Kazakhstan – Poland Bilateral relations

Overview

Diplomatic relations were established on 6 April 1992.

The Embassy of Poland in Kazakhstan was opened on 20 March 1994.

The Embassy of the Republic of Kazakhstan has been operating in Poland since October 2000.

H.E. Mr. Nurlan Zhalgasbayev is the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Poland since April 2025.

Since August 2025, the Chargé d'Affaires of the Republic of Poland in the Republic of Kazakhstan is Michal Labenda.

There are five Honorary Consulates of the Republic of Kazakhstan in Poland - in the cities of Wroclaw, Katowice and Bialystok.

Political cooperation

Contacts at the highest level

Since the establishment of diplomatic relations, the First President of the Republic of Kazakhstan Nursultan Nazarbayev paid three official visits to Poland (November 1997, May 2002, a State visit in August 2016).

In their turn, Presidents of Poland visited Kazakhstan: Aleksander Kwasniewski (October 1999), Lech Kaczynski (March 2007) and Andrzej Duda (a State visit in September 2017).

Meetings of Presidents K. Tokayev and A. Duda at international venues: on the sidelines of the 74th session of the UN General Assembly in New York (September 24, 2019); at the opening ceremony of the Winter Olympic Games in Beijing (February 4, 2022); on the sidelines of the 77th session of the UN General Assembly in New York (September 20, 2022); on the sidelines of the 28th Conference of the Parties to the UN Framework Convention on Climate Change in Dubai (December 1, 2023).

High-level contacts

Minister of Foreign Affairs of Kazakhstan Erzhan Kazykhanov paid a working visit to Poland on 21-22 June 2012.

In 2013-2014 on the sidelines of multilateral events in Munich and Hague Minister of Foreign Affairs of the Republic of Kazakhstan Yerlan Idrissov held working meetings with Minister of Foreign Affairs of Poland Radosław Sikorski.

Minister of Foreign Affairs of Kazakhstan Beibut Atamkulov paid a working visit to Poland on May 7th, 2019.

On December 16th 2019, in Madrid, within the framework of the 14th Meeting of the Asia-Europe Forum Foreign Ministers (ASEM Council of Ministers of Foreign Affairs), Minister of Foreign Affairs of the Republic of Kazakhstan M.Tileuberdi met with Minister of Foreign Affairs of the Republic of Poland J.Czaputowicz.

On December 8th 2020, political consultations were held in Warsaw with the participation of Deputy Minister of Foreign Affairs of the Republic of Kazakhstan M.Baimukhan and Deputy Minister of Foreign Affairs of the Republic of Poland M.Przydacz.

On January 10th 2022, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan M.Tileuberdi had a telephone conversation with the OSCE Chairman - Minister of Foreign Affairs of the Republic of Poland Z.Rau.

On 28 April 2022, political consultations were held in Warsaw with the participation of the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan R.Vassilenko and the Deputy Minister of Foreign Affairs of the Republic of Poland M.Przydacz.

On June 1st - 2nd 2022, an official visit of the OSCE Chairman - Minister of Foreign Affairs of Poland Z.Rau to Kazakhstan took place.

On December 1-2, 2022, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan M.Tileuberdi visited the city of Łódź (Poland) to participate in the OSCE Ministerial Council.

On 14-16 July 2023, Deputy Foreign Minister R. Vassilenko paid a working visit to Warsaw (meetings were held at the Ministry of Foreign Affairs, the Presidential Administration, the Ministry of Infrastructure of the Republic of Poland, and the OSCE/ODIHR).

On 21 September 2023, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan M. Nurtleu and Minister of Foreign Affairs of the Republic of Poland Z. Rau met in New York (on the margins of the 78th session of the UNGA).

On 24 September 2024, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan M. Nurtleu and Minister of Foreign Affairs of the Republic of Poland R. Sikorski met in New York (on the margins of the 79th session of the UNGA).

On October 24, 2024, political consultations were held in Warsaw with the participation of Deputy Minister of Foreign Affairs of the Republic of Kazakhstan R. Vasilenko and Deputy Minister of Foreign Affairs of the Republic of Poland W. Bartoszewski.

On May 22-23, 2025, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan M. Nurtleu visited Warsaw.

Inter-parliamentary cooperation

Inter-parliamentary cooperation makes a distinct contribution to strengthening bilateral cooperation.

The Polish Parliament has established a parliamentary group for cooperation with Kazakhstan comprising of members of both Sejm and Senate. In Kazakhstan Parliament, there are groups for interaction with Poland.

Chairperson of the Senate of Kazakhstan O.Abdykarimov paid a working visit to Poland in February 2004.

Speakers of the Senate of Poland L.Pastusiak (April 2005), B.Borusewicz (January 2006) and S.Karczewski (May 2016) visited Kazakhstan.

Vice Speaker of the Senate of Poland M.Kotz paid a visit to the Republic of Kazakhstan on June 15-18, 2017. The Polish delegation visited Karaganda region and took part in the Day of the Polish Diaspora event that was organized on the sidelines of “EXPO-2017”.

The head of the delegation of the Sejm and Senate of Poland at the OSCE Parliamentary Assembly, the Chairman of the “Poland-Kazakhstan” Parliamentary Cooperation Group B.Bartuś on 23-24 September 2019, visited Astana to participate in the IV Meeting of Speakers of Eurasian Countries' Parliaments.

On June 15th 2021, an online meeting of members of parliamentary groups on cooperation “Kazakhstan – Poland” was held, during which the parties discussed the current legislative activities of the Parliaments of the Republic of Kazakhstan and the Republic of Poland, exchanged information on measures to combat “COVID-19”, as well as reached agreements on strengthening inter-parliamentary ties.

On November 6-9, 2021 Marshal (Chairman) of the Senate of Poland Tomasz Grodzki paid an official visit to Kazakhstan. Within the framework of visit there were held meetings with President of Kazakhstan Kassym-Jomart Tokayev, Chairman of the Senate of the Parliament Maulen Ashimbayev, Chairman of the Majilis of the Parliament Nurlan Nigmatulin, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan Mukhtar Tileuberdi. The Speaker of the Senate of Poland also met with representatives of the Polish diaspora living in the Akmola region.

On July 12-13, 2022, the Chair of the Committee on International Affairs, Defense and Security of the Mazhilis of the Parliament of the Republic of Kazakhstan A. Kuspan paid a working visit to Warsaw as part of the mission of the Inter-Parliamentary Union (IPU) to Kyiv and Moscow, during which the IPU delegates met with the Chairman of the Senate of Poland T. Grodzki.

On 19 March 2023, Polish parliamentarians (Sejm deputy A. Pomaska, senators K. Klejna and R. Dovgan) led by the head of the delegation of the Sejm and Senate of the Republic of Poland to the OSCE Parliamentary Assembly, Chairman of the Parliamentary Cooperation Group “Poland – Kazakhstan” B. Bartuszcz participated in the observation of the extraordinary elections to the Mazhilis of the Parliament and Maslikhats of the Republic of Kazakhstan.

October 15, 2023 – visit of the member of the Senate of the Parliament of the Republic of Kazakhstan S. Makezhanov to observe the parliamentary elections in the Republic of Poland.

July 11, 2024 – a new parliamentary cooperation group "Poland - Kazakhstan" was created, which included members of the Sejm and the Senate.

December 1-3, 2024 – the visit of the Chairman of the Foreign Affairs Committee of the Sejm of the Republic of Poland P. Kowal to Kazakhstan took place.
