Kazakhstan's relations with Indonesia and the Philippines

Kazakhstani-Indonesian Relations

The Republic of Indonesia recognized the independence of the Republic of Kazakhstan on December 28, 1991. The diplomatic relations between Kazakhstan and Indonesia were established on June 2, 1993. The Embassy of Kazakhstan in Indonesia was opened In April 2012. The Embassy of Indonesia in Kazakhstan was opened in December 2010.

On October 23, 2023, Serzhan Abdykarimov was appointed as Ambassador of Kazakhstan to Indonesia. He presented his credentials to the President of Indonesia Joko Widodo on December 8, 2023. Mochamad Fadjroel Rachman was appointed Ambassador of Indonesia to Kazakhstan on October 25, 2021 (credentials were presented to the President of Kazakhstan K. Tokayev on February 21, 2022).

October 23-25, 2011 – the Chairman of the Constitutional Court of Indonesia Mahfud’s and the Judge of the Constitutional Court of Indonesia I. Farida’s working visit to Astana.

March 7-13, 2012 – the Deputy Minister of Foreign Affairs of Indonesia M. Suprapto’s visit to Kazakhstan.

September 12, 2012 – the Deputy Minister of Foreign Affairs of Indonesia Wardana’s visit to Astana to participate in the IV Meeting of the CICA Ministers of Foreign Affairs.

August 28-31, 2014 – the Minister of Foreign Affairs of Kazakhstan E. Idrissov’s official visit to Indonesia. As a result of the visit the Memorandum of Understanding on bilateral consultations between the foreign ministries of the two countries was signed.

April 15, 2016 – the Commissioner of EXPO-2017 R. Zhoshybayev’s working visit to Jakarta.

June 15-16, 2017 – the Deputy Minister of Foreign Affairs of Kazakhstan A. Kamaldinov’s working visit to Indonesia in the capacity of the Special Envoy of the President of Kazakhstan, during which took place the meeting with the Vice-President of Indonesia Y. Kalla and the political consultations between the ministries of foreign affairs of Kazakhstan and Indonesia.

On December 7-8, 2017 the First Deputy Minister of Foreign Affairs of Kazakhstan M. Tileuberdi visited Indonesia and took part in the 10th Bali Democracy Forum. On the sidelines of the Forum M. Tileuberdi hold negotiations with the Deputy Minister of Foreign Affairs of Indonesia A.M. Fachir.

April 5-6, 2018 – the Deputy Minister of Foreign Affairs of Kazakhstan A. Kamaldinov’s working visit to Jakarta.

October 10-11, 2018 – the Deputy Minister of Foreign Affairs of Indonesia A.M. Fachir’s visit to Astana to attend the VI Congress of Leaders of World and Traditional Religions.

On December 2, 2023, within the framework of the UN Climate Summit, a brief meeting took place between the President of the Republic of Kazakhstan Kassym-Zhomart Tokayev and the President of the Republic of Indonesia Joko Widodo.

Inter-parliamentary cooperation

In recent years, an inter-parliamentary cooperation between the two countries has gained activity. Since 2013 there has been paid numerous visits to Kazakhstan by delegations of the House of Representatives of Indonesia. Kazakhstani deputies also paid visits to Indonesia to attend parliamentary events (on December 2-5, 2013 – member of the Mazhilis M. Tinikeev; on November 12‑13, 2014 – members of the Mazhilis O. Oksikbayev and S. Ospanov; on August 28-31, 2014 – member of the Senate B. Aitimova; on April 19-24, 2015 – Deputy Chairman of the Mazhilis A. Tasbulatov; on August 19-20, 2015 – members of the Senate S. Bilyalov and A. Kuzekov; 2022 – Deputies of the Mazhilis A. Kuspan, Y. Abakanov, A. Skakova; Deputy Chairwoman of the Senate O. Perepechina).

In December 2-10, 2016 the parliamentary delegation of Indonesia headed by the Chairman of Commission VI, on Trade, Industrial, Investment, Cooperatives and Small and Medium Scale Enterprises, and State-Owned Enterprises Affairs, of the House of Representatives of Indonesia A. Natawidjana and the member of the Committee on Inter-Parliamentary Cooperation of the House of Representatives of Indonesia S. Tamlih paid a working visit to Astana.

On March 12-14, 2018, the Chairman of the Senate of the Parliament of Kazakhstan K. Tokayev visited Indonesia. The centerpiece of the visit was the meeting of K. Tokayev with the President of Indonesia Joko Widodo on March 13, 2018, at which the Senate’s Speaker conveyed, on behalf of the President of Kazakhstan N. Nazarbayev, to the Indonesian leader the invitation to visit Kazakhstan and take part in the VI Congress of Leaders of World and Traditional Religions. During the visit, K. Tokayev also held meetings with the Vice-President of Indonesia Yusuf Kalla, the Chairman of the People's Consultative Assembly Zulkifli Hasan, and the Chairman of the House of Representatives, Bambang Soesatyo.

