BILATERAL RELATIONS

General information

December 30, 1991 – the Kingdom of Saudi Arabia recognized the independence of the Republic of Kazakhstan.

April 30, 1994 – Kazakhstan established diplomatic relations with Saudi Arabia.

December 13, 1995 – Kazakhstan opened its Embassy in Saudi Arabia.

December 28, 2007 – the Kazakh side opened its Consulate in Jeddah, which received the status of the Consulate General on August 5, 2019.

March 2019 – H.E. Mr. Berik Aryn appointed as the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Saudi Arabia.

In March 1997 – Saudi Arabia opened its Embassy in Kazakhstan.

January 2020 – H.E. Mr. Abdulaziz bin Abdullah al-Daud appointed as the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to the Republic of Kazakhstan.

 

Political cooperation

In September 1994, H.E. Mr. Nursultan Nazarbayev, the President of the Republic of Kazakhstan, paid the first official visit to Saudi Arabia, which laid the foundations for mutually beneficial cooperation between the two countries. As a result of the negotiations, the parties signed a General Agreement on Cooperation in the Trade, Economic, Investment, Technical and Cultural Spheres, and the Sphere of Sports and Youth Affairs.

In 2000, the Second Deputy Prime Minister, Minister of Defense and Aviation, Inspector General of Saudi Arabia Prince Sultan bin Abdulaziz paid an official visit to Astana.

In March 2004, H.E. Mr. Nursultan Nazarbayev, the President of Kazakhstan, paid a second official visit to Saudi Arabia. The Crown Prince of Saudi Arabia, Abdullah bin Abdulaziz was awarded the “Dostyk” Order of the first degree during the visit. In turn, the Head of Kazakhstan was awarded the highest award of the Kingdom – the Order of the “Great Badr.”

On April 14, 2015, the President of Kazakhstan, Nursultan Nazarbayev, met with the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz on the sidelines of the XIII Summit of the OIC in Istanbul.

On September 4-5, 2016, in Beijing, the President of Kazakhstan, Nursultan Nazarbayev, met with the Deputy Prime Minister, Minister of Defense of Saudi Arabia, HRH Crown Prince Mohammed bin Salman on the sidelines of the G20.

On October 24-25, 2016, the President of Kazakhstan, Nursultan Nazarbayev, paid a third official visit to Saudi Arabia, during which he held talks with King Salman bin Abdulaziz.

On May 21, 2017, the President of Kazakhstan, Nursultan Nazarbayev, took part in the “Arab-Islamic-American Summit,” held in Riyadh.

On June 24, 2015, and January 15, 2018, the President of Kazakhstan, Nursultan Nazarbayev, held telephone conversations with King Salman bin Abdulaziz. The leaders of the two countries discussed priority issues of bilateral cooperation.

On March 30 and July 1, 2019, H.E. Mr. Kassym-Jomart Tokayev, the newly elected President of Kazakhstan, held telephone conversations with King Salman bin Abdulaziz. King Salman congratulated Mr. Kassym-Jomart Tokayev on his assumption of office as the President of Kazakhstan. They also and discussed several issues of bilateral cooperation.

 

Official and working visits

In April 1994, the Minister of Foreign Affairs of Kazakhstan Kanat Saudabayev paid an official visit to Saudi Arabia.

In February 1998 and March 2001, the Chairman of the Supreme Court of Kazakhstan, Kairat Mami, paid an official visit to Riyadh.

In October 2010, the Chairman of the Constitutional Council of Kazakhstan Igor Rogov, the Chairman of the Supreme Court of Kazakhstan Mussabek Alimbekov, and the Chairman of the Supreme Judicial Council of Kazakhstan Onalsyn Zhumabekov jointly visited Saudi Arabia.

On April 6-7, 2012, the Minister of Foreign Affairs of Kazakhstan, Erzhan Kazykhanov, paid a working visit to Riyadh. He met with the Minister of Foreign Affairs of Saudi Arabia, HRH Prince Saud Al-Faisal.

On May 13, 2014, the Minister of Foreign Affairs of Kazakhstan, Erlan Idrissov, participated in the First Session of the Arab Cooperation and Economic Forum with Central Asia and Azerbaijan, held in Riyadh.

On April 26-27, 2016, Adel al-Jubeir, the Minister of Foreign Affairs of Saudi Arabia, paid the first in the history of bilateral relations official visit to Kazakhstan.

