife, parents, step parents, children, step children, half bother/sister, brother/sister, grandparents, grandchildren), and their underage children, with a valid, confirming documents from medical center about the illness;
- Having residence permits in the territory of the Republic of Kazakhstan and their family members (spouse, spouse, their parents and children) - but no more than 1 time in 30 days;
- Relatives of the citizens of the Republic of Kazakstan - with confirming documents about family relations (spouse, wife, their parents, and children), and their underage children - no more than once in 30 days.
- Students studying in the Republic of Kazakhstan, and arriving to Kazakhstan to extend study visas, student ID card processing, sit examinations, with valid invitation from Kazakh universities. In case, if the individual, matching the following criteria, is a foreigner who is underage, then parental assistance is allowed.
- Drivers carrying out the transportation of persons who, in accordance with this procedure, are allowed to cross the State Border of the Republic of Kazakhstan and evacuation flights;
- Employees (specialists) of companies of social importance, according to the list approved by a specially created Interdepartmental Commission chaired the Deputy Prime Minister of the Republic of Kazakhstan for each individual case;
- Drivers engaged in international cargo transportation (no more than 2 drivers per one cargo vehicle), the supply of automobile and special vehicles within the framework of concluded contracts, including transit through the territory of the Republic of Kazakhstan, in the presence of a driver's license of the corresponding category and owners of goods carrying out agricultural activity - upon submission of documents confirming the implementation of agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);
- Wanted and convicted from among foreigners and stateless persons, transferred (issued) by way of extradition, as well as officers of escort services who receive and transfer them - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan ;
- Crews of sea-going vessels traveling to the Republic of Kazakhstan outside of crews for a change - if there are documents confirming the status and membership of the crews of sea (river) vessels;
- Medical personnel traveling to Kazakhstan to provide medical care at the invitation of state and local executive bodies of the Republic of Kazakhstan, as well as within the framework of humanitarian assistance from foreign states or international organizations.
Allow citizens of the Republic of Kazakhstan to cross the State Border of the Republic of Kazakhstan with a frequency of no more than 1 time in 30 days, while the specified frequency does not apply to the following citizens of the Republic of Kazakhstan:
- The personnel of the diplomatic service of the country and their family members (spouse, wife, their parents and children);
- Members of official delegations of the Republic of Kazakhstan traveling abroad at the invitation of foreign states and agreement of the Government of the Republic of Kazakhstan;
- Employees of international organizations, of which the Republic of Kazakhstan is a member, deployed in the territory of foreign states - upon confirmation of the status of the employee and their family members (spouse, wife, their parents and children);
- Employees of the Intergovernmental Courier Communications of the Republic of Kazakhstan upon confirmation of the status;
- Members of train and locomotive crews, crews of aircraft and ships and persons participating in railway transportation processes, operations for receiving, delivering and escorting goods, trains carrying goods in international traffic;
- Service personnel of foreign cross-border facilities on the territory of the Republic of Kazakhstan and service personnel of Kazakhstan cross-border facilities on the territory of neighboring states to perform official duties - if there is a certified personal list of employees;
- Trraveling abroad for treatment, upon presentation of supporting documents from healthcare institutions (accompanied by no more than two adults), subject to the following documents:- the conclusion of the medical and consulting commission of the territorial outpatient organization to confirm the diagnosis and urgency of treatment, in accordance with the form 026 / y, approved by the order of the Acting Minister of Health of the Republic of Kazakhstan dated October 30, 2010 No. in the field of health care “; - letter of invitation from a foreign medical organization for treatment, with a notarized translation;
- Arriving due to the death of a family member (husband, wife, parents, step parents, children, step children, half bother/sister, brother/sister, grandparents, grandchildren) with a valid, confirming documents, and individuals who will assist to the cemetery;
- Arriving for the care of seriously ill family members (husband, wife, parents, step parents, children, step children, half bother/sister, brother/sister, grandparents, grandchildren), and their underage children, with a valid, confirming documents from medical center about the illness;
- Students studying abroad, and for their departure abroad from the Republic of Kazakhstan to extend study visas, student ID card processing, sit examinations, with valid invitation from abroad universities. In case, if the individual departing, matching the following criteria, is an underage citizen of the Republic of Kazakhstan, then parental assistance is allowed.
- Those traveling abroad for the purpose of carrying out labor activities upon the provision of an employment contract, contract, work permit or other supporting documents for the implementation of labor activities from the host organization or their copies, as well as a permit for the right to enter a foreign country for the specified purposes;
- Drivers carrying out the transportation of persons who, in accordance with this procedure, are allowed to cross the State Border of the Republic of Kazakhstan and evacuation flights.
- Wanted and convicted citizens of the Republic of Kazakhstan, admitted by way of extradition, as well as the officers of escort services who receive and transfer them - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the Committee of the Penal System of the Ministry of Internal Affairs of the Republic of Kazakhstan;
- Crew members of sea-going vessels - if there are documents confirming the status and membership in the crew of sea (river) vessels;
- Leaving the Republic of Kazakhstan for permanent residence in a foreign state and/or those who have immigration visas.
Allow the departure of citizens of the Republic of Kazakhstan to foreign states with which, by the decision of the Government of the Republic of Kazakhstan, direct (regular, irregular charter flights) air communication has been resumed, as well as entry / transit to / through the territory of the Republic of Kazakhstan of foreigners from among citizens of states with whom, by decision The Government of the Republic of Kazakhstan has resumed direct (regular, irregular charter flights) air communication - subject to compliance with visa requirements, unless otherwise provided by international agreements of the Republic of Kazakhstan.
Allow interested state bodies to pass through the border of aircraft and ground equipment involved in the launch campaigns from the Baikonur cosmodrome and activities for the search and evacuation from the landing site of cosmonauts and reentry space objects - subject to the established procedure for issuing permits of state bodies of the Republic of Kazakhstan for crossing the State border and staying on the territory of the Republic of Kazakhstan.
To authorize the Ministry of Foreign Affairs of the Republic of Kazakhstan in agreement (including in the working order) with the Border Service of the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan with an official request from the diplomatic services of foreign states determine the possibility of transit traffic through the Republic of Kazakhstan.
Allow the Ministries of Foreign Affairs, Internal Affairs, Health, in agreement (including in working order) with the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, upon official request of diplomatic missions of foreign states accredited in Kazakhstan, to determine the possibility of entry / exit to / from the territory of the Republic Kazakhstan personnel of foreign diplomatic and consular missions and members of their families, as well as persons invited by foreign diplomatic and consular missions.
Allow a visa-free 24-hour entry-exit for drivers - citizens of the People's Republic of China, carrying out international cargo transportation, to transport to logistics centers located on the territory of checkpoints on the Kazakh side.
To prohibit the transportation of passengers in the seaports of Aktau and Kuryk, with the exception of persons who, in accordance with this procedure, are allowed to cross the state border, as well as foreigners and stateless persons to travel to the country of their citizenship. Transshipment of goods through seaports is carried out strictly in compliance with sanitary and epidemiological standards. It is prohibited for the crew to leave the ships.
