Yerlan Rakhimzhanovich Utegenov was born on August 6, 1976, a native of the city of Almaty.
He has a higher education and graduated from the Kazakh State Law University with a degree in Law.
Class rank – State Counsellor of Justice, 3rd Class.
He has been awarded the Order of “Aibyn”, II degree and is an Honorary Worker of the Prosecutor’s Office.
He is married and is raising six children.
He began his professional career in 1997 as a Chief Specialist of the Department at the Center for Legal Statistics and Information under the Prosecutor’s Office of Almaty Region.