In the period from April to May, 2018 members of the House of Representatives of Indonesia from the Commission VII, on Energy, Mineral Resources, Research and Technology, Environmental Affairs, Commission V, on Communications, Telecommunications, Public Works, Public Housing Affairs, Acceleration of Development of Disadvantaged Regions, and Legislation Committee, as well as parliamentarian delegation headed by U. Adianto, Deputy Chairman of the House of Representatives of Indonesia visited Kazakhstan.

On October 22-28, 2018 the delegation of the Committee for Inter-Parliamentary Cooperation of the House of Representatives of Indonesia headed by its chairwoman N. Assegaf paid a working visit to Kazakhstan.

On September 23-24, 2019 the Vice Speaker of the House of Representatives of Indonesia Fadli Zon and Vice Speaker of the Regional Representative Council of Indonesia Darmayanti Lubis took part in the IV Meeting of Speakers of Eurasian Countries’ Parliaments in Nur-Sultan. During the visit, vice speakers met with A. Shakirov, Deputy Chairman of the Senate of the Parliament of Kazakhstan.

April 2023 – a parliamentary delegation led by Nono Sampono, the Deputy Chairman of the Council of Regional Representatives of Indonesia, visited Astana to gain insight into Kazakhstan’s experience with relocating the capital.

In November 2023, the Chairman of the Interparliamentary Cooperation Committee of the Parliament of Indonesia Fadli Zon visited Kazakhstan.

Inter-agency cooperation

On June 25-26, 2014 in Denpasar negotiations between representatives of the Committee of Civil Aviation of the Ministry of Transport and Communications of Kazakhstan and aviation authorities of Indonesia on the draft intergovernmental air services agreement were held.

March 14, 2016 – the Vice Minister of Agriculture of Kazakhstan E. Kosherbayev paid a working visit to Jakarta to discuss the prospects of Indonesia’s accession to the Islamic Organization for Food Security.

October 19, 2016 – the Secretary of the General Directorate of the Ministry of Energy and Mineral Resources of Indonesia D. Kusdiana held a working visit to Astana.

October 25-26, 2016 – the Deputy Coordinating Minister for Economic Affairs of Indonesia M. Girianna’s participation in the 35th Board meeting of the Council of Extractive Industries Transparency Initiative held in Astana.

January 3-6, 2022 – a delegation comprising representatives from the Ministry of National Development Planning of Indonesia and Indonesian parliamentarians, led by the Secretary of the Ministry, Himawan Hariyoga Djojokusumo, visited Kazakhstan to learn from the country’s experience in relocating its capital.

On July 2-5, 2023, the Head of the administration of the future new capital of Indonesia Nusantara Bambang Susantono visited Astana. During the visit, a Memorandum on sister-city relations between Astana and Nusantara was signed. Bambang Susantono also took part in the Astana Forum of Twin Cities dedicated to the 25th anniversary of the capital.

Plurilateral cooperation

Kazakhstan supported Indonesia’s candidacies for the UN Security Council for the years of 2019-2020, ICAO, International Fund for Agricultural Development, International Postal Union, Council of the International Maritime Organization for the years of 2020-2021, and UN Human Rights Council for the years 2020-2022.

Indonesia supported Kazakhstan’s candidacies for the UNESCO World Heritage Committee, ASEM, UN Economic and Social Council for the years of 2022-2024, and also the candidacy of Astana for hosting EXPO-2017.

With the purpose of participating in various international events took place visits to Indonesia of the Minister for Economic Integration of Kazakhstan Zh. Aitzhanova (December 3-9, 2013), Deputy Minister of Defense of Kazakhstan T. Mukhtarov (July 27-28, 2015), Advisor of the Minister of Investment and Development of Kazakhstan E. Baidaulet (May 15-19, 2016), delegations of the Ministry of Health of Kazakhstan (October 21-24, 2013 and March 24-27, 2014), and Kaznex Invest JSC (June 2, 2016).

February 24-25, 2016 – the Deputy Minister of Energy and Mineral Resources of Indonesia – Indonesian National Commissioner of EXPO-2017 R. Mulyana’s working visit to Astana.

April 26-28, 2016 – the Advisor for Innovation and Technology of the Minister of Agriculture of Indonesia M. Syukur’s participation in the Inaugural Session of the General Assembly of the Islamic Organization for Food Security and 7th OIC Ministerial Conference on Food Security and Agricultural Development, Astana.

