He graduated from the S. Seifullin Kazakh Agro Technical University and the Academy of Public Administration under the President of the Republic of Kazakhstan.
He holds the diplomatic rank of Second Class Counselor.
From 2003 to 2005, he worked in the Department of State Sanitary and Epidemiological Supervision, the Department of Finance, and the Department of Economy and Budget Planning of the city of Astana, holding positions as a chief specialist in the field of finance.
From 2005 to 2025, he served within the system of the Ministry of Foreign Affairs of the Republic of Kazakhstan, holding positions as a leading specialist, chief expert, head of division, deputy director, and director of a department.
Prior to his appointment, he served as Director of the Currency and Financial Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
