Arman Shakkaliyev was born in 1977 in Balkhash, Karaganda region.
Graduated from L. Gumilyov Eurasian University (specialty "lawyer"), Karaganda State University. Buketova (specialty "Economist"), M. Dulatov Kostanay University of Engineering and Economics (specialty "standardization, certification and metrology"),
He started his career in 1998 as a legal adviser in JSC «Agency for Reorganization and Liquidation of Enterprises» in Astana and Akmola region.
From 2001 to 2002 - Chief Specialist, Head of Department of the RK Agency for State Material Reserves.
From 2002 to 2004 - Head of the Department of Analysis and Monitoring of Insolvent Enterprises of the Committee for Work with Insolvent Debtors of the Ministry of State Revenues of the Republic of Kazakhstan.
From 2004 to 2006 - Director of the Republican State Enterprise «Kazakhstan Institute of Metrology».
From 2006 to 2007 - Deputy Chairman of the Insolvent Debtors Committee.
In 2007-2008 he worked in senior positions in the structures of the Ministries of Finance, Economy and Budget Planning, «KazAgro» Holding.
From 2008 to 2016 - Director of the Republican State Enterprise «Kazakhstan Institute of Standardization and Certification«.
From 2016 to 2018 - Director of the Department of Technical Regulation and Accreditation of the Eurasian Economic Commission.
From 2018 to 2019 - Chairman of the Committee of Technical Regulation and Metrology of the Ministry of Investment and Development of the Republic of Kazakhstan.
From 2019 to 2020 - Chairman of the Committee of Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan.
From 2020 to 2022 - Member of the Board of the Eurasian Economic Commission from the Republic of Kazakhstan, Minister for Competition and Antimonopoly Regulation of the EEC.
From 2022 to 2023 - First Vice Minister of Trade and Integration of the Republic of Kazakhstan
