Born on June 16, 1974, in Almaty.

In 1998, he graduated from Al-Farabi Kazakh National University, and in 2012, from the Kennedy School of Government at Harvard University. He is a specialist in international relations and holds a master's degree in public administration.

He began his diplomatic career in 1998 as a consultant in the Fourth Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 1999 to 2007, he held various positions at the Central Office of the Ministry of Foreign Affairs of the Republic of Kazakhstan and was also seconded to the Embassy of Kazakhstan in Belgium. From 2007 to 2011, he served as Chairman of the Committee on International Information and as Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

In 2012, he served as Deputy Head of the Office of the Prime Minister of Kazakhstan and as the official representative of the Government of Kazakhstan. From 2012 to 2013, he was Head of the Foreign Policy Center of the Administration of the President of Kazakhstan. From 2013 to 2021, he served as Deputy Minister of Foreign Affairs of Kazakhstan.

Prior to his appointment as First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, he served as Ambassador of Kazakhstan to the United States from 2021.

He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

He is fluent in English, Turkish, and French.
