Born in 1988 in Aksu, Pavlodar.
In 2009, graduated from the Abylai Khan Kazakh University of World Languages and International Relations, a Bachelor in Regional Studies.
In 2012, he graduated from the Kazakh Humanitarian and Legal Innovation University with a Bachelor's degree in Law.
In 2018, graduated from the Lee Kuan Yew School of Public Policy at the National University of Singapore under the Bolashak program with a Master’s degree in Public Policy.
