Special and Mobilization Training

Special and mobilization training encompasses the systematic tactical-special, physical, and firearms training of personnel within the internal affairs bodies. It includes instruction in lawful and effective actions to ensure the successful execution of operational and combat tasks, including those performed during special operations in crisis situations.

Functions:

To organize and ensure the functioning of the system for tactical-special, physical, and firearms training of internal affairs bodies personnel.
To provide leadership, practical and methodological assistance to special training units of territorial departments, and to facilitate interaction between the Department and other units within the Ministry of Internal Affairs system and the National Guard.
To develop draft legal acts regulating the organization and implementation of tactical-special, physical, and firearms training for internal affairs bodies personnel.
To exercise control over the organization of tactical-special, physical, and firearms training within the central apparatus of the Ministry of Internal Affairs and territorial internal affairs bodies.
To conduct targeted inspections of the state of tactical-special, physical, and firearms training, the level of proficiency of internal affairs bodies personnel, and to participate in comprehensive inspection and control checks.
To organize the summarization of training results in tactical-special, physical, and firearms training within the internal affairs bodies for the academic year.
To organize the administration of physical fitness standards during the admission of candidates for service in the internal affairs bodies.
To organize the training of internal affairs bodies personnel in tactics for action in crisis situations, including those involving countering terrorist acts and attacks on administrative buildings of law enforcement agencies and other state institutions.
To conduct ongoing analysis and debriefing of tactical actions of internal affairs bodies personnel, as well as practical exercises and drills simulating potential actions in various situations, with the compilation of recommendations for the use of more effective methods and techniques.
To provide training in methods of ensuring the personal safety of internal affairs bodies personnel, the security of special equipment, weapons, and ammunition, and to conduct relevant exercises and drills.
To conduct informational work among the personnel of the internal affairs bodies on the necessity of strict adherence to the rule of law, especially in the use of weapons, special equipment, and physical force, as well as on preventing instances of abuse of official authority.
To interact with the Department of Personnel Policy in the latter's development of departmental orders, instructions, and other legal acts regulating issues of professional training of internal affairs bodies personnel (during attestation).
To interact with the "Dynamo" Physical Culture and Sports Society on matters of organizing championships, sports days, and national tournaments in service-applied sports.
To organize the activities of special purpose units of the police departments of the cities of Astana, Almaty, Shymkent, and regions.
To organize interaction with the "Berkut" Special Operations Center of the National Guard on matters of the operational activities of special purpose units and their joint operational and combat training.
To coordinate work on the development of legal acts, special operational plans, and other directive documents on the organization of the activities of internal affairs bodies in the event of emergency (crisis) situations, as well as during the imposition of states of emergency or martial law.
To enhance the level of readiness of forces and means of the internal affairs bodies to perform tasks in the event of an emergency (crisis) situation, as well as during the imposition of a state of emergency or martial law.
To provide organizational support for the activities of interdepartmental operational headquarters established to ensure public safety in the event of a threat or occurrence of an emergency (crisis) situation.
