Announcement of a competition for grant financing of the most promising projects for commercialization of the results of scientific and (or) scientific and technical activities for 2024-2026

State Institution "Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan" announces a competition for grant financing of the most promising projects for commercialization of the results of scientific and (or) scientific and technical activities for 2024-2026.

The beginning of accepting applications: December 19, 2023.

Deadline for the completion of applications: January 22, 2024.

Competitive applications are accepted in electronic form, certified by the electronic digital signature of the members of the project team, the head of the project team and the Applicant through the automated information system (hereinafter - AIS) of the Center of Expertise at the link: www.is.ncste.kz.

KAZNU SCIENTISTS HAVE DEVELOPED A NEW FILTER MATERIAL

Scientists of Al-Farabi Kazakh National University have developed a technology for producing ultra-high molecular weight open-pored polyethylene by foaming under supercritical fluid conditions. The available material for filtration of water and technical or food liquids will improve the quality of domestic products.

The scientific project is led by the head of the Laboratory of Chemistry of Medicines and Organic Synthesis of the Faculty of Chemistry and Chemical Technology of Al-Farabi Kazakh National University, Phd Yerbol Ikhsanov. The scientist has more than 100 scientific publications and five author's certificates.

Ultra-high molecular weight open-porous polyethylene with foaming under supercritical fluid conditions, developed by KazNU scientists, is a new type of material that combines the advantages of high chemical resistance and biocompatibility and filtering ability with comparative simplicity and manufacturability of production.

The material is intended for wide application in various industries. For example, at gas stations, directly in the fuel system of the car, when filtering oils and other liquids from solid inclusions. Due to its high strength, it can be used both as elements of armor protection and in medicine for implantation.

"Our experiments on filtering sunflower oil using a new sample material have shown positive results. Currently, the project is at the stage of completion to a commercial product," said the author of the project, Yerbol Ikhsanov.

Bulat Kenessov was appointed as the new Deputy Chairman of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan

Bulat Kenessov, former Director of the Center of Physical Chemical Methods of Research and Analysis of Al-Farabi Kazakh National University (KazNU), was appointed as the new Deputy Chairman of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan.
B. Kenessov is the graduate of the Faculty of Chemistry and Chemical Technology of KazNU (2003). In 2007, he defended a dissertation for a Candidate of Chemical Science degree, in 2012 he got a scientific title of Associate Professor (Docent), in 2017 – Professor. He had internships in Wageningen University (The Netherlands), Iowa State University (USA), University of Barcelona (Spain) and Gdansk University of Technology (Poland).
He is an author of >100 scientific publications including 26 articles in reputable international journals, of which 13 are in the top journals from the first quartile. His h-indices are 11 (Web of Science) and 13 (Scopus). Under his supervision, 1 dissertation for Candidate of Science degree and 5 Ph.D. dissertations were defended.
He has a letter of thanks from the President of the Republic of Kazakhstan (2019) and is the winner of the Prize of the Foundation of the First President of the Republic of Kazakhstan (2014). He is an active member of the Council of Young Scientists (CYS) under the Ministry of Education and Science of the Republic of Kazakhstan since its inception (2019). Since 2018, he has been conducting a detailed analysis of the publication activity of Kazakhstani scientists, doctoral students and scientific organizations, the results of which are discussed in the CYS and social networks.

The Head of State congratulates the staff of medical research centres

According to the information oublished on the official website of the President of Kazakhstan, the President  Kassym-Jomart Tokayev sent a welcome letter to the teams of the National Scientific Centre of Quarantine Contagious Infections named after Masgut Aikimbayev and the National Centre for Biotechnology.

“I congratulate the staff of the two leading domestic research institutes for their great achievement to develop our own diagnostic test systems for detecting the COVID-19. Thanks to the work of scientists and specialists from the National Scientific Centre of Quarantine Contagious Infections named after Masgut Aikimbayev and the National Centre for Biotechnology, it was possible in a short time to create vital tests that meet all established international standards. Your achievements demonstrate the high competitiveness of the domestic biomedical industry and the prospects of its development in the context of tackling the spread of coronavirus infection in the world. I am sure that the developed tests will help save thousands of Kazakhstan people’s lives and health,” President Tokayev said in his welcome letter.

Kassym-Jomart Tokaev thanked the scientists for their fruitful work, wished them well-being and new achievements.

FROM THE COMMISSION FOR AWARDING THE STATE PRIZE OF THE REPUBLIC OF KAZAKHSTAN IN THE FIELD OF SCIENCE AND TECHNOLOGY NAMED AFTER AL-FARABI

The Commission with responsibility for awarding the State Prize of Kazakhstan in the field of science and technology named after al-Farabi announces the commencement of the competition.

The requirements for entries for the state prize are published in the information and legal system of regulatory legal acts of the Republic of Kazakhstan "Adilet" http://adilet.zan.kz (order of the Minister of Education and Science of the Republic of Kazakhstan dated 31 January 2019 No. 49).

