1. General provisions
1.1 The Department of physical culture and mass work is a structural subdivision of the State Institution "Department of Physical Culture and Sports of the Karaganda region"
1.2. The Department of organizational and legal work in its activities is guided by the Constitution of the Republic of Kazakhstan, the Civil Code, the Labor Code, the laws "On Local Public Administration and Self-government", "On Public Service", "On Physical Culture and Sports", "On Combating Corruption", "On Languages in the Republic of Kazakhstan", development programs of the Karaganda region, the strategic development plan of the Department of Physical Culture and Sports of the Karaganda region and other normative legal acts of the President and the Government of the Republic of Kazakhstan, decisions and orders of the akim of the region, by the orders of the head of the State Institution "Department of Physical Culture and Sports of the Karaganda region".
1.3. The department carries out its activities under the direction of the head of the department, is accountable to him and does not have the right to make decisions related exclusively to the jurisdiction of the head of the department. Perform work in close relationship with the management departments, in particular, provide the necessary information to the department of organizational, legal and personnel work.
Main functions
2.1. coordination and carrying out work on the preparation of documents for the timely repair and construction of subordinate sports bases.
2.2. provision of public services "Assignment of a category to sports facilities".
2.2. compilation and maintenance of records of sports facilities of the region.
2.3. preparation of an annual summary report on sports facilities and mass sports.
2.4. the department, within its competence, develops strategic and program documents in the field of mass sports;
2.5. preparation of materials on the instructions of the President and the Government of the Republic of Kazakhstan, Ministries of the Republic of Kazakhstan, preparation of letters, proposals, statements on issues related to the competence of the Department;
2.6. supervising the activities of sports facilities in cities and districts;
2.7. supervising the activities of the departments of education and sports of cities and districts on the development of mass sports;
2.8. implementation of the functions for the development of mass sports assigned to the Department;
2.9. conducting analytical work and monitoring in the field of physical culture and mass management sector.
2.10. supervising activities for the development of mass sports in the education system;
2.11. providing methodological assistance in conducting sports events to educational organizations and labor collectives;
2.12. organization of mass races, flash mobs, promotion of a healthy lifestyle (including through the development of healthy lifestyle projects with their further transfer to the heads of universities and labor collectives);
2.13. work with the mass media in the field of promoting a healthy lifestyle and holding mass sports events.
2.14. supervising activities for the development of mass sports in production teams (schools, universities, technical schools, colleges, etc.);
2.15. performing other functions.
Main tasks
The main tasks of the department are:
3.1. implementation of the work on the implementation of the Strategic Plan of the Department of Physical Culture and Sports of the Karaganda region.
3.2. preparation and implementation of measures for the development of mass sports in the region;
3.3 assigning a category to sports facilities in accordance with the regulatory legal acts of the Republic of Kazakhstan.
3.4. carrying out work on the planning of capital and current repairs of sports schools and facilities.
3.7. collection and compilation of statistical data in the section "sports facilities" and "mass sports".
Department rights
In order to carry out the functions and tasks assigned to the department, it has the right:
4.1. to carry out contacts with external organizations within the framework of their competence;
4.2. to approve and sign documents within the scope of their competence;
4.3. make suggestions for improving the work of the department;
4.4. hold meetings on issues within the competence of the department in agreement with the head of the Department;
4.5. in accordance with the work plan of the Department, participate in the organization and conduct of mass sports events;
4.6. to request and receive from the employees of the institution, subordinate and other organizations the information necessary for the performance of their functions: documents, certificates, calculations and other information necessary for the performance of the assigned duties;
4.7. has the right to involve subordinate organizations for the implementation of the tasks assigned to the department.
4.7. to carry out other activities within its competence for the implementation of the functions and tasks assigned to the department.
