Military-Patriotic work in the Armed Forces of the Republic of Kazakhstan

The issues of formation of Kazakhstani patriotism among military personnel and military-patriotic education of youth are one of the priority areas of activity for the Ministry of Defense.

The fundamental IDEOLOGEME "ADAL ADAM – ADAL ENBEK – ADAL TABYS", voiced by the President of the Republic of Kazakhstan K.K.Tokayev at the third meeting of the National Kurultai, has become the basic and fundamental for all ideological work in the Armed Forces.

Fundamental changes are taking place in the public consciousness, the level of legal culture of citizens is increasing, new patterns of behavior are forming in society and new values are taking root.

In short, the construction of a just Kazakhstan is underway, President K.K. Tokayev said in his speech with the annual Address to the people of Kazakhstan "Fair Kazakhstan: law and order, economic growth, public optimism" dated September 2, 2024.

As the President stated on October 23, 2024, at the state awards ceremony, "Our country is called a middle power abroad. We are doing everything possible to remain a territory of stability and harmony in such realities." Therefore, in modern geopolitical conditions, the purpose of ensuring national security is to protect the national interests of the Republic of Kazakhstan from real and potential threats.

"BIRTUTAS EL – BIRTUTAS ZHER" is the ideological basis for the education of defenders of the Motherland.

The ideological basis of "BIRTUTAS EL – BIRTUTAS ZHER" is historically connected with the centuries-old content of the military education of the defenders of the Motherland of the Kazakh people and included moral, mental and physical education as components. The basis of the foundations was moral education, which had moral categories (honor, conscience, justice, mercy, etc.) and moral duties (duties towards comrades and equals, duties towards superiors and subordinates, duties towards other people; duties towards the Motherland, duties towards oneself, etc.). And as the Supreme Commander–in-Chief of the Armed Forces, K.K.Tokayev, emphasized at the All-Army Meeting in May last year, "The main task of the army is to be the center of spiritual and moral education."

The system of state legal training and information provides information and clarification to the personnel in the field of political, economic and social reforms carried out in Kazakhstan.

During the educational hours, lectures and talks are held that reveal the basic Kazakh values based on cultural, ethnic, linguistic and religious diversity, contributing to strengthening social harmony and unity of the people of Kazakhstan.

The events are based on examples of prominent Kazakhstani statesmen and military figures, using targeted feature films (documentaries) (literature) and technical educational tools.

Representatives of local executive bodies, public figures, and veterans of the Armed Forces of the Republic of Kazakhstan are involved in explanatory events in front of military personnel and family members of military personnel.

Every year, the comprehensive information and explanatory group of the Ministry of Defense, visiting the garrisons, brings the program documents of the Head of State, Messages to the people of Kazakhstan, informs the staff about the ongoing state policy, conducts various types of educational work.

The organization of work on military-patriotic education of the younger generation in the Republic of Kazakhstan is carried out by central state and local executive bodies, public associations within their competence.

The main engine of the process of military-patriotic education of youth in the country is the Ministry of Defense, Education, local executive bodies and republican public associations.

In 2015, as part of raising the level of military-patriotic education of young people, the National Military-Patriotic Center of the Armed Forces was opened at the Ministry of Defense, which became the coordinating body for military-patriotic education of military personnel and pre-conscription youth.

The Republican Children's and Youth military-patriotic movement "Zhas Sarbaz" was established on the basis of the National Military-Patriotic Center of the Armed Forces of the Republic of Kazakhstan in 2018.

At the time of its creation, the Zhas Sarbaz movement included more than 70,000 children who attended 2,828 military-patriotic clubs.

Currently, the Zhas Sarbaz Movement has its own structural divisions – branches in 17 regions and 3 cities of national significance.

The military-patriotic clubs of the Zhas Sarbaz movement, created at educational organizations, have 388 Smart-sarbaz circles, which cover about 6,500 students.

The creation of the Smart sarbaz circles allowed us to develop common views and approaches to the military-patriotic education of young people through the development of scientific and technological progress, the education of specialists capable of developing their own technological solutions and training the younger generation to "transform innovative ideas into virtual reality."

Educational and methodological meetings are held annually with the chairmen of the branches of the Zhas Sarbaz movement, with the heads of military-patriotic clubs and teachers of primary military training, which has allowed to increase the level of professional training of organizers and specialists of military-patriotic education, to improve the forms and methods of work on military-patriotic education of youth.

In 2024, central state and local executive bodies held about 46.8 thousand military-patriotic events (including the "Patriot" campaign, the "Zhas Ulan" military sports game, meetings with veterans of the Armed Forces, the "Pathfinder" military tactical game, the "Smart sarbaz" computer talent championship, etc.).