September 29, 2016 – the Governor of the Astana International Financial Centre K. Kelimbetov’s participation in the Global Islamic Finance Award (GIFA 2016) ceremony, Jakarta.

June 8-9, 2017 – the Secretary-General of the ASEAN L.L. Minh’s participation in the Summit of the Shanghai Cooperation Organization and official opening of EXPO-2017, Astana.

October 25-26, 2018 – the Minister of Health of Indonesia N. Moeloek’s participation in the Global Conference on Primary Health Care, Astana.

September 17-18, 2019 – visit to Nur-Sultan of a delegation of the Constitutional Court of Indonesia headed by the Judge Enny Nurbaningsih to participate in the regional meeting of the International Association for Court Administration. During the visit E. Nurbaningsih met with K. Mami, the Chairman of the Constitutional Council of Kazakhstan.

On October 9-12, 2019 the Minister of Public Works and Housing of Indonesia B. Hadimuljono took part in the 8th UNWTO Global Summit on Urban Tourism in Nur-Sultan. During the visit, B. Hadimuljono met with the mayor of Nur-Sultan A. Kulginov to discuss the experience in moving the capital.

On November 2-4, 2019 the Chairman of the Constitutional Council of Kazakhstan K. Mami visited Bali to attend the 3rd Indonesian Constitutional Court International Symposium, as well as the meeting of the committee of members of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), whose secretariat is located in Jakarta. At the meeting of the Association the Constitutional Council of Kazakhstan was elected for chairmanship over the AACC for the years of 2019-2021. On the sidelines of the event, K. Mami met with the Chairman of the Constitutional Court of Indonesia Anwar Usman, during which the parties signed a memorandum of cooperation.

October 5-6, 2022 – K. Mami, the Chairman of the Constitutional Council of Kazakhstan, visited Indonesia to participate in the 5th Congress of the World Conference on Constitutional Justice and a joint conference of the associations of constitutional courts of Asia and Africa.

Indonesia’s participation in the Astana Economic Forum: the V Forum – H. Rajasa, Coordinating Minister for Economic Affairs of Indonesia, and M. Hidayat, Minister of Industry of Indonesia; the VI Forum – R. Lukman, Deputy Coordinating Minister for Economic Affairs of Indonesia; the VII Forum – A. Taher, Director General of Health Service of the Ministry of Health of Indonesia, and J. Hutagaol, Director of International Taxation of the Ministry of Finance of Indonesia; the IX Forum – F. Gultom, Ambassador of Indonesia to Kazakhstan; the XII Forum – Muhammad Chatib Basri, former Minister of Finance of Indonesia.

Military-technical cooperation

October 29-30, 2015 – the visit to Astana of the leadership of PT. Widya Karya Persada, Indonesian company under the Ministry of Defense of Indonesia.

September 19-21, 2016 – the Director for Strategic Analysis of the Directorate General of Defense Strategy of the Ministry of Defense of Indonesia N.P. Djawoto’s working visit to Astana.

From November 2017 through September 2019 the Office of the Military Attaché of Kazakhstan was under operation in Jakarta at the Embassy of Kazakhstan in Indonesia.

 

Kazakhstani-Philippine Relations

The Philippines recognized the independence of Kazakhstan on January 22, 1992.

Diplomatic relations were established on March 25, 1992.

On May 22, 2020, Ambassador of Kazakhstan to Indonesia D. Sarekenov was appointed non-resident Ambassador of Kazakhstan to the Philippines (officially assumed new duties on June 28, 2021). Due to quarantine restrictions, no ceremony for presenting credentials to the President of the Philippines was held. Igor Bailen has been appointed Ambassador of the Philippines to Kazakhstan with residence in Moscow (presented credentials to the President of Kazakhstan K. Tokayev on May 30, 2023).

November 10-12, 2003 – the President of Kazakhstan N. Nazarbayev’s first state visit to Manila (during the visit, on November 11, 2003 were signed: the Joint Declaration on Friendship and Cooperation between the Republic of Kazakhstan and the Republic of the Philippines; the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Philippines on the Exemption of Citizens – Holders of Diplomatic and Service passports from Visa Requirements; the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Philippines on Cooperation in the Sphere of Tourism).

