Beibit Oksikbaevich Issabayev was born in 1962 in Almaty region. Graduated from S.M. Kirov Kazakh State University, Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan. By profession – a journalist, an international specialist. He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary, Candidate of Political Sciences.
He started his career in 1985 as an editor of the program "Alatau" of Kazakh television.
From 1987 to 1994 he worked in the system of various media. He was the editor–in-chief of the newspapers "Orken" - "Horizon", the general director of the Kazakh State Broadcasting Company.
From 1994 to 1997 . He held various senior positions in the Akimat of Almaty, was deputy akim of the city.
From 1997 to 2000 – a student of the Diplomatic Academy, Director of the Administration Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 2000 to 2002 – Head of the Government Information Department of the Office of the Prime Minister of the Republic of Kazakhstan.
From 2002 to 2003 – Advisor to the Minister and Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan, National Coordinator of the Republic of Kazakhstan on the activities of the organization "Central Asian Cooperation".
From 2003 to 2008 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Islamic Republic of Pakistan, to the Republic of Turkey and the Republic of Albania concurrently.
From 2008 to 2009 – Vice-Minister of Culture and Information of the Republic of Kazakhstan, then Press Secretary of the President of the Republic of Kazakhstan.
In 2009 and 2019 – Ambassador extraordinary and Plenipotentiary of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Azerbaijan.
From 2019 to 2022 – Head of the Representative Office of the President of the Republic of Kazakhstan in Parliament, Deputy of the Senate of the Parliament of the Republic of Kazakhstan, Chairman of the Committee on Socio-Cultural Development and Science.
Since June 11, 2022 – Akim of the Zhetisu region.
He is married and has three children.
