Report on the work done by the Department of Natural Resources and environmental management of Kyzylorda region on anti-corruption issues for 12 months of 2020
The Department of Natural Resources and environmental management of Kyzylorda region (hereinafter referred to as the department) regularly conducts anti - corruption measures.
The department has approved an Anti-Corruption Plan for 2020, and in accordance with the plan, measures are being taken to prevent corruption.
All civil servants of the department and 8 institutions for the protection of Forestry and wildlife and directors of the Tabigat enterprise have taken written obligations on anti-corruption restrictions and their responsibility.
The anti-corruption standard of the department has been approved (by Order No. 220-P dated November 8, 2018), and the standard clearly defines the behavior of employees of the department in the implementation of the rights and legitimate interests of individuals and legal entities.
In order to implement the approved standard, anti-corruption standards were adopted for 8 forest and animal protection institutions and Tabigat enterprises.
Also, the helplines of the department, the schedule of reception of citizens and legal entities by the management of the Department on personal issues were published on official internet resources and local newspapers.
In addition, as part of joint anti-corruption measures, a memorandum "on mutual cooperation" was signed between the Department and the Department of the Anti-Corruption Agency of the Republic of Kazakhstan (Anti-Corruption service) in Kyzylorda region on January 24, 2020.
Within the framework of this memorandum, as a preventive measure against corruption, employees of the Department, 8 institutions for the protection of forest and wildlife and directors of the Tabigat enterprise were taken to the pre - trial detention center of the institution ZK-169/1 of the Regional Department of the Penal correction system.
At the same time, anti-corruption leaflets on the terms of punishment for corruption offenses and measures to encourage persons who have reported on the facts of corruption and the responsibility for taking bribes and giving bribes have been placed in the buildings of the department and all state institutions for the protection of forest and animal world and the Enterprise "Tabigat" in visual places.
In order to prevent corruption risks, based on the results of the 1st half of 2020, an internal analysis of corruption risks in the areas within the competence of the department was carried out, and recommendations were developed with an analysis.
Also, in order to prevent and prevent corruption, information about corruption facts published in the Antikor News Channel Of The Telegram messenger is regularly sent to employees of the department and heads of state institutions subordinate to the department through packages created in the social network WhatsApp.
The department provides 4 types of public services.
They:
1. issuing a permit for the use of the animal world;
2. logging and issuing a forest ticket;
3. issuance of an opinion of the state environmental expertise for objects of II, III and IV categories;
4.issuance of permits for emissions into the environment for objects of categories II, III and IV.
In total, 2,432 services were provided for 12 months of 2020, including 2,271 (93.38%) through the e - government portal and 161 (6.62%) in paper form.
In particular,:
1.under the state service" issuance of permits for the use of Wildlife " -750 services were provided, of which 221 received permits for hunting, 461 received permits for fishing, the number of refusals-68 all services were 100% provided through the electronic portal.
For 12 months of 2020, the Republican budget received 133 million 984 thousand tenge for permits for the use of wildlife.
2.for the state service" issuance of a logging and forest ticket " – 526 people received public services (logging ticket-1, forest ticket-505 and the number of refusals-20). 69.4% in electronic form, 30.6% in paper form.
For 12 months of 2020, the regional budget received 15.8 million tenge for logging and issuing a forest ticket.
3.through the electronic portal of documentation submitted through enterprises, organizations, small business partnerships and individual entrepreneurs who are economic entities" issuing a conclusion of the state environmental expertise for objects of II, III and IV categories " - 164 applications were received.
86 conclusions were given.

For Category IV objects-30.
25 due to the incompleteness of the package of documents and comments on the submitted materials for the state environmental expertise were returned;
53 documents submitted for state environmental expertise were revoked due to incorrect delivery by the customer.
4.for 12 months of 2020, 992 applications were received through the electronic portal for the State Service" issuing permits for emissions into the environment for objects of II, III and IV categories".
Through the portal of the unified information system of integrated non-departmental expertise - 619, through the internal portal of e-licensing-373 emission permits were issued.
771 permits were issued.

129 packages of documents were returned due to the incompleteness and comments on materials submitted for state environmental expertise;
92 documents submitted for the state environmental expertise were withdrawn due to incorrect delivery by the customer.
For 12 months of 2020, the regional budget received 1 billion 101 million 343 thousand 700 tenge for emissions into the environment.
On February 14 of this year, in the Center" Antikor "of the project office" Akmeshit - adaldyk alany", public receptions were held covering topical issues in the field of use of natural resources, namely water, forest, household waste, and wildlife in the region.
Within the framework of the" adaldyk Alany " project, special sites have been opened in subordinate institutions to ensure transparency and promptly resolve issues without eliminating corruption risks.
According to the results of 12 months of this year, 14 articles have been published in the mass media about anti-corruption measures, and anti-corruption posts are regularly published in the social network Facebook.
The Antikor Center hosts Live reports and interviews of the management of the Department on anti-corruption measures.
In this regard, on August 10, 2020, within the framework of the Antikor Live project, the head of the department, B. Shamenov, made a report on the work done for 7 months and the ongoing preventive anti-corruption measures in the Center "Antikor" via Facebook, and answered the questions of residents of the region.

Information on the work done to improve the image of the civil service in 2020
In order to create and clarify a positive image of the civil service, the Department of Natural Resources and environmental management of Kyzylorda region regularly conducts explanatory work. For the civil service, the image has a functional and status significance. It is an indicator of public confidence in it and a criterion for public assessment of the effectiveness of the transformation of management activities carried out by the state. It establishes the degree of compliance of the actions of state bodies with the requirements and expectations of specific social groups and society as a whole. As a result, the image significantly reduces the prospects for the character of citizens in relation to state authorities, determines the degree of public support for the Civil Service and the program of its formation. The formation of a positive image of the Civil Service and civil servant is a necessary condition for the effective functioning and development of this social institution, as well as conditions for improving the effectiveness of the services of state bodies and the civil service system. A civil servant must have a high moral responsibility, professional knowledge, the ability to apply it in practice, honesty, an enthusiastic life position, a sense of patriotism, and a moral appearance of a civil servant.