As a result of the introduction of a state of emergency and quarantine throughout the Republic of Kazakhstan, all submissions should be forwarded in electronic format, from 1 to the 30 April 2020.

Works designed in accordance with the previous requirements are accepted from the date of the end of the quarantine until June 1, 2020 personally from the authors or their proxies to the Commission for awarding the state prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi at the address: Nur-Sultan city, "The House of Ministries", entrance no.11, cabinet number 1049, on a closed subjects in cab.924.

The national subscription was provided to Kazakhstan's scientific organisations to access International databases

In order to provide access to international databases for Kazakhstani scientific and educational organizations in 2020 meetings of the Commission on the selection of international databases for the purchase of full-text and abstract databases under the national subscription were held.

Based on the results of the meetings of the Commission for the selection of international databases for the acquisition of full text and abstract databases the following providers were selected:
- abstract databases: Web of Science (Clarivate Analytics) and Scopus (Elsevier);
- Science Direct - full-text  database (Elsevier).

The Commission decided that the proposals submitted by companies such as: Springer and EBSCO did not fully meet the technical specification requirements.

The Head of State got acquainted with the research work of scientists of the National Centre for Biotechnology.

Employees of the Centre presented the President a test system based on polymerase chain reaction (PCR), which was developed by artificial DNA synthesis (without a “live” strain) and allows quickly detect a new type of coronavirus. The high sensitivity of the test system in comparison with foreign diagnostic drugs was confirmed.

Currently, given the need to ensure the biological safety of Kazakhstan and the ability of COVID-19 to adapt to various climatic conditions, scientists of the National Centre for Biotechnology, together with the Research Institute of Biological Safety, have started work on creating a vaccine against coronavirus.

Kassym-Jomart Tokayev highly appreciated the work of biologists and noted the importance of their own developments to improve the competence of Kazakhstan's science.

“In fact, the laboratory is unique for Kazakhstan. We have high hopes for your work. We will help you. The virus itself and its spread have shown that the state should pay more attention to the activities of biological laboratories, medical and sanitary services,” President Tokayev said.

The Head of State recalled the need to comply with the requirements of the quarantine.

“Addressing the citizens, I would like to say that we need to observe the quarantine. On the other hand, people should not panic in any case, because since ancient times, epidemics have avoided those places where optimism and cheerfulness reign, and people do not get discouraged. At the same time, infection affects those who are prone to depression and pessimism, so you need to stick together. As for those infected, they will not be rejected. They will receive appropriate treatment, and we will take care of them and those who are in quarantine,” the President stressed.

Kassym-Jomart Tokayev noted that a large-scale action plan was unveiled at a meeting of the State Commission on a State of Emergency, which includes a package of financial assistance to the population, including business communities.

“The total cost of this package, not including tax preferences and measures to reduce the credit burden, is an unprecedented amount, more than $10 billion. And now we are faced with the task of spending these funds very effectively. We will work it out. The situation is under control, our citizens understand that they are taken care of, and this is the priority of our activities,” President Tokayev concluded up his speech.

During the visiting the Centre, Minister of Education and Science Askhat Aimagambetov, Minister of Health Yelzhan Birtanov, as well as General Director of the National Centre for Biotechnology Yerlan Ramankulov made a report to the President.

Earlier, Russian scientific organizations developed vaccines against avian and swine flu, nodular dermatitis and vector-based brucellosis in a short time. In total, 28 types of vaccines and technologies of diagnostic test systems have been developed. Some of them are supplied to foreign countries.

The 8th meeting of the Kazakh-Chinese Subcommittee for scientific and technical cooperation was held

The 8th meeting of the Kazakh-Chinese Subcommittee for scientific and technical cooperation of the Committee for cooperation between the Republic of Kazakhstan and the People's Republic of China was held in Beijing on May 13th, 2019, at which the agenda for the next two years was agreed with our Chinese colleagues.

The Kazakh delegation was headed by the Vice-Minister of Education and Science of the Republic of Kazakhstan Fatima Zhakypova.

Huang Wei, Deputy Minister of Science and Technology of the People's Republic of China, co-chaired the meeting on behalf of China.

The event was also attended by representatives of the Academies of Sciences of the two countries, the Embassy of Kazakhstan in the People's Republic of China, Kazakhstans higher education institutions, as well as employees of the Ministry of Science and Technology of China.

The Kazakh delegation provided information regarding the policy, status and prospects for the development of science in Kazakhstan. The Chinese delegation provided up to date information in the field of scientific and technological innovation and development, and details regarding the role of the Ministry of Science and Technology in China.

The status of Kazakh-Chinese scientific and technical cooperation was given special attention and Chinese and Kazakh participants attending the meeting presented the results of joint projects in a wide range of areas.

Whist recognising the success which has been achieved, the parties decided to focus their mutual efforts on the priority areas for both countries in the field of science and technology and to introduce, more effective communication between the biannual Subcommittee meetings.

Following the meeting, the parties signed a Protocol and agreed to hold the ninth meeting of the Subcommittee in Kazakhstan in 2021.
