Nurlybek Nalibayev was born in 1976 in Kyzylorda region. He graduated Kazakh State Agrarian University and Kazakh University of Humanities and Law.
He is the 3rd year Ph.D. student of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.
He began his career in 1997-1998 as an expert on oil and oil production of “Kazakh oil-commerciya” LLP.
1998 - 2005 he held senior positions in private commercial structures.
2005 - 2007 he has worked as Deputy, First Deputy akim of Kyzylorda city.
2007 - 2008 he has worked as Head of the Kyzylorda region akim's administration.
2008 - 2013 he has worked as Akim of Shiely district of Kyzylorda region.
2013 - 2021 he has worked as Akim of Kyzylorda city, Kyzylorda region.
From April 7, 2022 to the present, the akim of Kyzylorda region.
