Commissioner for Human Rights is the person who protects the rights of people including those of children. In the world practice this person is called ombudsman.

In 2010-2012 Ombudsman along with UNICEF carried out research that helped in identifying conditions for children in schools, kindergartens, boarding schools and orphanage houses.
Another research aimed at studying the reasons for children’s exposure to human trafficking and sexual exploitations.
As the result of these researches, Ombudsman put forward recommendations to the governmental organizations to improve the lives of children in Kazakhstan.

Besides that, in 2013 Law on creating National Preventive Mechanism was implemented. It marked that from that day on prisons, colonies, organizations of forced treatment, centers of adaptation for adolescents, special organizations of education, etc. would be visited by representatives of the public organizations in order to prevent cruel treatment towards people.