The largest event is the annual Republican military-patriotic Youth Gathering "Aybyn" (hereinafter referred to as the Gathering).

In preparation for the training camp, qualifying events are held in all educational institutions of the country, first at the district and then at the regional level, and the best teams take part in the final competition.

In addition to students of general education organizations, pupils of the Zhas Ulan republican schools, military boarding schools, military-patriotic clubs established at military units and institutions of the Armed Forces, other troops and military formations take part in the gathering.

Since 2017, the Aibyn military-patriotic youth gathering has been held internationally.

In 2019-2025 The Aibyn training camps were held with the participation of the President of the Republic of Kazakhstan, the Supreme Commander–in-Chief of the Armed Forces, K.K. Tokayev.

The 2025 event was attended by teams from six countries: Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia and Uzbekistan.

In January 2025, the Republican Coordinating Council for Military-Patriotic Education of Youth in the Republic of Kazakhstan was established under the Ministry of Defense, which included the first heads of interested government agencies and akims of regions and cities of national significance.

The new body is headed by the Minister of Defense, and the deputy chairman is the Minister of Education, which is also a link in the military-patriotic education of young people.

One of the most important goals of the Coordinating Council is to develop proposals for the development of military-patriotic education, which helps to focus efforts and resources on creating a powerful system of patriotic education. Combining the efforts of government agencies and public associations opens up new horizons for comprehensive work with young people, allows organizing events that not only form patriotic consciousness, but also contribute to strengthening the unity of the nation.

Since the beginning of the year, 1,519 legal and 1,023 psychological consultations have been conducted. Assistance was provided to 235 military families in placing children in preschool institutions and 303 children with diseases. To monitor the health status of children, including children with disabilities, in remote garrisons, positions of a general practitioner and a nurse have been introduced into the staff of military hospitals. Currently, 714 children with disabilities are under their care. 551 charity events were organized and conducted, including "Zhurekten – zhurekke", "Otan, Otbasy, Army" and "Omirge sen" and others. An action has been organized to provide medicines to children with colds. "Ardagerlerge tagzym" and "Meirimdilik biriktiredi" campaigns are constantly held, work is organized to care for the monuments of soldiers who died during the Great Patriotic War, they visited nursing homes, and helped veterans with household chores.

Leisure activities are organized for children of military personnel, there are clubs (drawing, choreography, learning to play musical instruments, vocals, needlework, language learning, knitting, national games) and sports sections (swimming, karate, boxing, gymnastics, Cossack kures, football, chess, hand-to-hand combat, volleyball, table tennis, kickboxing, jiu-jitsu, sambo, judo, arm wrestling). A total of 2,658 children are involved in clubs and sports sections.

On the basis of the State Military Historical Museum, there is a search and expedition department for the search for unaccounted-for burial sites and for the perpetuation of their memory, where more than ten children are engaged. Based on the results of archival and field searches, the front-line fate of 3,224 soldiers and commanders has been established. Field search expeditions are conducted annually by search teams.

Military personnel constantly conduct "Lessons of courage" and "Open Days". In the reporting period of this year alone, "Lessons of Courage" were held in 931 schools and more than 880 "Open Days" were held in military units, involving more than 8000 children, which were covered in the media.

More than 1,000 children study at the military colleges of the Ministry of Defense of the Republic of Kazakhstan. Orphaned children and children of military personnel who died in the line of duty enjoy benefits upon admission to schools. School students constantly take part in military-patriotic events.

This year, the Ministry of Education has allocated quotas for military children of 10% of the total state quota for recreation in the branches of Baldauren in Konayev, Balkhash and 5% of the total state quota in the branches of Baldauren in Shchuchinsk, Turkestan.

For reference: According to the approved schedule, 1,124 children are planned to be transferred to Baldauren branches in 2025, of which:
1) Baldauren branch in Konaev – 420 children (15 shifts of 28 children each);
2) Baldauren branch in Balkhash – 256 children (16 shifts of 16 children each);
3) Baldauren branch in Shchuchinsk - 240 children (16 shifts of 15 children each);
4) Baldauren branch in Turkestan – 208 children (16 shifts of 13 children each).

When selecting children for Baldauren branches, preference is given to children of military personnel serving in remote garrisons, from large families, children raised in single-parent families, special children, etc.

Children are transported to the recreation area (nearby garrisons) to Baldauren branches by road (military road transport) and rail, if possible by military transport aircraft.