August 23-25, 2005 – the visit of the working group comprised of representatives of the Office of the Prime Minister, and ministries, of the Republic of Kazakhstan to learn the Philippine model of public-private partnership;

January 27-28, 2006 – the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan R. Zhoshybaev’s visit to participate in the International Conference “The Global Dialogue between Religions” in Manila;

October 16, 2008 – the special envoy, former Minister of Energy of the Philippines V.S. Peresa’s visit to participate in the 7th Asia Cooperation Dialogue Foreign Ministers’ meeting in Astana;

November 12-13, 2008 – the Chairman of the Senate of the Parliament of the Republic of Kazakhstan K. Tokayev’s meeting with the President of the Philippines G. Arroyo in New York on the sidelines of the UN General Assembly;

28-30 June, 2011 – the Deputy Secretary (Minister) of Foreign Affairs of the Republic of Philippines R. Sergius’ visit to participate in the 38th meeting of the OIC Council of Foreign Ministers in Astana;

2-5 May, 2012 – the Vice Minister of Finance of the Republic of Kazakhstan R. Dalenov-led Kazakh delegation’s visit to Manila to participate in the 45th Annual Meeting of the Asian Development Bank’s (ADB) Board of Governors;

October 1, 2014 – first Kazakhstani-Philippine Political Consultations in Manila (the Kazakhstani delegation was led by A. Musinov, the Deputy Minister of Foreign Affairs of the Republic of Kazakhstan; the Philippine delegation was led by L. Rosario, the Deputy Secretary (Minister) of Foreign Affairs of the Republic of Philippines).

November 28-30, 2007 – the Chairman of the Committee for Socio-Cultural Development of the Mazhilis of the Parliament of the Republic of Kazakhstan Zh. Doskaliev’s participation in the First Global Parliamentary Meeting on HIV/AIDS in Manila;

August 24-26, 2004 – the Chairman of the Executive Board of the Association of Asian Election Authorities B. Abalos’ visit to Kazakhstan to participate in the Research-to-Practice Conference on “Improving the Electoral System”.

Inter-party cooperation:

March 27-29, 2009 – the visit of the Philippine delegation led by Jose de Venecia, the co-Chairman of the Standing Committee of the International Conference of Asian Political Parties (ICAPP), former Speaker of the House of Representatives of the Congress of the Philippines to attend the 10th, People's Democratic Party Nur-Otan-chaired, Session of the ICAPP Standing Committee in Astana;

September 24-26, 2009 – representatives of the three political parties: the Party of the Filipino masses, the Fight of Democratic Filipinos and the National Party, attend the 5th Meeting of the ICAPP General Assembly in Astana;

February 11, 2011 – Jose de Venecia, the Chairman of the ICAPP attends the XIII Congress of the People's Democratic Party Nur-Otan and awards the President of the Republic of Kazakhstan N. Nazarbayev the Order “For Outstanding Achievements and Service to the Humanity”;

December, 2011 – awarding the former Speaker of the House of Representatives of the Congress of the Philippines Jose de Venecia the second degree ‘Dostyk’ Order.

July 4-5, 2007 – the visit of the delegation of the Ministry of Transport and Communications of the Republic of Kazakhstan to Manila to participate in the 7th meeting of the Central Asian Regional Economic Cooperation (CAREC) Transport Sector Coordinating Committee and the 2nd Consultation Workshop on CAREC Transport Strategy Sector;

May 3-4, 2011 – the co-Chairman of the Standing Committee of the International Conference of Asian Political Parties (ICAPP), former Speaker of the House of Representatives of the Congress of the Philippines Jose de Venecia’s visit to attend the IV Astana Economic Forum;

August 27-29, 2012 – the visit of Jose de Venecia, the co-Chairman of the Standing Committee of the ICAPP, Permanent Representative of the Philippines to the United Nations and L. Cabactulan, the President of the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation to Astana, Semey and Kurchatov to participate in the International Conference “From the Ban of Nuclear Tests to a World Free of Nuclear Weapons”;

September 12, 2012 – the visit of M. Alarilla, the Ambassador of the Republic of Philippines to the Republic of Turkey and C. Mangunay, the Director of the Office for European Affairs of the Department of Foreign Affairs of the Republic of Philippines to participate in the Jubilee Session and 4th Meeting of the CICA Ministers of Foreign Affairs;

November, 2012 – the Government of the Republic of Philippines officially supports the candidacy of Astana to host EXPO-2017;

May 21-25, 2013 – the visit of the Philippine business delegation headed by D. Ui, the Honorary Consul of the Republic of Kazakhstan to the Republic of Philippines to participate in the V Astana Economic Forum;

March 20-21, 2017 – the Member of the Central Election Commission of the Republic of Kazakhstan M. Sarsembayev’s visit to Manila to attend a session of the Association of Asian Election Authorities.

Kazakhstan supported the candidacy of the Philippines to the UN Board of Auditors, Governing Council of the Statistical Institute for Asia and the Pacific. The Philippines supported Kazakhstan’s candidacy for the UN Commission on Narcotic Drugs.