On April 24-28, 2017, the Minister of Foreign Affairs of the Republic of Kazakhstan, Kairat Abdrakhmanov, visited Riyadh, where King Salman bin Abdulaziz received him.

On June 10, 2017, the Minister of Energy, Industry, and Mineral Resources of Saudi Arabia, Khalid al-Falih, took part in the opening ceremony of "EXPO-2017" and the international conference "Ensuring Sustainable Development of Energy" in Astana.

On September 10-11, 2017, the Minister of Energy, Industry, and Mineral Resources of Saudi Arabia, Khalid al-Falih, took part on behalf of the King in the OIC Summit on Science and Technology held in Astana.

May 31 - June 1, 2019, the Minister of Foreign Affairs of Kazakhstan Beibut Atamkulov as the Special Envoy of the President of Kazakhstan, took part in the 14th session of the Anniversary Summit of the Organization of Islamic Cooperation on the theme of "Together for the Future," held in Mecca

On August 7-29, 2019, the 2nd session of the General Assembly of the Islamic Organization for Food Security (IOFS) on the topic of "Improving Islamic Cooperation through Food Security" was held in Jeddah. The Kazakh delegation was headed by the Minister of Agriculture of Kazakhstan, Saparkhan Omarov.

 

 

Inter-parliamentary cooperation

On December 20-25, 1997, the Kazakh parliamentary delegation headed by the Chairman of the Senate of the Parliament of Kazakhstan Omrbek Baygeldy visited Saudi Arabia.

On September 16-21, 1998, the Saudi parliamentary delegation headed by the Chairman of the Consultative Council of Saudi Arabia, Sheikh Mohammed bin Jubair visited Kazakhstan.

On June 12-14, 2006, the Chairman of the Senate of Kazakhstan, Nurtai Abykayev, visited Saudi Arabia.

On September 14-16, 2006, a Saudi delegation headed by the Chairman of the Consultative Council of Saudi Arabia Sheikh Salih bin Abdullah al Humaid visited Kazakhstan to participate in the opening ceremony of the Senate building of the Parliament of Kazakhstan.

In February 2012, the Kazakh parliamentary delegation headed by the Chairman of the Senate of the Parliament of Kazakhstan Kairat Mami participated in the 3rd Consultative Meeting of the speakers of the G20 countries in Riyadh.

On September 25-26, 2014, the Chairman of the Consultative Council of Saudi Arabia, Sheikh Abdullah Al al-Sheikh, visited Astana, where the President of Kazakhstan Nursultan Nazarbayev received him.

On January 24, 2015, the Chairman of the Senate of Kazakhstan, Kassym-Jomart Tokayev, visited Saudi Arabia and conveyed to the new King of Saudi Arabia Salman bin Abdulaziz Al Saud a personal message from the President of Kazakhstan Nursultan Nazarbayev expressing condolences on the death of King Abdullah bin Abdulaziz Al Saud.

On December 8-9, 2017, members of the “Kazakhstan-Saudi Arabia” inter-parliamentary friendship group of the Consultative Council of Saudi Arabia visited Astana. The delegation was headed by Ahmad al Ghamdi, the head of the friendship group with Kazakhstan.

On September 23-24, 2019, the Saudi delegation headed by the Chairman of the Consultative Council of Saudi Arabia Sheikh Abdullah Al al-Sheikh participated in the Meeting of Speakers of the Eurasian Countries’ Parliaments held in Nur-Sultan. During this visit, Sheikh Abdullah Al al-Sheikh was received by the First President of Kazakhstan Nursultan Nazarbayev.

 

 

 

Multilateral cooperation

The Kingdom supported Kazakhstan’s candidacy for non-permanent membership in the UN Security Council for 2017-2018, accession to the WTO, holding EXPO-2017, joined the Islamic Organization for Food Security established at the initiative of the First President of Kazakhstan Nursultan Nazarbayev.

The parties actively interact within the framework of the UN, OIC, and other international organizations.

From the first days, Riyadh has supported the initiative of the First President of Kazakhstan, Nursultan Nazarbayev, to hold the Congresses of Leaders of World and Traditional Religions in Astana (now Nur-Sultan). Representatives of the Government of Saudi Arabia and the Islamic World League regularly took part in all the congresses held in 2003, 2006, 2009, 2012, 2015, and 2018.
