Alibek Bakayev was born in 1981 in Almaty.
He graduated with honors from the Kazakh Abylai Khan University of International Relations and World Languages in 2002, receiving a degree as a simultaneous interpreter, Ruprecht Karl University of Heidelberg, Germany in 2001, Academy of Public Administration under the President of the Republic of Kazakhstan in 2011, political scientist and Duke University, USA in 2011.
From 2002 to 2003, he served on the staff of "SK "TransOil" as Chief Specialist and later as Commercial Director of the "Zamandastar" company.
He has been on Kazakhstan's diplomatic service since 2004, first as Referent of the Department of Europe and America of the Ministry of Foreign Affairs and later as Attache, Third Secretary at the Embassy of Kazakhstan to the Germany.
In 2008-2009, he worked as Advisor on International Issues, Chief of Protocol of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
In 2009-2012, he served as Director of the Department of International Relations, Department of Strategic Planning and Analysis of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.
In 2012-2019, he worked as Head of Division, Deputy Director and Director of the Department of Pan-Asian Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
In 2019-2022 - Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Principality of Liechtenstein, to the Vatican State, to the Sovereign Military Order of the Hospitallers of St. John of Jerusalem, Rhodes and Malta concurrently.
In 2022-2023 - Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Austria and Permanent Representative to the International Organizations in Vienna, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Slovenia.
Since August 2023 he serves as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
He holds the diplomatic rank of Second class Envoy Extraordinary and Plenipotentiary.
He speaks English and German.
