Born on February 2, 1967 in Almaty.
In 1991 he graduated from the Almaty Energy Institute.
In 1999 he graduated with honors from the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
He started his diplomatic career in 1993 as a referent. He worked in the embassies of Kazakhstan in Pakistan, Austria, Permanent Mission of Kazakhstan to the UN in New York, where he was in charge of the Third Committee of the UN General Assembly, elections to various UN bodies, as well as in the Permanent Mission of Kazakhstan to the OSCE in Vienna. During Kazakhstan's chairmanship of the OSCE, he coordinated the work of the second dimension of the Organization (environmental and economic issues).
He was an advisor to the Representative Office of the Ministry of Foreign Affairs of the Republic of Kazakhstan in Almaty, supervising the issues of Kazakhstan's cooperation with international organizations. In the Central Office, he headed the Department of Multilateral Cooperation.
In 2019-2021 he was Kazakhstan's Ambassador to Pakistan, and in 2021-2022 - Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
In 2022, he served as First Deputy Minister of Foreign Affairs of Kazakhstan.
Prior to his appointment as First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, he was Kazakhstan's Permanent Representative to the United Nations in New York from October 2022.
Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
Recipient of the “Kurmet” Order and the medal “Eren Enbegi Ushin”.
He speaks English and Urdu.
